Introduction 1.1 Outline of the SSA Procurement Plan 2017 for the Second Half of 2017 This SSA Procurement Plan includes all the procurements planned to be initiated in the second half of 2017, in accordance with the SSA Programme (Period 3) approved at the MC The activities included in this Procurement Plan support the strategic objectives of the SSA Programme for Period 3. During the SSA P3, the continuation of the developments initiated during the SSA Preparatory Programme and SSA P2 for the SWE, LGR, NEO and SST segments is ensured in line with available budgets and declared priorities with the goal to progressively prototype, develop, test and validate the main components of the future European SSA System. Activities are taking place in the following main areas: data and coordination centres, sensors, applications, user interfaces, hosted payloads, utilization of data from s/c in orbit (e.g. Proba- 2, SOHO, GAIA), phase A/B development of a Space Weather mission to L1/L5, development of a prototype wide field of view NEO telescope as well as networking of ESA and national SSA assets. All SSA activities undertaken during the SSA Period 3 will continue to be executed when applicable according to the security framework as described in the already approved SSA Programme Security Instructions (SSA-PSI). 1.2 SSA Programme Procurement Guidelines It is recalled that careful consideration will continue to be given to secure competition between the interested industries and institutions of the SSA Participating States, while respecting the rules of geo-return as indicated in the Article 6 of the Implementing Rules. Apart when indicated for some specific activities, the industrial procurements documented in this plan are planned to be awarded on the basis of open competition among the industries and research institutions of the SSA P3 Participating States, taking into account the interests indicated for the four segment activities (see Annex C). These will be done in accordance with the requirements set forth in the Implementing Rules for the SSA Programme. Whenever deemed appropriate by ESA, parallel contracts may be placed for some of the activities defined in this document, subject to the availability of the required budget. On a general basis and unless justified otherwise by the SSA Programme management in specific cases such as utilisation of non ESA software, software produced within the SSA Programme shall be considered as Operational Software.

The outline of the activities included in the procurements subject to the IPC approval can be found in the Section 2.2 of this chapter. The more detailed description of the activities included in these procurements can be found in the Annex B of this document. 14 Annex B, Page 2 B.1 ACTIVITIES OF THE SSA/SWE SEGMENT B.1.1 New SWE Activities in Q3 and Q The Space Weather activities in 2017 will continue to support the development of the SSA SWE Segment capabilities. These include the utilisation of the results of the prototyping activities in ESA Technology Programmes and in the framework of the European Commission s 7th Framework Programme and Horizon 2020 programme where applicable. New SWE Segment activities in 2017 include the development and validation of the SSA/SWE system for the provision of services for all user domains identified in the SWE Customer Requirements Document (CRD). SWE space segment activities in SSA Period 3 will focus on ensuring that the space-based measurement data required by the SWE services will be available. The planned activities for 2017 include utilisation of the on-going hosted payload missions NGRM/EDRS-C, SOSMAG/GK2A. Development of instrument flight models for the Distributed SWE Sensor System (D3S) will be continued, together with studies focussing on SmallSat missions. All SWE activities in the Work Plan Second half contribute to achieving the strategic goals for SSA Period 3 as defined in the Strategic Plan for Period 3 of the SSA Programme (ESA/PB-SSA(2017)1, rev.1). A matrix indicating each procurement and the goal to which it relates is provided in the Annex. The activities planned to be undertaken in 2017 in the Space Weather Segment, together with their estimated budgetary value and duration, are summarised in Table 6. 16 Annex B, Page 4 B.1.2 Description of SWE Segment Activities SWE Network Annual External Review and Performance Analysis Activity code: P3-SWE-120 Activity value: 150 K Duration: 36 months An overall review of the SWE Network performance will be carried out on an annual basis during Period 3. Reviews will consist of a comprehensive assessment of the level of service being provided by the ESCs, the products available and their accuracy measured against the SWE Customer Requirements Document baseline. The ESCs will solicit user feedback for each of these reviews, in coordination with the SSCC. The review is intended to address extensions to the product and service catalogue, together with improved procedures, work towards adopting a common Quality Assurance/Quality Control approach and overall ESC performance with respect to agreed KPIs. This activity will be coordinated by an entity external to the main SWE Network partners (SSCC and ESCs) in order to provide an external assessment of progress against agreed baselines and recommendations for improvement. Justification for Direct Negotiation External, industrial support for the SWE ESC network reviews during the SWE-I contacts in SSA Period 2 has been provided by Airbus Defense & Space Limited (UK). Because it is extremely important to continue this support until the end of the current SWE ESC network development phase with the same standards, references and reporting and to utilise the expertise of the Airbus team that is already familiar with the SWE ESC Network, this activity is foreseen to be a Contract Change Note (CCN) with Airbus Defense & Space Limited. SWE Service System Requirements Specification and System Design Activity code: P3-SWE-122 Activity value: 500 K Duration: 18 months This activity will establish the overall system requirements for the SSA SWE Service System including the SWE Data System. It will build on both the existing SSA System Requirements baseline and the experience gained during the Preparatory Phase and Period 2 in developing a distributed service provision network of entities capable of providing reliable products and services to SWE end users. The consolidated requirements will then form the basis of a complete system design allowing for the transition from a SWE Service Provision Network of entities to a SWE Service System, which will include complete specification of necessary interfaces and standardisation whilst maintaining the distributed nature of the expertise, product and service provision. A trade-off will be performed in terms of centralising certain key elements of the data processing chain, e.g. in the SWE Data Centre, and hosting all processing at multiple distributed sites. Heliospheric Weather Focussed Application Developments Activity code: P3-SWE-128

