4 Waste Projects under the WCG Green Economy 1. Investment Mapping Mapping green investment and jobs in businesses in Western Cape, including blockages/ challenges. Five sub sectors: Water, Waste, Eco Tourism, Agri-production and Built Environment 2. Waste sector desk Interface between industry, government and academia in the waste sector 3. Western Cape Industrial Symbiosis Programme (WISP) Build networks of businesses by identifying mutually profitable links or synergies, so that under-utilized and under-valued resources from one business (materials, energy, water, logistics, assets and expert knowledge) are used by another 4. Waste Economy Aim is to manage municipal waste as a resource rather than a municipal burden. Build capacity at municipal, district and provincial level to support municipalities 5. Regulatory Impact Assessment of Waste Economy Review of all rules, regulations, legislations that are imposed on businesses in waste economy and how that impacts on their business. Purpose: more streamlined system Western Cape Government 2012

8 Western Cape Industrial Symbiosis (WISP) Build networks of businesses by identifying mutually profitable links or synergies, so that underutilized and under-valued resources from one business (materials, energy, water, logistics, assets and expert knowledge) are used by another PROJECT DETAIL FINDINGS/ OUTCOMES TO DATE PROJECT IMPLEMENTER GreenCape (with assistance from International Synergies Limited) PROJECT DURATION Phase 1: August March 2014 Continuing in 2014/15 2 workshops: 108 companies participated, 589 resources discussed potential synergies 9 synergies completed. Benefits include: landfill diversion, cost savings, additional sales, energy savings 8 synergies in negotiation or implementation stage Project team, trained practitioners, systems in place Extremely positive response from industry Discussion around national roll out of WISP Carbon calculator near completion. WAY FORWARD Net job creation methodology and tool to be developed in 2014 Continue with 2013/14 synergy development and support Grow and diversify network (Greater Cape Town, Cape Winelands, West Coast) 3 x workshops in 2014/2015: June, August and October Development of national programme Enhanced communication and marketing drive Programme Advisory Group to provide strategic advice Western Cape Government 2012 RIA Waste Regional Workshop 20 January

9 Waste: Regulatory Impact Assessment (RIA) Review of all rules, regulations, legislations that are imposed on businesses in waste economy and how that impacts on their business. Purpose: more streamlined system PROJECT DETAIL PROJECT IMPLEMENTER DEDAT, Consultant appointed PROJECT DURATION November 2013 March 2014 FINDINGS/ OUTCOMES TO DATE WAY FORWARD PROJECT ACTIVITIES/ METHODOLOGY Regional RIA Waste workshop: 20 th of January Face to face interviews DELIVERABLES. Report 1: report on existing legislation, rules and regulations and their impact specifically on businesses in the Western Cape waste economy. Report 2: report on how above legislation impact on business. Included: 6 x business case studies (e-waste, organic waste, recycling, etc) Report 3: recommendations on way forward. How to streamline environment, Development of norms and standards and mechanisms to reduce existing legislation/ rules etc Disseminate executive summary via 110Green webpage Brainstorm way forward, possibly interventions at different levels, i.e. municipal, provincial and national Work closely with Red tape Unit within DEDAT Western Cape Government 2012 RIA Waste Regional Workshop 20 January
