6 Two Types of Standards Development Individual Participants are individuals : i.e., people Individuals represent themselves Each individual participant has one vote Ballot groups are made up of a minimum of 10 individuals Ballot group participants must be IEEE-SA individual members Entity (Corporate) Participants are entities, i.e., companies, universities, government bodies, etc. Designated representative and alternate represent the entity Each entity has one vote Standards project initiation requires 3 entities to commit to membership and payment of appropriate dues Entity sends representatives to participate in standards development meetings 6

12 Understanding Conformity Assessment Conformity Assessment Definition: Conformity Assessment are the processes used to demonstrate and document that a product or service meets specific requirements (as set forth in Standards, Test Plans, etc.) Conformity Assessment Benefits: Provides assurance and confidence to purchaser that a product or service meets requirements Empowers the user to make better purchasing decisions Benefits the supplier as products may gain market acceptance and also create/enlarge new markets Conformity Assessment Activities Include: Conformance, Interoperability, Inspection, Accreditation Catch-all term to address range of test-related activities Sponsoring industry collaborative pilot programs 12

13 Types of Conformity Assessment 1 st Party / Suppliers Declaration of Conformity (SDOC) Self Declaration ; Companies conduct their own testing 2 nd Party Conformity Assessment Conformity assessment conducted by the end purchaser of products (e.g., Service Providers) to ensure purchased products are deemed compliant or interoperable. Ie Acceptance Testing 3 rd Party Conformity Assessment Conformity assessment being determined by an independent body. 16 IEEE Conformity Assessment Program IEEE Conformity Assessment Program (ICAP) is a critical component of IEEE SA s Standards Implementation services ICAP started in 2008 as a joint initiative of IEEE SA and IEEE- ISTO and as of October 2014 is wholly operated by IEEE SA ICAP provides an industry support and operational structure that bridges standards development activities with the conformity assessment activities ICAP is an important initiative in achieving IEEE SA s strategic objectives and will have ongoing support from SA and IEEE. Successful ICAP programs will accelerate market acceptance and enable new products and technologies in support of IEEE Standards. 16

21 Perspective of Key Stakeholder: End-User Sets a performance baseline The end-user (i.e., utilities, telecom carriers, etc.) knows what to expect The manufacturers know what is expected of them Requiring a Certified Product from a vendor means: Vendor makes the investment as a qualification cost Early discovery of problems avoids dealing with unexpected behaviors during installation and over project lifecycle Vendor and User save dollars and time in O & M In the absence of an industry level Conformance Assessment program, an end-used has to establish its own internal one. 25 Programs Under Active Development IEEE 1588 Telecom (ITU G8265.1) (Launched) Standard that enables precise synchronization of clocks in measurement and control systems implemented with technologies such as network communication, local computing and distributed objects Synchrophasor (IEEE C ) (Pilot in Progress) Key components include GPS Satellite synchronized clock, phasor measurement units (PMUs) & phasor data concentrator (PDC) SIEPON (IEEE ) (Pilot starting in Q3) Service Interoperability in Ethernet Passive Optical Networks (SIEPON)addresses the need for global passive optical network devices to interoperate plug & play interoperability Target market passive optical networks, fiber-to-the-home (FTTH) 25

29 Certification Mark Defined A certification mark is any word, phrase, symbol or design, or a combination thereof owned by one party who certifies the goods and services of others when they meet certain standards. The owner of the mark exercises control over the use of the mark; however, because the sole purpose of a certification mark is to indicate that certain standards have been met, use of the mark is by others. 29

33 IEEE Synchrophasor Certification The certification program is developed to ensure PMUs are tested for compliance to the following standards: IEEE Std. C Synchrophasor measurement Amended by IEEE C a PMUs certified by IEEE provides: Utilities and end-users to require certified devices high level of assurance the PMUs will work in a larger system Manufacturers the opportunity to demonstrate continued compliance to the standard IEEE has authorized independent test laboratory to test PMUs Consumers Energy Laboratory Services ( NIST has developed mobile calibration procedure for PMU test systems For more information or to apply for certification go to standards.ieee.org/icap or the icap-team@ieee.org. 33

39 IEEE Std a (Mar Amendment 1 to ) New type test 5.13 Voltage regulation four categories of voltage regulation testing each applicable to: static power inverters/converters, induction machines, and synchronous machines. -Where the EUT responds to variations in voltage the manufacturer shall specify the response characteristics. -Where the EUT responds to communicated settings the manufacturer shall specify the protocol, means of communications and the response characteristics. -Where the EUT responds to a time schedule the manufacturer shall specify the response characteristics. -Where the reactive power output of the EUT changes with respect to real power output, the manufacturer shall specify the response characteristics. 42 We need to start a CASCADE Conformity Assessment Steering Committee Accelerated Deployment Effort Implement a key cross-populated subcommittee structure tasked with answering top priority critical questions and developing goal oriented collaboration from each community: a. Translate technical/test reqmts into Regulatory impacts (to expose political adoption barriers and resistance points) b. Translate technical/test reqmts into Financial impacts (to expose economic adoption barriers and resistance points) c. Develop a Prototype Factory Inspection Process for both Lite and Full versions. Evaluate potential Test Bed sites for Certification Process. d. Pursue prototypical Pilot implementation(s) that align manufacturers with utilities. [Eg Duke and ABB] for Field Installation Test (system) phase. Include trial certificate issue and data capture.