17 Annex B, Page 5 Activity value: 400 K Duration: 18 months This activity will build on the work done during SSA Period 2 to identify high-priority application developments in the heliospheric weather domain, primarily relating to solar wind propagation, nowcasting and short-term forecasting. The activity will focus on the further development and implementation of advanced space weather applications and prototypes and fully ensure their integration into the federated SSA SWE service environment. Space Environment Nowcast and Forecast Development - Part 1 Activity code: P3-SWE-132 Activity value: 800 K Duration: 24months This activity will build on the work done during SSA Period 2 to identify high-priority application developments in the space radiation domain. The activity will build on those priorities identified through extensive consultation with end users during SSA Period 2 and developments identified as high priority within the SWE Service Development Roadmap updates which took place in parallel. The activity will begin the development and implementation of advanced space weather applications based on data assimilation techniques empirical, semi-empirical and physics-based models. It should ensure state-of-the-art models and building blocks are available within this domain to underpin the end-user tailored SWE services. This activity is foreseen to include a particular focus on real-time specification nowcasting and forecasting of the Earth s trapped particle environment. Enhanced Solar Weather Event Analysis Activity Code: P3-SWE-134 Value: 250 K Duration: 18 months This activity will develop an enhanced set of solar resources enabling solar weather event analysis. The resources will include processed data products providing the user with multiwavelength remote sensing data analysis capability for current and past events. The resources will support solar near-side and far-side event analysis where data availability permits. Targeted development will enable the provision of timely information on photospheric electric currents giving information on the development of conditions associated with a high probability of eruption. The activity will be issued as an open ITT. The results from the activity will be integrated into the framework of the Solar Weather ESC. Utilisation of LOFAR in SSA SWE Services Activity Code: P3-SWE-136 Value: 200 K Duration: 12 months

18 Annex B, Page 6 This activity will assess and demonstrate the benefits and new capabilities that can be achieved in the SSA SWE system by utilising the measurement data from the LOFAR system. The activity will address the benefits from LOFAR data particularly in the Ionospheric and Heliospheric Weather services. The operational requirements for the SWE products and the possible constraints of the LOFAR system will be analysed and a roadmap for utilising the data will be proposed. Justification for Direct Negotiation The Netherlands has joined ESA SSA Programme as a new Participating State in Period 3 and has declared Space Weather as their primary area of interest. The Netherlands has asked SSA Programme to assess the utilisation of selected Dutch assets, like the LOFAR sensor array, in enhancing SSA SWE service capability. For this reason this activity is foreseen to be a Direct Negotiation contract with ASTRON (NL). SSA SWE Coordination Centre (SSCC) Evolution Activity code: P3-SWE-138 Activity value: 625 K Duration: 15 months During Period 3, the SSCC will further strengthen its interaction with the end user communities, targeting both established high-priority domains and rapidly emerging user domains such as downstream GNSS service users. User feedback will continue to be collected and fed into the SWE roadmaps, in conjunction with the Expert Centre coordinators as applicable. The SSCC role with respect to tailoring and developing end user focussed service interfaces will be further developed within this activity in close collaboration with the ESCs. Furthermore, as the central node of the SWE Network, the SSCC will liaise closely with wider SWE Network system requirements and design activities running in parallel in order to ensure a smooth transition towards the new system implementation later in the Period and consistent evolution of operational procedures. Enhancement of the Scandinavian Magnetometer System Activity Code: P3-SWE-140 Value: 300 K Duration: 12 months This activity will deploy new ground-based magnetometers in Scandinavia to improve the monitoring of the geomagnetic field and its disturbances. The coverage of the magnetometers in the MIRACLE network is good in parts of Scandinavia, but there are very limited measurements from some areas, e.g. southern parts of Sweden. The aim of this activity is to deploy new magnetometers to fill the gaps in the current networks to enhance the SSA SWE geomagnetic conditions services at high latitude region. This activity contributes to the SWE Segment strategic objective to enhance space weather services for key user domains, in this case for power grid operators. Justification for Direct Negotiation Deployment of the new ground based magnetometers into Sweden and Denmark requires scientific knowledge to determine the best locations for the measurements, experience in

