Regulating New Nuclear Build Three Elements Design: Site: Organisation:
Regulating New Nuclear Build Two Phase Approach Phase 1 - Generic Design Assessment Acceptability of Generic Design; Acceptability of Generic Site. Phase 2 Site Licensing and Permitting: Site Suitable; Operator Capable; Site & Operator Specific Design Acceptable underpinned by GDA
Two Designs Two Assessments AP1000s EPRs
GDA s Objectives Engage early maximising influence Identify and resolve key issues before build reducing cost and time risks Maximise value of pre-application simplifying site specific phase & standardising plants Licensing/permitting programme in line with investment decisions enabling not blocking Openness, transparency and public input building public confidence Regulators working together clarifying expectations (shoulder to shoulder!)
Ease of changing layout part-way through the design process? Hinkley Point Flamanville Olkiluoto
GDA no mean assessment. >350 meetings per reactor in Step 4 25M per reactor expected regulatory charges ONR - 35 Inspectors & 20 support staff 150 Technical support contracts > days of regulatory effort > 7000 documents submitted > 3000 regulatory questions asked and answered
International Context EPR & AP1000 not yet licensed to operate; Construction in Finland, France and China, where design reviews continue; Discussions with USNRC, ASN and STUK Joint Regulatory Statement on EPR C&I Multi-National Design Evaluation Programme UK, France, Finland, China, US, Japan, Canada, Korea, Russia, South Africa IAEA/NEA benchmarking Learning from Japan

GDA Outcomes Post-Fukushima Not Content Not Content Enough Vendors successfully implement resolution plans Content No DAC or SODA GDA Issues and vendors resolution plans excluding Fukushima idac and isoda and assessment reports Vendors specify Fukushima lessons resolution plans DAC and SODA
GDA Findings So Far No show-stoppers identified so far GDA Issues (to be resolved prior to start of nuclear island construction) idac related (ONR): UKEPR ~ 30 GDA Issues AP1000 ~ 50 GDA Issues idac & isoda related (ONR/EA): 2 GDA issues applying to both UKEPR and AP1000 Caution not all GDA Issues are equal
GDA Issues - Examples idac AP1000 spent fuel pool criticality control UKEPR bulk shielding calculations idac & isoda, AP1000 & UKEPR Updating design reference point and addressing cross cutting and consequential impacts Responding to Fukushima lessons from internal & external reviews
GDA Status UKEPR Resolution plans developed & scrutinised idac & isoda issued - December 2011 Progressing close out of GDA Issues DAC & SODA issue resolution plans ~2012 AP1000 Resolution plans developed & scrutinised idac & isoda issued - December 2011 Westinghouse decision not to close out of GDA Issues pending customer
GDA Lessons JPO One-Stop-Shop interface excels Joined up Regulators essential Programme/Project Management disciplines inc metrics and risks management are vital Increased openness and transparency works Resolving key technical issues/design changes before construction starts is a must International collaboration strengthens regulators position Start when resources are available GDA 2? plan now
Phase 2 - Site-Specific Licensing & Permitting Operators to carry forward GDA outcomes Use GDA in site-specific Licensing docs On an area by area basis, regulators will NOT re-assess what has been assessed in GDA unless substantial differences are introduced by the Operators Together with Site and operator specific changes Design updates (time doesn t stand still) Operator/Vendor programme to address other assessment findings from GDA Identified in Regulators reports
Nuclear Site Licence Cannot install or operate a nuclear facility without a nuclear site licence Licence has 36 Conditions Conditions give ONR discrete powers to regulate activities on site
Phase 2 - Environmental Permitting Radioactive discharges Cooling water Abstraction Combustion plant Flood/Coastal risks Conventional waste Other discharges COMAH (with HSE)
Right First Time GDA underpins design before construction Learning from others Openness and transparency Clarity of expectations Joined up working Programme working
