1 as of 12 April 2017 BUILDING A DISASTER RESILIENT PHILIPPINES April 2017 Manila Polo Club, Makati City Background The United Nations International Strategy for Disaster Reduction (UNISDR) defines resilience as, The ability of a system, community or society exposed to hazards to resist, absorb, accommodate, adapt to, transform and recover from the effects of a hazard in a timely and efficient manner, including through the preservation and restoration of its essential basic structures and functions through risk management. (UNISDR,2017) The World Risk Report published by the United Nations University's Institute for Environment and Human Security (UNU-EHS), the German Alliance for Development Works (Alliance), and The Nature Conservancy, continues to rank the Philippines as the third most disasterprone country among 173 countries in the world, behind Vanuatu and Tonga. In view of the country s continuing high exposure and vulnerability to multiple natural hazards, the Carlos P. Romulo Foundation for Peace and Development, the Zuellig Family Foundation, the Manila Observatory and the Philippine Disaster Resilience Foundation, have embarked on a three-year program to promote multi-sectoral dialogue and cooperation on building the country s resilience to natural disasters and climate change. ARISE Philippines joined the initiative this year. The program aims at: 1. Promoting and supporting multi-stakeholder dialogue on building a resilient Philippine society in the context of the country s increased exposure and vulnerability to natural hazards and climate change. 2. Generating heightened awareness on the urgency of building resilience and contributing to concerted and continuing advocacy for this purpose. 3. Promoting innovative, creative and collaborative approaches to disaster and climate resilience. 4. Supporting and reinforcing ongoing national and local initiatives and activities to build socioeconomic resilience at the local and national levels. 5. Fostering the continuous exchange of experiences, lessons learned and best practices on resilience in the Philippine context. 6. Supporting the mainstreaming of resilience into the country s development plans, policies and programs On July 9-10, 2014, the partner organizations convened a multi-stakeholder conference to initiate and stimulate a continuing exchange of ideas and information on how best to build a resilient Philippine society. In addition to better disaster preparedness, risk reduction and climate change adaptation, the conference gave particular attention to the innovative and transformative changes needed to build disaster and climate resilience. Following the July 2014 conference, the partner organizations convened a second multistakeholder conference on May 20-21, 2015, with a particular focus on building the country s earthquake resilience. The aim of the conference was to take stock of our current state of earthquake preparedness and encourage the development of a common or complementary 1/5

2 contingency plan that would spell out how the various stakeholders would work together in the event of a major earthquake. Building on the earlier multi-stakeholder dialogues, the partner organizations decided to convene a third conference on disaster and climate resilience on April 25-26, The present conference represents a transition from a focus on hazards, e.g., climate and earthquakes, and disaster risk reduction to a systems-focused, multi-sectoral/multi-stakeholder strategies for disaster resilience. This transition indicates the broader understanding of disaster risk as the product of a system of hazards, impacts and feedbacks across sectors and along different decision-making levels. The program focuses specifically on preparedness, prevention and recovery- which if designed and implemented appropriately, would minimize the scale, and change the nature of, response. Given the complex processes that generate disaster risk, invited speakers come from the economic and industrial, public health (epidemiology and psycho-social/trauma), infrastructure, local and national governance sectors. They effectively represent the profile of exposure and vulnerability in the Philippines. The conference speakers were specifically chosen to present perspectives on disaster resilience and lessons learned from catastrophic events and to offer a greater understanding of the Post-Sendai roles of the private sector and the science and technology community in achieving disaster resilience. The conference will address the following questions: 1. In the light of past experience, what lessons has the country learned, from home and abroad, in preventing, mitigating, preparing for, responding to and recovering from natural disasters? 2. Is the Philippines better prepared than before to deal with the multiple hazards that it continues to face? 3. What gaps exist within and between the public and private sectors as well as civil society organizations to bring about a more coherent and collaborative effort to build disaster resilience? 4. What additional measures are needed in the form of legislation, policies and programs, protocols and rules and regulations to enable the country to cope better with natural disasters? Drawing on the presentations and discussions, the conference will seek to identify the gaps in current disaster preparedness, prevention, response and recovery plans both within the public and private sectors and between them. More importantly, it will draw up proposed measures -- action programs and protocols, legislative and regulatory changes, and possibly, a multi-stakeholder institutional framework to promote continuing cooperation, dialogue and information exchange among the key sectors of Philippine society -- with a view to strengthening the country s disaster resilience.