19 Annex B, Page 7 deploying instruments of this type and expertise to carry out the commissioning, calibration and validation of the measurement data. This is why this activity is foreseen to be a Direct Negotiation contract with a consortium formed by Swedish Institute of Space Physics (IRF) and Danish Technical University (DTU), who are already operating networks of similar instruments in Sweden and Denmark. SSA SWE Test and Validation in Period 3 Activity Code: P3-SWE-610 Activity value: 1600 K Duration: 24 months This is a service activity to ESA for the technical expert support that is needed to carry out the daily monitoring of the industrial development activities and verification and acceptance testing of the deliverables from the industrial contracts for the SWE, NEO and SST Segments. The expertise within this contract includes scientific expertise on space weather, technical expertise on spaceborne and ground-based SSA instruments, IT expertise for all three SSA segments and expertise on configuration control. All services in this activity are managed and delivered through the prime contractor s Service Delivery Manager. The prime contractor also has the responsibility over all services delivered to ESA within the framework of this activity. This activity will provide the test and validation services for the SSA SWE Segment in SSA SWE ICT Support in Period 3 Activity Code: P3-SWE-615 Activity value: 450 K Duration: 24 months This activity aims at procuring the necessary support to the administration and operations of the ICT infrastructure deployed in the SWE centres in Administration activity covers the following aspects: Inventory and configuration control of the ICT infrastructure System administration Administration of security issues ICT infrastructure backup Support to the Segment activity. Maintenance and Support activity: Monitoring performance of the ICT infrastructure Maintenance and evolution of the ICT baselines Support to segment for all the infrastructure issues Critical review of the proposed changes to the IT infrastructure (hardware, COTS, Network, Segment specific application). SWE Data Centre & Applications Maintenance Activity Code: P3-SWE-630 Activity value: 200 K Duration: 24 months

20 Annex B, Page 8 This activity will include the corrective and evolutionary maintenance of the applications in the SWE Data Centre. The activity will cover implementing identified necessary software changes in order to ensure the continued operation of the applications installed within the SWE Data Centre, and continued availability of the archive and (near) real-time datasets contained therein.

21 Annex B, Page 9 B.2 ACTIVITIES OF THE SSA/NEO SEGMENT In Period 2, the NEO segment concentrated on the establishment of initial precursor services that are operated from the NEO Coordination Centre at ESRIN. These precursor services are largely based on existing assets (NEODyS, EARN, Spaceguard Central Node Priority List) which were combined, partly enhanced, and made available via a new NEO web portal ( The NEO precursor system was extended, e.g. with an improved orbit visualisation tool, additional information on close approaches, implementation of an image database, the addition of a comet database, and with additional statistical information. NEO observations were performed using the 1-m OGS telescope on Tenerife (ES) to test procedures for NEO follow-up observations and surveys. Agreements with cooperating sensors have been established, in particular ESA is now using ESO s 8-m VLT telescope for follow-up observations of critical objects. Further work occurred within the Action Team 14 of UN COPUOS related to the international coordination on NEO mitigation. ESA played a leading role in the establishment of the Space Missions Planning Advisory Group (SMPAG) and plays an active role in the International Asteroid Warning Network (IAWN). The work of the Action Team itself has been concluded. The following services for a full NEO system had been defined: (S1) Issue NEO impact warnings and news releases. (S2) Provide direct access to data in the NEO database. This applies to most NEO data, including the orbit and impact risk predictions. (S3) Provide access to data in the NEO database via registration. This applies to certain type of measurement data which have large volumes or which address specialist only, like raw images or spectrometric data. (S4) Perform additional observations. Within this service the SSA-NEO segment will perform observations on special request. (S5) Provide high-priority information. This includes potentially sensitive information like the corridor of impact locations on ground or the expected energy release. The distribution of such information could be restricted. (S6) Provide educational and Public Relations material. (S7) Provide user tools. Such tools include e.g. programmes to calculate the object size from a measured brightness or to calculate the position of a NEO in the sky and its visibility from a given location. For Period 3 ( ), the activities are split into the following four 'pillars': - Observation activities - Information provision (including orbit determination, impact monitoring, databases, web sites) - Mitigation activities (tools, technology developments, mission studies) - General support like ICT, hard- and software development support. This pillar is also called 'development'.

