3 WHE/Emergency Operations EMOPS - Deliverables Increased global response capacities through GOARN, GHC, EMT and STB partners, and increase interoperability among networks Engage partners consistently for all response. Address capacity gaps for the international response to health emergencies through development of strategic partnerships. Engage the GOARN consistently for alert, risk assessment and response to public health events and health emergencies. Promote/develop technical standards for health emergency operations and monitor health response against standards. Undertake joint trainings and exercises among operational partners.

9 Rapid Response Capacity post-ebola Member states and institutions are developing both national and international Rapid Response Teams (RTT) for infectious disease outbreaks and other emergencies RTT approach provides for rapid deployment of predefined and well-coordinated teams of experts May be bilateral, or via GOARN GOARN [RRC] partners have taken this initiative to bring together and coordinate available or developing capacities for rapid response.in order to facilitate/maximise their contribution(s) to countries, meet IHR commitments, health security, and the global emergency workforce..

11 Outbreak Response Teams Core team capacities include 4 essential functions: Team leadership Safety & Security Operational support IT/Data Management Minimum standards to be jointly developed by GOARN RRC partners for each of these functions A common operational language
12 Team types GOARN RRC focus on response to infectious diseases outbreaks, 4 main team types are proposed: Outbreak Investigation and Response Mobile Laboratory Risk Assessment Operational research..a return to basics
13 Supporting functions GOARN RRC supporting functions aim to strengthen coordination (inter-operabilitiy?) of the RRTs and to ensure support partners in building up capacities Core supporting functions include: Coordination Trainings Standards and quality assurance Tools
