Develop ICT human resource 2. Develop IT Industry 3. Improve and develop ICT Infrastructure 4. Build up and deploy solutions to provide information to households. 5. Promote IT usage in Government Offices, Enterprises and Society effectively. 6. Enhance ICT R&D, gradually master and innovate technologies to develop new products.

16 IT Industry Development Solutions 16 Strengthen implementation of IT HR development solutions Enhance implementation of Decision No. 698/QĐ-TTg to approve General Plan on IT HR development up to 2015 and toward Buil up and promulgate regulations on special merchanisms to create breakthoughs on IT HR development. Promote PPP model for IT Industry development Occupy and maintain local market to compete internationally Enlarge local market volume, strengthen implementation IT usage projects for Government Offices Identify internationally potential fields and markets to intensively invest in. Study and build National Program on IT industry development up to 2015, toward 2020.

17 IT Industry Development Perspectives IT Industry will contribute significantly to GDP and have a part to basically transform Vietnam into an industrial country in Targets up to 2015 Reach USD10-12 billions/year in term of IT industry revenue. Develop a number of made-in-vietnam products for local market and export. Form a number of software enterprises of ASEAN s regional level Directions toward 2020 IT industry revenue will reach billions/year. Local enterprises will be capable to research, design, and manufacture hardware products and aggressively join into global value chain. Form a number of strong software enterprises which will be operated globally. 17

18 IT Usage Perspectives Targets up to 2015 Complete the construction of information infrastructure, building up foundation to develop e-gov. Promote usage of IT in Government Offices, aiming at increasing productivity and reducing operational costs. Provide widely information, online public service to citizens, enterprises, providing more transparent and better services. Direction towards 2020 Integrate information systems, establish networking environment for operation of Government bodies. Most of transactions will be implemented electronically at any time, anywhere and by various means. Most of public services will be online, at level 3 and 4, meeting practical demand of citizens and enterprises at any time, anywhere and by various means. 18

21 Strengths and Opportunities of Vietnam s ICT Market: increasing demand on ICT application and investment Labor: young, vast labor force, creative and not afraid of challenging Competitive cost: The operating costs and wages are much lower than other regional countries. Stable political regime and secure society

23 Conclusion Vietnamese Government always paid great attention to and sourced investment to the development of ICT in Vietnam Legal framework on ICT has been improved. It has achieved encouragement results, but Vietnam ICT has still to deal with many challenges. Deployment of The National strategy on turning Vietnam into an advanced ICT country and National program on IT application in government agencies will promote the ICT development Vietnamese ICT market has strengths and opportunities