For the fly-eye telescope, 16 individual images have to be put together, moving objects have to be found, measured, and submitted to the relevant partners. Manual inspection/intervention of the processing results must be possible. This task should take the developments from the Test-Bed Telescope activities and the experience with the OGS and other collaborative telescopes into account. It should be in line with any standards developed by the SSA-NEO team. SSA-NEO Test and Validation Activity Code: P3-NEO-610 Activity value: 300 K Duration: 24 months This is a service activity to ESA for the technical support that is needed to test and validate the NEO Segment industrial deliverables in The main task will be to follow closely ongoing contracts related to the NEO work and execute test and validation and acceptance tests of the deliverables. 25 Annex B, Page 13 B.3 ACTIVITIES OF THE SSA/SST SEGMENT In the Preparatory Phase, the SST segment concentrated on the establishment of initial precursor application, the characterisation of available European SST assets and the definition of a future architecture for a European SSA system. The SST activities in Period 2 developed the SST data centre system, initiated research and development within the area of satellite laser ranging (SLR) and optical surveillance. Finally, it integrated and tested the data centre software and provided the associated technical support. During the third period, the SST activities will focus on research and development, supporting national initiatives, which demand larger, cross-national SST components and technology developments and expected to ensure interoperability of national systems. The activities will entail the deployment of expert centres to pursue the qualification of national assets and networking technologies. Further, it will address the development of a community approach for the core SST software, that is maintained jointly and used nationally to harmonise system interfaces and safe maintenance costs. Also, sensor technology will be moved forward in the areas of automated telescopes, space-based sensors and laser and radar sensor technology. Finally, this period will address the development and maintenance of SST-related standards and architecture aspects in view of a European topology consisting of national centres. As in previous phases, these activities will be carried out in a step approach that will allow to adjust each subsequent step to the condition reached before and to the fast-developing needs of Member States. This will reduce the potential risk on time, scope and financing as the Programme progresses. B.3.1 New SST Activities in the Second Half of 2017 The SST activities to be placed in 2017 and beyond rely on the achievements in SSA Period 2. The definition of these activities reflects priorities stated by Member States participating to Period 3 of the SSA Programme. Priority in Q1 and Q2 of 2017 is given to technology aspects that have been newly introduced for this period, primarily addressing sensor technology developments. The focus of all 2017 activities, including also the subsequent second half of the year is to carry out: - The development and demonstration of the SST expert for laser tracking and optical observations; - Preparation of a test programme for remote, automated telescope operation - System requirements definition of a space-based optical component - Preparation of the Community Approach to the SST Core Software - Sensor technology developments. These priorities will provide the grounds for the evolution of the Period 3 elements and are to be taken forward in the next work plan. The acceptance and maintenance of the developed components, the implementation of the Steering and Change Control Board and the consolidation of user requirements for the community approach to the SST Core Software and standardisation activities require technical support that is also accounted for in this work plan.

These details follow the identification scheme outlined in the previous section, a description of what is intended to be done within each activity, the proposed budgetary envelope and the expected duration when combined within a contract. SST Expert Centre Deployment and Demonstration Activity Code: P3-SST-101 Activity value: 500 K Duration: 18 months

