3 MESSAGE FROM THE CEO INFORMATION SERVICES The primary resources RCBC has at its disposal in its public information tool box are the BC Recycling Hotline, the Recyclepedia, and the Recyclepedia phone app. Last year there were more than 140,000 contacts from B.C. residents to RCBC through those services. Hotline operators handled personal questions from almost 60,000 callers. The online Recyclepedia provided information to more than 85,000 inquiries. The smart phone app was upgraded to include a mapping feature. Now users have two methods of locating convenient recycling options; the list and the map, providing more choices and utility. BROCK MACDONALD, CEO MOVING FORWARD TO REACH OUR GOALS Now in its 40th year of existence, the purpose of the Recycling Council of British Columbia (RCBC) is to promote solutions for environmental sustainability through the reduction of pre and post-consumer waste. RCBC has devised a number of methods to accomplish that purpose through its operations, its services, and an overarching strategy that focuses on a systems thinking approach to achieve its end goal of zero waste. OPERATIONS During the last year, RCBC has increased its human resources capacity, adding 1.5 full-time equivalent positions to support its operations and administrative services. This was undertaken in part to increase RCBC s ability to provide member and communications services to its stakeholder communities. In the planning stage since early 2014, members will be provided with additional information services as well as new events that will take place over the course of the next year. Our capacity was also increased due to the additional contract services RCBC offers as part of the ways and means by which the organization is funded. In previous years our services extended beyond B.C. s borders to support similar efforts in other provinces. For a number of years now, RCBC hotline operators have answered calls on behalf of the Alberta Recycling Hotline. Plans are now in the works to have our Recyclepedia provide services in other provinces as an added resource where industry stewardship programs are emerging. While we have provided Hotline services to stewardship agencies and local governments in B.C., the organization also provides similar services for Wastech transfer stations. As it was meant to when it was set up in partnership with the B.C. government almost 25 years ago, the Hotline is a cost-effective central resource that can be utilized by a wide range of organizations to support waste reduction efforts. The latest group to embrace this valuable resource is the Stewardship Agencies of British Columbia (SABC). In 2013, the 16 stewardship agency members of the SABC signed an agreement with RCBC to use the Council s information services as a central consumer interface for program information and education. As the data collected through our system has demonstrated, 75 percent of the contacts to RCBC information services are in regards to stewardship program materials. As more and more products are shifted to the Recycling Regulation and diverted from the municipal solid waste stream, RCBC s role to provide a central core of information services to the B.C. residents throughout the province will also increase. Added to the mix of information tools are a range of social media applications which allows us to reach a wider audience in an interactive dialogue. Using Twitter, Instagram and Facebook, RCBC staff interact with users and followers, sharing and recirculating information to expand the scope of reach and to raise awareness of sustainability and waste-reduction efforts throughout the province. 2- RCBC ANNUAL REPORT 2013/2014
4 STRATEGIC SYSTEMS THINKING APPROACH Unlike government, RCBC has no authority to impose change. It must therefore position itself as an agent of change through strategic influence. To do this we shine the light of day on an idea, a policy direction or a better way of doing something in a positive manner, so others may recognize and accept the value presented. For the most part, this approach has worked well, particularly when we align our efforts with others who are working towards similar goals. For this reason, RCBC has focused much of its attention on building a bigger community of concern with strategic stakeholders, as well as policy and decision makers, who are in a position to influence change. As renowned leadership experts James Kouzes and Barry Posner have stated, grand dreams don t become significant realities through the actions of a single person. It requires a team effort built on a foundation of common ideals. In that spirit and towards the pursuit of the zero waste goal, RCBC has been developing a network of individuals and organizations during the past year who agree with the principles of a circular economy as a primary method to eliminate waste towards a more sustainable future. The circular economy principle is a systems-thinking approach that focuses on the entire product life cycle, moving from linear business models to those that are circular, focusing on design for environment, minimizing the use of virgin materials, and the re-capture of residual resources as feedstock for new products. This system translates into local, regional, provincial and even national economic opportunities in MEMBER RECOGNITION We d like to recognize the members who have been with us for 20+ years... a wide range of supporting, secondary and tertiary industries, as well as the services that support such a system. Step one in working towards a circular economy is developing a strategic alliance of those who support the principles. Although we are at the beginning of that process, over the last year we have connected with a range of organizations. For RCBC, this strategic alliance includes provincial and local governments, small and medium sized businesses, industry leaders, nonprofits, institutions, and the post-secondary education community. Fostering a circular economy has significant potential to address the systemic factors driving both economic sustainability and waste reduction efforts, not just in B.C., but in the rest of Canada as well. Earlier in 2014, RCBC engaged with the National Zero Waste Council to build that alliance of organizations needed to support the principles of a circular economy. The goal is to create opportunities to showcase business models and best practices here in B.C. for the rest of Canada and North America to follow. RCBC s role has and always will be leadership. Over this past year we ve worked to stand shoulder-to-shoulder with those who want to build and ensure our future by eliminating waste at every point in the product life cycle. With measures such as these we are addressing waste elimination at both ends of the production pipe.
