2 TSO/DSO Cooperation Effective coordination between TSOs and DSOs becomes increasingly important to ensure cost efficient, sustainable and reliable system operation and to facilitate markets throughout Europe. TSO/DSO Data Management Report (2016) TSO/DSO Cooperation is already a dynamic policy topic at EU level: Article 53 of Market Design Regulation, aiming at fostering the coordination between them throughout the EU, especially in terms of data exchanges, to ensure the cost-efficient, secure and reliable development and operation of their networks. TSO/DSO Platform, established in 2015, has been fostering understanding and providing tools for local DSOs and TSOs on 6 Reactive priority topics: Active System Management Power Management Data Management Storage Network Planning Network Codes Implementatio n

3 TSO/DSO projects #1: new system architectures SmartNet A H2020 Research & Innovation project gathering 1 DSO and 2 TSOs Objective: compare TSO-DSO interaction modalities with reference to three selected national cases (Italy, Denmark, Spain), including the possibility of a cross-border exchange of balancing services. Identification ancillary services to be provided from distribution level to the whole system; Elaboration of models for network management at the DSO/TSO interface. Propose new architectures for real time markets (particularly Balancing); Define the information to be exchanged -and methods to do so- in order to guarantee observability and control of distributed generation, flexible demand and storage systems; Evaluate the implications of the above on the on-going market coupling process.

4 TSO/DSO projects #2: flexible network services CoordiNet A H2020 Innovation project gathering 5 DSOs and 3 TSOs Objective: practically demonstrate through large-scale demonstration campaigns how TSO-DSO shall act in a coordinated manner and use the same pool of resources to procure grid services in the most reliable and efficient way. Contribute to a smart, secure and more resilient energy system through costefficient model(s) for electricity network services; These services can be scaled up to include networks operated by other TSOs and DSOs and will be replicable across the EU energy system; Direct value for the policy frameworks established on the ground of the Clean Energy for All Europeans Package, with experience-based recommendations; Analysis and definition of flexibility in the grid at every voltage level; Definition of the requirements for a standard unified European platform;

5 TSO/DSO projects #3: a PCI project Smart Border Initiative (SBI) PCI project led by 2 European DSOs: innogy (DE) and Enedis (FR) Objective: Creation of a cross-border smart grid as a blueprint and show case at the European level. Integration of decentralized and renewable energies into the distribution grids; Efficient borderless use and exchange of electricity on the distribution level; Maximisation of consumer s benefits in the targeted single European market; Integration of different regulatory rules; Increase in quality of supply; Realising a replicable European project that paves the way for more crossborder cooperation in optimising energy systems; Developing smart grid use cases for cross-border optimisation of the
