4 Action Package Membership & Governance In 2016, Thailand takes turn to lead monthly video conference among lead countries Contributing countries will be further invited to join monthly video conference, if required. Face to face Meeting/session was held on 28 July 2016, other appropriate venue will be further explored and utilized. Thailand works closely with Working Level Support Team in providing secretariat function for the year 2016
5 Maintain Regular communication among lead countries
6 Key Milestones & Activities in A Workshop: Enhancing Regional Partnership Towards Strengthening Laboratory System in Accelerating GHSA s Implementation: Detect 1 was convened during July 2016, Bangkok, Thailand, aims to, among others, identify key regional activities and implementing mechanism; and to enhance networking on laboratory across regions. 2. A half day of the Face face Meeting of Lead Countries & Contributing Countries was organized back to back on, 28 July 2016 aims to stimulate the discussion on accelerating an implementation and collaboration of identified key priorities of regional activities. 3. Regional Workshop in November 2016 (to be confirmed) aims to fostering sharing practices and tools to enhance an implementation of GHSA: Detect Promote utilization of Joint External Evaluation [JEE]
7 Partnerships Collaborations and Outreach for 2016 Thailand requested collaboration with WHO to materialize an implementation of JEE; Collaborated with ASEAN Plus Three Laboratory Network and other relevant regional platforms on laboratory; Invited SAARC and ASEAN including Timor Leste to participate in the two Regional Workshops and other regional activities; Collaborated with key development partners to organize the 1 st Workshop in July 2016

9 OBJECTIVES To update on national strategic plans on National Laboratory System Strengthening (LSS); To present the regional strategic roadmap on LSS based on outputs from May 2015 Meeting; To propose key regional activities and identify i mplementing mechanism; and To enhance networking on LSS across regions.

13 Overview challenges from 13 participating countries - Legislative framework is required - Increase in diagnostic capacity such as bio-banking and bio-informatics - Establishment of EQA system and accreditation - Monitoring and maintenance service for biomedical engineering (such as biosafety cabinet) - Establishment of regional database for sharing information - Linking information between human and animal health sectors - Shortage of laboratory workforce
14 Overview challenges from panelist discussion - Shortage of qualified and well-trained laboratory personnel - Resource constraints and lack of infrastructure: peripheral areas - Notification system for medical conditions: suboptimal - Public-private partnership on laboratory - Laboratory capacity (infrastructure, laboratory QA programme & performance and bio- sample management) - Data sharing system (improve operability including inter-laboratory referral system)
15 RECOMMENDATIONS AND SUGGESTIONS GHSA Detect-1 is able to accelerate the political commitment, stakeholder engagement, collaboration for animal and human health sectors and the utilization of GHSA roadmap & action plan. Providing training opportunities and capacity building for the countries needed. Developing for sustainable systems & policies based on national/regional priorities Enhancing Integrated laboratory networks

17 Preamble One of joint collaborative effort of lead countries of GHSA Detect 1: National Laboratory System Aiming to provide general guidance for GHSA member countries in developing their respective National Roadmap on GHSA: Detect 1: National Laboratory System Identified key strategic components intend to reinforce the International Health Regulations [IHR 2005] as well as others relevant regional strategies such as Asia Pacific Strategy for Emerging Diseases [APSED]
18 Preamble Noting different stages of national laboratory context, the roadmap will be further modified to be suitable for local circumstances; Served as a tool/framework for follow up progress of the GHSA: Detect 1: National Laboratory System and served as a framework for identification of regional activities; Taking consideration on synergised efforts needed among inter related of other GHSA Action Packages such as Zoonosis, etc. Joint External Evaluation involving a combination of domestic and independent experts will be promoted as a monitoring and evaluation tool
19 Formulation of Regional Roadmap Real-time biosurveillance with a national laboratory system and effective modern point-of-care and laboratory-based diagnostics Based on May 2015 Meeting : Key components of the Roadmap for LSS were agreed among participating countries of the said Meeting and served as a basis for formulating of this important document. Drafted by Thailand; Discussed among lead countries and key development partners including WHO and USAID during the 4 th and 5 th Package Conference (Video) Call hosted by Thailand on 31 May 2016 and 5 July 2016 respectively.

23 Regional activities will be proposed by any of lead countries, contributing countries, as well as other GHSA Package Members. Implementing modalities will be in close collaboration with WHO, FAO, OIE, and other regional organisations.
24 Draft Action Plan of Key Regional Activities: GHSA Detect 1 The Department of Medical Sciences hosted a Meeting of key development partners on 19 July 2016 to draft the Action Plan; and Draft Action Plan will be further consulted with lead countries during the next video conference scheduled on 23 September 2016 [to be confirmed]
