2 TIA SUBCOMMITTEE MEETING REPORT TR-41.3 Analog and Digital Wireline Telephones Chair: James Bress P: E: (AST Technology Labs, Inc.) Vice-Chair: Allen Woo P: E: (Plantronics Inc.) Date & Time: Thursday, February 13, :30 AM to 6:00 PM (CT) Location: Embassy Suites Dallas Love Field 3880 West Northwest Highway Dallas Texas USA Subcommittee Scope: TR-41.3 develops and maintains voluntary standards relating to telecommunications terminal equipment including wireline analog and digital telephones, and auxiliary equipment and devices. These standards include telephones with corded or cordless handsets, headsets, and hands-free interfaces. The digital telephone standards include requirements for narrowband and wideband devices. These standards include acoustic interface, electrical interface, network feature interface, and performance criteria. TR-41.3 may undertake engineering studies as requested by Committee TR-41. TR-41.3 is also the TIA focal point for issues related to cordless telephone RF spectrum. TR-41.3 will maintain liaison and may participate in joint standards development activities with other standards organization in the U.S., Canada, and other countries through the offices of TR-41, as appropriate. 1. Call to Order and Opening Business Chair a. All attendees introduced themselves. The Chair referred the attendees to the TIA Intellectual Property Right (IPR) statement located in the Agenda and in the TIA Engineering Manual. The Chair asked the question Is there anyone in attendance who would like at this time to disclose any patents or published pending patent applications of which they are aware that may be essential to the practice of a proposed TIA Publication? No disclosures were made. e. Chair s Remarks No comments from the Chair were recorded. 2. Distribution of Submissions Chair a. A call was made for any late submissions. No late submissions were received. b. The Chair reviewed the documents posted in the FTP folder. c. Review and Approve Agenda (-001) Chair MOTION (Chair): The agenda was modified then approved by unanimous consent. The revised agenda was posted in the TR41.3 FTP folder and uploaded in the TIA meeting administration portal. 4. Review and Approve Previous Meeting Report (-003) Chair The Subcommittee reviewed the Meeting Report for the November-2013 TR41.3 meeting. MOTION (Chair): The Subcommittee approved the November, 2013 TR41.3 Report (-003) by unanimous consent. 5. Action Item Review The action item list (-005) was reviewed and edited. Some actions were carried forward. Comments and information from the group were added to the action item list. 2

TR VoIP and PCM Terminal Transmission Performance: Chair: Allen Woo, Plantronics TR Chair s Report for February 2014 Working Group TR met on Monday, February 10, IEEE STIT joined the meeting in the afternoon session. Project Status: The following is a summary of the status of each Project assigned to TR ANSI/TIA-PN B, Transmission Requirements for Digital Telephones with Handsets Current Status: The TIA B draft was reviewed by the editor, Steve Whitesell (Whitesell Consulting). Several issues were discussed including: 1. Which reference field to use for acoustic measurements: Ear Reference Point (ERP), Free- Field, Diffuse Field. Various industry standards specify these fields and it is not clear which is the best one to use for this standard. In addition, IEEE-STIT is working on defining another reference Natural Field which may be a better technical solution, bit it is not clear if this reference will be adopted globally. 2. How to specify conformance to the standard that includes narrowband and wideband requirements if a product does not include both transmission modes, or only passes the requirements for one mode. 3. Allow to use both L and G.722 codec for wideband testing. 4. The editor will make the changes to the draft recommended during the meeting. 3

See TR L for ballot summary. There were 8 Approve votes and 1 Abstain. The Working Group unanimously recommended that TR-41.3 approve submitting the document for publication. Target Completion Date: March 2014 TR-41.3 Action Requested: Submit ANSI/TIA-PN E for publication. TR-41.3 Action Taken: Unanimous approval. ANSI/TIA-PN D, Handset Acoustic Performance Requirements for Analog Telephones Current Status: Editorial changes were made to the document at the November 2013 meeting to resolve comments received on the default ballot. It was approved by TR-41.3 to be submitted for publication provided no comments were received through the ANSI Public Review process. However, that apparently did not happen. Editor James Bress will check on its status and make sure it gets submitted for publication. 7 ANSI/TIA-PN E, Resistance and Impedance Performance Requirements for Analog Telephones Current Status: Document was published in December SP RV3-RF1 (Reaffirmation of ANSI/TIA C), Alerter Acoustic Output Performance Requirements for Analog Telephones Current Status: Ballot closed on January 25, 2014 with 9/11 ballots returned (82%). See TR L for ballot summary. There were 8 Approve votes and 1 Abstain. The Working Group unanimously recommended that TR-41.3 request the TIA Standards Department to revise the status of the document to reaffirmed. Target Completion Date: March 2014 TR-41.3 Action Requested: Submit request to Standards Department to revise the status of ANSI/TIA C to Reaffirmed. TR-41.3 Action Taken: Unanimous approval. ANSI/TIA-PN D, Alerter Acoustic Output Performance Requirements for Analog Telephones Current Status: At the November 2013 meeting, the Working Group offered several suggestions for minor changes to a proposed a draft revision of ANSI/TIA C from James Bress of AST Technologies. Jim agreed to serve as editor and incorporate the suggested changes. The