2 Main features Aims to fulfil the role of the European Network of Infrastructure Managers as foreseen in Article 7f of Directive (EU) 2016/2370 The only platform allowing direct exchange between IMs and the EC, and co-chaired by both Allowing discussion of legislative initiatives at a very early stage Allowing all IMs to cooperate and establish common priorities Comprehensive scope encompasses all strategic (regulatory, operational and financial) aspects relevant for IMs Added value Influencing function: industry able to affect draft legislation Early warning function: EC to industry and industry to EC Stress-test function: EC to test legislative proposals re their implementability Learning function: EC and IM to improve mutual understanding of respective business Business function: Facilitating benchmarking on best practice to enhance IMs business capabilities 2

8 Outlook PRIME prepares for becoming a formal European Network of Infrastructure Managers as foreseen in the 4th Railway Pakcage and all main IMs are expected to join PRIME will make recommendations to DG MOVE supporting the development of EU rail legislation PRIME will work closely with the European Commission on IM related topics for the development of the European rail system PRIME members will held targeted strategic discussions, cooperate on priorities and exchange best practices for IMs becoming more efficient, innovative and responsive to customer needs 8
