2 Monday 12 September 2011 Conference: New Directive New Energy for Housing? Clearing the way for local, participatory energy transition Venue: Committee of the Regions - Room JDE , Rue Belliard Time: From 10:00 to 18:00 Interpretation in EN/FR/IT (DE to be confirmed) provided The event will focus on the proposed European Directive on Energy Efficiency, published by the Commission on the 22nd of June The aim is to discuss with stakeholders of the housing and energy sector and with Committee of the regions members, MEPs and Commission s representative, the opportunities that this directive offers to reduce energy consumption and energy poverty. It will help to inform European decision makers of the reality at local level by drawing on information gathered through the POWER HOUSE EUROPE big Green Housing Exchange. The focus will on 3 themes which are central to realising the energy transitions, citizen engagement, access to finance and decentralised energy production and consumption planning. Making the business case for energy efficiency and renewable energy sources in housing: What is new in the Energy Efficiency Directive This panel will investigate whether conventional financial insitutions and the rules and risk assesment procedure under which they operate are limiting the energy transitions and whether the energy efficiency Directive will help to overcome this obstacle. Decision makers and practitioner will also present the limitations and opportunites presented by energy performance contracting in housing. The role of public subsidies at EU and national level which are needed, particularly to tackle energy poverty and hard to treat homes will be addressed. 1

3 Local Plans for Energy Efficiency: The importance of integrated local energy plans which ensure an energy mix This panel will consider the ways in which the measures proposed in the Directive will help contribute to the decentralisation of power production and consumption and assist local authorities and housing actors in optimisation of energy mix at local level. Panel members will also consider the way in which legislation, for example public procurement regulation, is fostering or hampering the generation of local development and local employment and how this EU Directive can positively address this. The Innovactive Consumer: Covering the 'energy ambassadeur' approach, community based solutions and user-friendly ICT While smart metering and transparent billing are vital to helping consumer to make informed choices, real citizen engagement and empowerment through the provision of neutral advice and community outreach programmes adapted to needs has shown to be effective way to get retrofit programmes off the ground and to reduce energy consumption and maximise local production. We will investigate if there are measures at EU level which could help to facilitate this very local mobilisation. The event, hosted by the Committee of the Regions, is organised in the framework of the Intelligent-Energy Europe project POWER HOUSE EUROPE whose aim is to reduce the carbon footprint of the Social Housing sector by drawing on the existing European pool of know-how and resources by facilitating the exchange of success stories and lessons learned through European Housing Organisations.
