8 MEMA Response to V2V NPRM Bottom Line: We re Ready! Support Mandate to Require the Exchange of Standardized Basic Safety Messages Photo Source: US DOT, ITS JPO Dedicated Short Range Communications (DSRC) devices for V2V communication have ideal qualities inherent low latency and ability to see beyond radar, camera, LIDAR sensors Retaining the 5.9 GHz Spectrum and Utilizing Ch. 172 are critical and should not be shared RELATED ACTIVITY: FCC Final Rule on sharing 5.9 GHz spectrum still pending Alternatives to DSRC must be interoperable Urged prompt agency action to finalize LVs rule and make decision on HVs

9 Federal Automated Vehicles Policy Photo Sources: ANSI.org and AFP/GETTY Iterative Process, Guidance Approach Most stakeholder comments agreed with this pathway as opposed to rulemaking Next action from DOT/NHTSA in under Trump Administration is TBD a wait & see approach DOT Secretary Elaine Chao told NGA: there s a lot at stake in getting this technology right. I want to challenge Silicon Valley, Detroit and all other auto industry hubs to step up and help educate a skeptical public about the benefits of automated technology. this administration is evaluating this guidance, and will consult with you and other stakeholders as we update it, and amend it, to assure and ensure that it strikes the right balance. We want very much to work with stakeholders to ensure that the federal government is a catalyst for safe, effective technologies, not an impediment.

11 Automated Vehicles (AVs) Legislation House E&C hearing Self Driving Cars: Road to Deployment (transcript) Feb. 14; Digital Commerce & Consumer Protection Subcmte Witnesses: GM, RAND, Volvo, Lyft, Toyota Research Institute Sens. Gary Peters (D Mich.) and John Thune (R S.D.) working together on legislation for AVs Senators are most interested in: How to improve regulatory flexibility without drastically changing current regulations for today s vehicles How to help avoid a patchwork of state regulations House E&C Committee is also looking at several potential pieces of legislation that would address different aspects of AVs MEMA Key Objectives for any AV legislation are: Improve suppliers ability to test/evaluate prototype systems/vehicles State preemption Improve federal exemptions process

12 Cybersecurity Automotive Information Sharing and Analysis Center Auto ISAC Formed in August 2015 by automakers to establish a global information sharing community Central hub for sharing, tracking and analyzing intelligence about cyber threats, vulnerabilities and incidents related to the connected vehicle Over 30 global OEMs and Supplier Members; accounts 99% of N.A. light duty vehicles; recently expanded membership to commercial vehicle OEMs/Suppliers and trucking industry Fleets/Carriers MEMA is an Auto ISAC Strategic Partner NHTSA Issued Cybersecurity Best Practices last fall; MEMA weighed in View docket here Aftermarket & Secure Access to Service Vehicles AASA MEMA s aftermarket suppliers division is working with OEMs and other aftermarket interest groups on efforts to create a Secure Vehicle Interface standard to provide secure gateway for aftermarket tech

13 Infrastructure Vehicle to Infrastructure (V2I) or Vehicle to Everything (V2X) are key components needed to build upon V2V and create a more robust connected environment Administration has talked about a large $1T Infrastructure package To include an array of transportation projects ranging from the traditional (shovels and asphalt) to transformative (forward looking tech) Infrastructure development and enhancement will challenge convention Not just V2I/V2X systems, but also on vehicle sensor/camera systems that rely on road markings, signs and other roadway cues to help the system see the driving environment