Working Group recommend that TR-41.3 approve the document go out for ballot after the changes were incorporated. TR-41.3 agreed with this recommendation, but also chose to reaffirm the existing document as noted above to prevent it from losing its ANSI status in April. However, the revised draft D version apparently has not been submitted. Editor James Bress will check on its status and make sure it gets submitted for ballot. Target Completion Date: August 2014 ANSI/TIA-PN-1063-A, Analog Telephone Port Requirements for Packet-based User Premises Terminal Adapters Current Status: This project was opened in September 2012, but no progress has been made to date. Contribution TR L is a proposal from Steve Whitesell as a consultant to Microsemi Semiconductor (U.S.) Inc. for updating the requirements in ANSI/TIA-1063 and ANSI/TIA-912-B (see Additional Information below) to support wideband analog telephony in voice gateways and analog terminal adapters (ATAs). Steve indicated he is willing to take the lead in driving these revision projects to completion and serving as editor for both documents. He requested interested parties to make contributions related to the addition of support for wideband analog voice transmission as discussed in the -006-L contribution or for other changes deemed necessary to the document based on usage experience. Target Completion Date: December 2014 Additional Information: TR would like to provide the following additional information. As noted under ANSI/TIA-PN-1063-A above, contribution TR L is a proposal from Steve Whitesell as a consultant to Microsemi Semiconductor (U.S.) Inc. for updating the requirements in that document and in ANSI/TIA-912-B to support wideband analog telephony in voice gateways and analog terminal adapters (ATAs). Steve indicated he is willing to take the lead in driving these revision projects to completion and serving as editor for both documents. TR L is an initial contribution regarding wideband frequency response templates from ETSI and CableLabs standards. 6
8 The Working Group agreed to request that TR-41.3 open a project to revise ANSI/TIA-PN-912-B to add support for wideband analog telephony. Steve requested interested parties to make contributions related to the addition of such support as discussed in the -006-L contribution or for other changes deemed necessary to the document based on usage experience. Target Completion Date: December 2014 TR-41.3 Action Requested: Open a project to revise ANSI/TIA-PN-912-B to add requirements necessary to support wideband analog telephony. TR-41.3 Action Taken: Unanimous approval. This meeting was conducted in accordance with the TIA legal guides and the Engineering Manual. TR Telephone Accessibility Performance Chair: James Bress, AST Technology Labs TR Chair s Report for November 2013 Working Group TR met on Wednesday, February 12, The following people were in attendance: Attendee Bress, James Lawler, Tim Nixon, Jason Rondon, Magdoly Jasionowski, Tony Kramarikova, Marianna Ivans, Randy Whitesell, Stephen Company / Representing AST Technology Labs Cisco Systems, Inc. Industry Canada Industry Canada Panasonic Corp. of North America TIA UL LLC Whitesell Consulting LLC Project Status: The following is a summary of the status of each Project assigned to TR ANSI/TIA-PN-1083-B, Handset Magnetic Measurement Procedures and Performance Requirements Current Status: AST Technology Labs submitted a contribution that provided information and measurements for testing HAC performance with speech Vs. testing with tones. The results showed that there will be a need to change performance requirements for SNR when testing with speech. This contribution also revealed the need to perform similar comparison tests for distortion with tones and with a pulsed 1/3 rd octave stimulus signal. Editor (James Bress, AST Technology Labs) will revise draft per the recommendations made during the meeting. New business: How to state TIA-1083 wideband compliance. Agreed to use the same statements as developed for TIA-920 which require meeting wideband if a wideband capability exists, and also provides for specific wording that can be used in a test report if only narrowband is tested or only narrowband is compliant. TIA-1083-A hearing aid buzz reports from people in the field. Steve Whitesell will report back on further investigation into the details and issues. PSAPs (Personal Sound Amplification Products) are a potential product for which the concepts developed in the TIA-4953 standard for amplified telephones could be applied to PSAP devices. 8
10 The working group expressed interest in the possibility of developing such a standard but also agreed there will be a need to have the involvement of some PSAP manufacturers. Chair, James Bress will inform Brian Scarpelli that the working group concurs on the need for PSAP manufacturer involvement to ask Brian to try to obtain interested PSAP parties. There was also a discussion on including in-line amplifiers in an amplified products standard. There was a consensus that this was a good idea and also a consensus that this effort will need to have manufacturer involvement. The working group reviewed the HLAA website and revealed the need to have the HLAA website reference TIA standards such as TIA-1083, TIA-4953, and TIA The FCC accessibility clearinghouse website was also reviewed. There was a discussion regarding a potential project to list wireline products on the FCC clearinghouse website. This effort would likely require developing a list of features that define accessibility for the product types listed SUMMARY OF TR during TR41.3 meeting: No votes or motions recorded. 9

