22 ObjecJves 1) provide secure, low carbon energy at a compejjve, transparent price; 2) provide a corporate delivery structure which assists the mijgajon of risks and thereby gives confidence to the private sector to invest, whilst providing a sajsfactory return on investment for the public sector; 3) ensure open access to the heat network for the supply of heat from a range of generators to facilitate a compejjve market for the supply of heat from a range of generators, thereby generajng choice for users; 4) enable the public sector partners to access addikonal funding for infrastructure provision to tackle fuel poverty for householders and deliver other low carbon projects, including building retrofits and the provision of other renewable generajon capacity; 5) develop a strategy for accessing Allowable SoluKons funding and establish a Community Energy Fund to deliver district heajng networks and other low carbon infrastructure; 6) take on the delivery, complekon, ownership and operakon of heat supply systems, required by planning agreements made by the Devon authorikes where there is a robust business case; and 7) provide advice to Devon householders in the case of disputes between them and third party heat suppliers
