20 The Institute Summary Applied Research + Education/Workforce Skills + Development of Future Manufacturing Hubs The Federal investment in the National Network for Manufacturing Innovation (NNMI) serves to create an effective manufacturing research infrastructure for U.S. industry and academia to solve industry relevant problems. The NNMI will consist of linked Institutes for Manufacturing Innovation (IMIs) with common goals, but unique concentrations. In an IMI, industry, academia, and government partners leverage existing resources, collaborate, and co invest to nurture manufacturing innovation and accelerate commercialization. As sustainable manufacturing innovation hubs, IMIs will create, showcase, and deploy new capabilities, new products, and new processes that can impact commercial production. They will build workforce skills at all levels and enhance manufacturing capabilities in companies large and small. Institutes will draw together the best talents and capabilities from all the partners to build the proving grounds where innovations flourish and to help advance American domestic manufacturing. Federal startup investment: $70M $120M/institute over 5 years Institute Consortium owners must have minimum 1:1 co investment

22 The NNMI Vision In my State of the Union Address, I asked Congress to build on a successful pilot program and create 15 manufacturing innovation institutes that connect businesses, universities, and federal agencies to turn communities left behind by global competition into global centers of high tech jobs. Today, I m asking Congress to build on the bipartisan support for this idea and triple that number to 45 creating a network of these hubs and guaranteeing that the next revolution in manufacturing is Made in America. 26 1a) Clear, unique Institute Focus Mission The design and production of high performance lightweight materials into robust, certified uses takes ~30 years from original material discovery to robust, certified use. Difficult to engage the entire enterprise and develop the supply chains for new materials. LIFT WILL: Accelerate the development and application of innovative lightweight metal production and component manufacturing technologies to benefit the US transportation, aerospace and defense market sectors Ensure that the U.S. is the world leader in the application of innovative lightweight metal production and component/ subsystem manufacturing technologies. Ensure a robust talent pipeline for metals manufacturing. Deliver high value advanced alloy processing technologies that reduce the weight of machines that move people and goods on land, sea and air

27 1b) Institute Focus: Technology Scope Priority metal classes and its alloys are: Advanced High Strength Steels, Titanium, Aluminum and Magnesium Technology development needs have been grouped into 6 pillars: Melt processing* Low Cost, Agile Tooling ** Powder Processing* Coatings* Thermo mechanical processing* Joining and Assembly* In addition, there are crosscutting themes: Integrated Computational Materials Engineering (ICME) Design Life cycle analysis Validation/ Certification Cost modeling Supply chain Corrosion Ballistic/ Blast Based on maturity of technology area, the portfolio strategy will be driven by: Roadmaps ** or SWOT analyses *

28 2) Create Industry Value Proposition LIFT focus is on the total value chain for lightweight metals rapid development, qualification, optimized use, and commercialization of affordable lightweight structures for defense and commercial requirements. LIFT s bold approach includes: Early engagement of material designers, material suppliers, product designers, and the full manufacturing supply chain; Employing systems engineering principles; Developing innovative manufacturing processes in dedicated facilities with unparalleled capabilities; Using high fidelity Integrated Computational Materials Engineering (ICME); Developing a model based, probabilistic toolkit for certification; Supporting scale up to commercial use; and Preparing an eager workforce equipped with 21st century advanced manufacturing skills.

33 Legislative Requirements: A Call To Action The Revitalize American Manufacturing Innovation Act (RAMI) RAMI calls upon the U.S. Secretary of Commerce to establish: The Network for Manufacturing Innovation Program (Network function) to convene and support a network of Institutes New Centers for Manufacturing Innovation (Institutes) using an open topic, open competition process The National Program Office at NIST to oversee and carry out the program (coordination, network support, and reporting) 56