TR41.3 Projects Notes and Summaries Below is summary information for TR41.3 projects that are open but may not have been covered or reviewed in any of the working group sessions and meeting notes. ANSI/TIA-PN B, Overview of Transmission Requirements for Digital Telephones Current Status: Editor, Steve Whitesell (Whitesell consulting) started a draft for this document. This document will be updated and presented for publications when the TIA-920.xxx documents are completed. Target Completion Date: 11/ Review Submissions TR Conversational Gain findings on Cellular Telephones.docx TR41.3 received a presentation from Jason Nixon (Industry Canada) regarding conversational gain values measured for mobile handsets. Issues discussed included: o The mounting jig modifications needed for larger style handsets. o The uncertainty regarding the signal level to be applied for the conversational gain measurement. o Measurements for different codecs were included in the contribution. TR Wireless Technology Use and Disability_TIA_TR41.3 Working Group_ _FINAL.ppt Use of consumer wireless technology by people with disabilities was presented remotely by the study s author s John Morris and Ben Lippincott, from the Rehabilitation Engineering Research Center (RERC) for Wireless Technologies based at the Georgia Tech. University. Data and statistics related to the use of mobile devices (regular handsets, smartphones and tablets) was presented. Further collaboration between the RERC and TR41.3 is planned for future presentations. SUMMARY OF TR41.3 MEETING MOTIONS AND VOTES DURING CONTRIBUTIONS REVIEW: No votes or motions recorded. 9. Liaison Reports a. TR-41.9 and ACTA Steve Whitesell (Whitesell Consulting) 41.9: Working on TIA-968-B2 ballot. B2 adds using real voice test signals applied to the microphone for performing out band signal power and in-band longitudinal testing. Ballot is delayed until the project is approved through ANSI. Expecting ballot to close in May Addendum-2 for TSB-31-D. This is test procedures for measuring conversational gain. Will be submitted for publication but will wait for official publication until FCC accepts conversational gain. 11
13 TSB-31-D-Addendum-3: Test methods for the TIA-968-B2. b. Industry Canada Jason Nixon (See separate report in TR IndustryCanadaActivityReport.DOC) TAPAC (Terminal Attachment Programme Advisory Committee) o On January 16, 2014 Industry Canada (IC) and TAPAC members agreed to adopt a forward-looking approach of pointing CS-03 technical requirements to the equivalent sections of ANSI/TIA-968 and other applicable U.S. standards on an as required basis. o A TAPAC ad-hoc committee was established to develop guidelines (already posted on the IC website) on how to make amendments to the CS-03 standard as they arise. Below the criteria approved: For modifying existing requirements: 1. changes to wording/numerical references only if changes are minor editorial/technical (e.g., 50 to 100W), or 2. use pointers (i.e., TIA-968 or other applicable standard) to minimize editorial efforts, or 3. use Canadian text where TIA-968 or other applicable standards do not apply. New activities: o For creating new requirements: 1. use pointers (i.e., TIA-968 or other applicable standard) or 2. add Canadian text where TIA-968 or other applicable standards do not apply. Amendment to DC-01. DC-01 (Declaration of Conformity and Registration of Terminal Equipment) describes the procedure to be followed by telecom terminal equipment suppliers when making their declaration of conformity and registering their equipment with IC. On January 16, 2014 IC sought comments from the TAPAC members on draft amendment to DC-01. Main changes include: 1. Section 6.3 Technical Brief (Modified): reflects CB Notice requirements to submit compliance folder at the time of registration 2. Annex II: Test Report Cover Sheet (modified): re-located from Annex I, it includes CS-03 specification details and attestation 3. Annex IV: Test Report Requirements (New): it includes listing of test report requirements. The deadline for receiving comments on DC-01 from TAPAC members has passed (January 31, 2014). IC is in the process of reviewing comments received. DC-01 is planned to be published in March New Publications: o CB Notice ; November 26, 2013: Implementation of Canada-Israel MRA Phase I. This bulletin informs Canadian testing laboratories/mra stakeholders that Phase I of the Canada-Israel MRA for conformity assessment of telecommunications equipment is ready to be implemented. c. ITU-T SG-12 Allen Woo (Plantronics) Met in Dec-2013 in Geneva. No new information. d. ETSI STQ Allen Woo (Plantronics) Meeting next week. Working on super-wideband handset standard. Draft was completed and comments will be reviewed. French telecom/orange working in anti-startle requirements. Australian G616 specifies maximum output is 102 dbspl at DRP. There is a proposal that the maximum level should 12
14 be relative to the listening level rather than a fixed maximum level. Other considerations are rise time and signal duration. e. IEEE STIT Allen Woo (Plantronics) IEEE-269 is being revises. IEEE-1652 is being revised or amended to update the definition of the diffuse field. f. ANSI C63 Steve Whitesell (Whitesell Consulting) Working in an ESD test procedures guide. Not intended to replace IEC Including guidance for unique scenarios such as connecting a product to its charger cord or into a base charger. g. ASA S12 WG45 Allen Woo (Plantronics) No report. Remove this for next meeting. h. IEC TC108 HBSDT Allen Woo (Plantronics) IEC , (edition-2) is the product safety standard. Passed ballot and ready for publication expected within 2 months. Implementation for mandatory approvals will likely be 5 years. i. CENELEC TC108x WG03 Allen Woo (Plantronics) IEC references test method in CENELEC EN A proposal is to replace the test method to an IEC document.
