18 FEMA DM-OPEN (Federal Emergency Management Agency Disaster Management Open Platform for Emergency Networks) VOC provides the user interface and framework for the next generation FEMA DM-OPEN project that will support emergency responder communities at thousands of locations across the US. VOC's smart dashboard capability displays summary and detailed information on incidents such as weather and maps, and its WorkCenter dynamically connects people, applications, and knowledge with operational processes. It satisfies the need for an intuitive environment in which diverse groups can pull and display information from a wide range of applications and work together effectively across geographical and institutional boundaries. DM-OPEN is an operational interoperability backbone that supports both strategic doctrine & planning and tactical response & follow-up, with open standards such as HAVE (Hospital Availability Exchange), NIEM (National Information Exchange Model), CAP (Common Alerting Protocol), and EDXL (Emergency Data Exchange Language). 15

19 Missouri Emergency Response Information System (MERIS) VOC is a key component of MERIS, an emergency planning, response and recovery solution for the US State of Missouri that provides statewide planning & preparedness, incident management, resource tracking, communications, and asset request processing for emergency or crisis situations in the State with the most Federally declared emergencies in the US. The State-wide NIMS-compliant MERIS installation involves access by State agencies, local municipalities and private organizations involved in emergency management and homeland security. VOC provides an environment in which to plan, train, respond and recover, to gain Situational Awareness with augmented information and real-time decision support tools, and a common information sharing and presentation framework for thousands of diverse stakeholders to reach a Common Operational Picture. 16

20 Gauteng Fire and Disaster Management (GFDM) Centre The VOC supports Key Performance Areas of the NDMF at the GFDM Centre, including: the generation of comprehensive actionable plans at different levels within National Disaster Management Framework guidelines; the monitoring of threats and management of risk reduction; the sharing of information and knowledge within relevant operational context; and the capture of lessons learned for inclusion of best practices into improvement throughout the enterprise. The system unifies fire departments, hospitals, schools and other key personnel and resources to plan for, mitigate the risks of, and respond to threats and disasters, in accordance with the mandates of the South African Management Act of 2002 to keep safe the citizens and property of the Republic of South Africa. 17

21 Coalition Warrior Interoperability Demonstration (CWID 2008) The VOC system was used for preparedness and response management for a range of threats involving national, provincial/state and local organisations, including simulated terrorist attacks with IEDs at the US/ Canada border, widespread flooding in British Columbia (Canada) near the US border, and terrorist WMD attacks on the US SPAWAR complex in Charleston, South Carolina. In the final evaluations (as aforementioned), VOC was described as effective for emergency management planning and conduct of operations, easy to employ by end users (who had only a few hours of training on the system), and #1 of all technology being evaluated. The government documents describing the exercise and its evaluations are online or can be made available in hardcopy, if desired. 18

22 New Jersey Regional Operations Intelligence Center VOC is an integral part of the State of New Jersey s Regional Operations Intelligence Center (ROIC), a secure and personalized gateway for providing integrated access to personnel, information, applications and business processes for organizations involved in emergency preparedness and response, law enforcement, and homeland security. The Center supports Situational Awareness for the emergency management community in the region, enabling collaboration and information between the State s emergency responders and government authorities and decision makers. 19

23 Haiti Earthquake Relief Effort VOC was used to support and coordinate relief with various agencies and NGOs for the tragic conditions in Haiti after the January 12, 2010 earthquake event. VOC met the objective to rapidly establish a command center, which was implemented within 8 hours. Within 20 hours, a larger group of users (new to the system and to incident command) was up and running, able to share reports, view road and bridge closures, process request forms, and generate up-to-date damage assessment and action reports. The system enabled IBM to communicate with internal and external key decision makers; access data from government authorities, NGOs and other sources; share information within the ICS (Incident Command System) standardized formats to reach a Common Operating Picture, and rapidly identify and choose optimal Courses of Action. 20
