Nuclear Safety in a global context Jacques Régaldo, Chairman of WANO CNSC, Ottawa 3rd August 2016
WANO Mission
WANO Challenges after Fukushima Five strategic responses to strengthen WANO and its focus on nuclear safety : 1. Expand the scope of WANO s activities 2. Develop a worldwide integrated event response strategy 3. Enhance WANO s credibility through important changes to the peer review process 4. Improve visibility outside and transparency within the community of nuclear operators 5. Improve internal consistency (quality of assessments) 3
12 Post Fukushima projects launched IAEA TM 2 December
A post Fukushima reinforcement Assessment programme reinforced 1 site review every 4 years + 1 Corporate Peer Review for every company before Systematic pre start up peer reviews + Shutdown & restart reviews ongoing in Japan A stronger follow up Corrective actions towards Areas For Improvements (AFIs)to be compulsory WANO assessment process being implemented, applicable to all nuclear power stations worldwide + plants of focus programme 5
An enlarged scope To also review: Continuous design improvement processes Emergency preparedness Spent fuel storage Ability to monitor the licensing process (for new entrants) A special focus on new entrants & isolated plants THE ROLE OF A NUCLEAR OPERATOR IS NOT ONLY TO OPERATE SAFELY, BUT ALSO TO BE SURE THAT THE PLANT HE IS OPERATING IS SAFE! 6
The WANO Assessment and plants of focus programme Independent and extensive assessment that, along with a WANO Peer Review, provides a valuable tool to improve performance : Common principles and methodology for all WANO regions Assessment committees to ensure worldwide consistency Results strictly confidential and NOT TO BE RELEASED TO THE PUBLIC. Main objectives of Plants of Focus (PoF) programme : To identify plants that represent an operational safety risk or need additional assistance To ensure the awareness of the CEOs concerned To provide those plants with additional regional and/or global support To implement an enhanced monitoring of those stations 7
New panorama and perspectives of nuclear development worldide Operating Operating & Constructing Operating, with plans to expand Constructing 1. NPP Original source IAEA Decided to introduce NP Considering NP 8
An eastbound shift of the nuclear fleet Source: IAEA 9
Importance to accompany the newcomers in the nuclear industry WANO aims to insert itself earlier into new build process to provide an accurate support to all new entrant companies Engage new entrant companies and countries early in the planning and construction phase to foster a commitment to worldwide nuclear safety New WANO project launched in 2014: WANO s New Unit Strategic Assistance (NUSA) Ensure all new entrants receive an introductory session from WANO to discuss accountability concepts and services provided by WANO in support Strengthen WANO s cooperation with the IAEA towards all new entrant countries To bring its operating experience to support the preparatory work of these countries Expand WANO s Operating Experience s database to include information from plants under construction To bring its operating experience to support the preparatory work of these countries Etc. 10
