2 Current state During the programme period cloud services (SaaS, PaaS, IaaS) were not eligible cost under the Structural Funds in most of the EU member states including Bulgaria. DG REGIO and National authorities considered them as not sustainable with low potential and huge risk levels. As the cloud computing evolved revealing its full potential, many questions and concerns aroused. The inability of DG REGIO and National governments to envisage cloud services growth doomed the EU innovation to be locked on on-premises capabilities. In order to change the status quo that endangers the entire EU economy we need to address the problems and take immediate actions to influence them. Both private and public entities must be able to benefit from the cloud based services via Structural Funds during period

6 Potential of the cloud According to official analysis of the European Commission concerning cloud computing impact on the EU economy, by 2020 the cloud has the potential to: Boost EU GDP 940bn cumulative impact for bn in 2020 alone Boosts productivity and efficiency Up to 90% cost savings for public administrations and private companies Business creation new SMEs Potential for job creation: 3.8 million new cloud-related jobs
