7 I. ICT s status in Cambodia 4. Submarine Cable Three companies have been granted the submarine cable licenses, namely TELCOTECH, CFOCN and CHUAN WEI. The TELCOTECH s submarine cable has been operated since March It connects Cambodia, Malaysia, and Thailand directly and links in to the Asia-America Gateway (AAG). The CFOCN s submarine cable is expected to be operated by November It will connect Cambodia to the Asia-Africa-Europe-1 (AAE-1) submarine network.

8 II. ICT Policy and Regulatory Development Cambodia ICT Masterplan 2020 has been official launched on August 20, 2014 Law on Telecommunications has been promulgated on December 17, 2015 Policy on Telecom/ICT Development 2020 has been launched on April 11,

9 II. ICT Policy and Regulatory Development (Cont.) The Law on Telecommunications says starting from 2017, all telecommunication operators in Cambodia have to contribute as the percentage of annual gross revenue for: 2% for USO: (1) Encourage the construction and development of telecommunications networks; (2) Promote the provision of basic telecommunications services, value added services and emergency services more broadly into rural and remote areas; (3) Reduce the digital divide for the social and economic development. 1% for R&D: Establish and administer the capacity building, research and development fund. 9

15 V- Institutional Framework The governmental institutions in charge of PPP in ICT infrastructure in Cambodia includes: Council for the Development of Cambodia (CDC) one-stop service organization responsible for the evaluation and the decision-making on all rehabilitation, development and investment project activities. Ministry of Economy and Finance (MEF) responsible for assessing and approving the liabilities of the government under the proposed projects. Ministry of Commerce (MOC) responsible for regulating business enterprise law, commercial registration law and regulations, and secured transaction law. Ministry of Posts and Telecommunications the line ministry responsible for ICT development and administration. The Council of Ministers - responsible for coordinating the development of infrastructure policies and approving very large PP investment projects (more than USD 50 million) 15
