4 1 Introduction The primary purpose of this part of the FGDS Data Content Standard is to support the exchange of telecom utility data. This part seeks to establish a common baseline for the semantic content of telecom utility databases for public agencies and private enterprises. It also seeks to decrease the costs and simplify the exchange of telecom utility data among local, Emirate, and Federal users and producers. That, in turn, discourages duplicative data collection. Benefits of adopting this part of the standard also include the long-term improvement of the telecom utility network data within the AD-SDI community. The FGDS Data Content Standard for telecom utility data is developed with a certain philosophy which includes the following concepts: Keep it simple; have the fewest data elements possible, but make those data elements mandatory. This encourages use of the part. Use single data types, for example, coordinate types. Different organizations store their data or make them available using a variety of data types, for example, latitude longitude, UTM coordinates, Nahrwan datum, WGS84 datum, and so on. Because the data provider, the organization creating the data, is the one most knowledgeable about their data, they should be responsible for converting their data into this single data type. Multiple data types would make the part less useful to data users. Require metadata supporting how the telecom utility data was compiled and how their corresponding accuracy values were estimated. 2 Scope, purpose, and application 2.1 Scope Telecom Utility data encompasses a wide range of spatial data entities that are fundamental to many GIS applications. Telecom Utility data sets pertaining to telecommunication lines, devices, and structures are normally considered key elements of base maps and serves as essential reference data in this context. The datasets are also of interest because they include many elements critical to the public and private infrastructure and provide services in daily life of citizens. The reliable functioning of the increasingly complex, inter-connected, and inter-dependent utility infrastructures including electric, water, and gas supply systems, wastewater systems, and communications is vital for the security, economic prosperity, and social well-being of the nation. The inter-dependencies are either physical or geospatial in nature. Physical inter-dependence occur when, for example, the water supply infrastructure depends on electric power to operate its pumps while, at the same time, the electric power infrastructure must have water to make steam and cool its equipment. Geospatial inter-dependencies arise when Page 4 of 11

5 infrastructure components such as electricity cables, water pipelines, gas pipelines, and telecommunications cables, share common corridors in the same geographic area. 2.2 Purpose In the context of AD-SDI, this document defines the telecom utility data theme to include those geographic entities that are explicitly designated for providing telecommunications services. As such, this data theme includes layers such as telecommunication lines, devices, and structures. 2.3 Application This part of the FGDS Data Content Standard is intended to facilitate a common methodology to manage and share telecom utility datasets among various organizations at the Federal, Emirate, and local government levels, academia, and the private sector. The telecom utility features often provide good landmarks for orientation and navigation purposes because of their large size. They can also provide a quick visualization of the infrastructure elements located in an area. The features offer a high-level appreciation of the degree of infrastructure interdependency when combined with other utility layers. 3 Terms and definitions Span: The feature class of telecom routes, aerial or underground, that indicate a path for conduits and trenches on the ground for a telecom network. Span can be conduit which can contain cables within ducts or an aerial strand which indicate a path for cables that are suspended. Structure: The feature class of telecom structures such as buildings, poles, manholes, cell towers, etc. OSP: Outside Plant items composing a telecom network of structures, spans, and other associated items. 7 5 Content Model 5.1 Telecom Telecom facilities refer to the entire telecommunications sector infrastructure facilities including the transmission and access networks and telecom structures such as satellite stations, microwave towers, exchangers, and other appurtenances. The majority of this infrastructure in Abu Dhabi is the property of Etisalat. Etisalat is willing to share the civil network which depicts the basic location and routing of the telecommunications facilities, but does not include detailed asset or circuit information, which is proprietary to the company and is maintained internally for company use only. The civil network will likely suffice to support most AD-SDI stakeholders. Structures: The structures provides information on several structural elements such as cabinets, distribution boxes, chambers, pay-phones, antennas, public call boxes, etc. While not all the information under structures is relevant to the AD-SDI Community, some of it such as location of key facilities and landmark information may be useful for the remaining stakeholders of the AD-SDI Community. Spans: The spans are linear features that indicate the existing (or planned) route information of the telecom circuits in the form of ducts or buried cables. Page 7 of 11
