2 ACEDRMCCA 2018 Dear Delegates, REPUBLIC OF THE PHILIPPINES BATANGAS STATE UNIVERSITY Rizal Avenue, Batangas City Batangas State University takes pleasure in welcoming you to the ASEAN Conference and Exposition on Disaster Risk Management and Climate Change Adaptation Focusing on the convergence of the ASEAN community, this international conference promises a thought-provoking event where highly reputable DRM officials, personnel, researchers and academicians from all over the globe will be sharing their knowledge, experiences and expertise in managing disaster risks and adapting to climate change. As response to the unpredictable and rapid changes in different climate conditions, the ACEDRMCCA 2018 serves as a venue for the exchange of best practices and latest science and technology solutions on DRM/CCA. With the alarming occurrence and intensity of natural disasters, especially in the ASEAN region, it is imperative that we find collaborative ways to strengthen the capacities and coping mechanisms of local communities for disaster risk reduction in order to reduce their vulnerability to such disasters. With the launching of the BatStateU ACTION Center, a national center for disaster risk management education and training in the country, the university vows a stronger commitment in strengthening disaster preparedness and response initiatives in the country and the ASEAN region through innovative education, multidisciplinary research collaborations, and mutually beneficial partnerships. I would like to recognize our partner universities and local government units, as well as the local and international delegates for making this conference a resounding success. The conference theme: Converging with the ASEAN Community in Managing Disaster Risks and Climate Change for a Resilient Community underscores and pays tribute to the strong ties of cooperation and amity among the people of Southeast Asia as we strive to surmount the challenges of hazards and disasters in the region. We have gone a long way as a community of nations in developing strategies, systems and technologies to promote resilience and ensure the survival of our people against various threats. We must remain determined to improve ourselves and continue working hand in hand as a community to sustain the push towards resilience and adaptation. 3 ASEAN CONFERENCE AND EXPOSITION ON DISASTER RISK MANAGEMENT AND CLIMATE CHANGE ADAPTATION 2018 (ACEDRMCCA 2018) BACKGROUND Recent events and global reports show an increasing trend in the intensity and frequency of natural disasters, which have caused massive loss of life and property. These have exposed the vulnerability of communities to such disasters, and their capacity to cope and adapt to future natural hazard events is in question. Lessons learned from these experiences serve as an impetus for strategic innovations, which include academic research, professional training and grassroots education, on disaster risk management and climate change adaptation. These also highlight the need for academia and practitioners to exchange knowledge, experiences, and expertise on dealing with the risks of natural disasters, and on adapting to climate change. This paved the way for the inception of an international conference and exposition on disaster risk management and climate change adaptation, to be sponsored by the ACTION Center of Batangas State University, Philippines, which is a national center for disaster risk management education and training in the country.