27 Annex B, Page 15 This activity shall deploy, test and demonstrate operational readiness of the expert centres for optical and laser measurements. Following the definition and the development of the two expert centres in Period 2, this activity shall consolidate the development. This will entail a full qualification programme for the expert centre software, and a consolidation of the service definition. This will further entail the freeze of the interfaces and integration tests with the data centre software. Finally, the centres will be rolled out in their final (to-be-determined) deployment site and undergo site acceptance testing. This will be followed by a first demonstration programme in which the centres coordinate a calibration and test campaign with further use of the data for the data centre consolidation. The centres will then also support the qualification of national sensors in the frame of this activity. The activity will be followed by a further exploitation and extensive testing activity. A dedicated activity for sensor data acquisition for SST will also follow in a subsequent work plan. Demonstration of Remotely-Operated Robotic Telescopes Activity Code: P3-SST-201 Activity value: 250 K Duration: 12 months This activity will deploy existing robotic telescopes and demonstrate the robustness of remote automated operation. Two half-metre class telescopes on robotic mounts have been integrated in the frame of a technology development programme. Following an in-factory qualification programme, under human supervision and involving commercial, off-the-shelf processing software, for full-end autonomy and robustness testing, the deployment to suitable sites is the task of this activity. The deployment will ensure adequate service level agreements with the site operator and dual use by the SST and NEO segments. The deployment and test programme will be conducted in two steps, starting with semi-staffed operations (casual first- and second-line maintenance by a person on site) followed by full autonomous operations. This activity will characterise the availability, optimise the monitoring and control efforts and associated interface definitions and characterise the performance envelope. Tracking Radar Retrofit for Cheia Phase 2 Activity Code: P3-SST-251 Activity value: 3300 K Duration: 30 months Based on the outcome of Phase 1 (P3-SST-250), the implementation of the Cheia retrofit is performed in Phase 2. This activity will include the final detailed design, the procurement, the deployment and the system validation. At the end of Phase 2, the system shall be in a preoperational state. Laser Technology Enhancement Activity Code: P3-SST-270 Activity value: 800 K Duration: 24 months

28 Annex B, Page 16 This activity shall start addressing the further development observation techniques, and components for satellite laser ranging to non-cooperative targets based on preparatory activities and from demonstration experiments. The activity shall focus on identifying and closing gaps of the existing technologies in meeting the SST system requirements, and on establishing efficient means and formats to exchange data in coordination with the SST Expert Centre activities. It will utilise the synergies from joining a larger, two-year Laser Ranging Station for Cooperative Targets activity of 1.6 M total, including co-funding through the SSA work plan, GSTP, PECS Latvia, and Mission Operations Infrastructure (MOI). The activity shall develop an ESA capability for developing and testing laser ranging technologies. A first prototype will be developed to range to cooperative targets, and will provide an excellent basis for testing ranging of non-cooperative targets during both day and night. It will also execute fully automated operations, and demonstrate networking and handover to/from passive optical sensors. EISCAT 3D Performance Analysis Activity Code: P3-SST-290 Activity value: 250 K Duration: 12 months This activity shall extend the previous work on studying the EISCAT 3D capabilities for SST data acquisition. Dedicated observation modes optimised for catalogue generation and maintenance shall be analysed and an associated experiment plan for the EISCAT 3D demonstrator suggested. Tracking experiments with the existing EISCAT facilities shall be optimised. Community Approach SST Core Software Consolidation of Member State Requirements Activity Code: P3-SST-301 Activity value: 250 K Duration: 9 months This activity shall set up and support the Steering Board to develop a single set of joint requirements for SST data centre software to be developed and maintained jointly. Since data centre software for orbit determination, correlation, catalogue maintenance and sensor scheduling is not sensor/system specific, a joint development and maintenance of such software for the various national systems in Europe has been identified as a cost-saver and enabler for interoperability and data and product compatibility. This activity will use the integrated and consolidated SST data centre software as a starting point for this development. The current system requirements will be used to poll each member state for their completeness from their national view. ESA will then provide an overview of the individual user requirements, and propose the largest common subset. This largest common subset will be the development baseline for the first common version. The activity will conclude with a System Requirements Review presenting a development and verification programme for the first version and a first development contract.

29 Community Approach SST Core Software Framework Finalisation Activity Code: P3-SST-302 Activity value: 500 K Duration: 15 months ESA/IPC(2017)47,add.1 Annex B, Page 17 This activity shall refine the setup for the development phase, related roles and agreements, as well as fully establish the framework for the maintenance phase of SST Core Software through a community approach. SSA SST Test and Validation Activity Code: P3-SST-610 Activity value: 1000 K Duration: 24 months This is a service activity to ESA for the technical support that is needed to test and validate the SST Segment industrial deliverables in This includes in particular the SST Core Software as well as the support to the end-to-end test and validation campaigns of the full SST system (radars, telescopes, data processing chain).
