3 Policy Environment Hyogo Framework for Action : Emphasizes importance of strong local level setup that will implement disaster reduction measures LGC of 1991 (RA 7160) secures general welfare and provides basic services and facilities to constituents In response to DILG mandates: RA DILG Act - formulate plans, policies and programs RA Climate Change Act - facilitate the development and provision of training program for LGUs on climate change RA Disaster Risk Reduction Management Act of 2010 DILG as Vice-Chair for Disaster Preparedness shall build capacities of LGUs to effectively address and mitigate the impacts of disasters and calamities

4 DILG ROLE in DRRM (RA 10121) Vice-Chair for Preparedness Long Term Goal Objectives Outcome: Establish and strengthen capacities of communities to anticipate, cope and recover from the negative impacts of emergency occurrences and disasters Increase the level of awareness of the community to the threats and impacts of all hazards, risks and vulnerabilities Equip the communities with necessary skills to cope with the negative impacts of a disaster Increase the capacity of institutions Develop and implement comprehensive national and local disaster preparedness policies, plans and systems Strengthen partnership among all key players and stakeholders

6 The Role of DILG in the CCA Act of 2009 LGUs shall be the frontline agencies in the formulation, planning and implementation of CCA plans Local Climate Change Action Plan (LCCAP) DILG facilitate the development and provision of a training program for LGUs in climate change.

Capacitate LGUs on Risks and Vulnerability Analysis Coordinate with scientific agencies for availability of information, studies, risk maps and appropriate tools Coordinate with agencies concerned to assist LGUs process data regarding hazards, vulnerabilities, etc.

Mainstream DRRM and CCA strategies/measures in the Land Use Plans, Comprehensive Development Plans, and AIPs Ecological Profiling and Sectoral Studies Tools for DRR and CC: CBMS V and AA CBDRM Coordinate with agencies re availability of multi-hazard maps (1:50,000 to 1:10,000 scale) Formulation of DRRMM/CCA compliant CLUP and CDP

Strengthen LGU Infrastructure Resiliency to Disaster and Climate Change Enhance capacities In the conduct Infrastructure Audit Mainstream DRRM and CCA in LGU project development and management and investment planning Cross-Referencing of available information derived from several tools, systems, methodologies on DRR, CC

20 Recommendation: Institutionalize IECs on DRR and CC 1. Strengthening Capacities of DILG and Target LGUs on Disaster Preparedness and Response through sharing innovative best practices, skills and simulation trainings 2. Documentation and Replication of Good practices on DRRM and CCA (e.g. Albay Public Safety and Emergency Management Office ( APSEMO), 911 Davao, EWS in Dagupan, others)
