14 NUCLEAR SECURITY SUMMIT COMMUNIQUE The Seoul Communiqué sets out the following specific actions in the below 9 areas: 1.Minimizing the use of Highly Enriched Uranium (HEU), eliminating and disposing of highly enriched uranium (HEU) no longer in use; Encouraging use of Low-enriched uranium (LEU) fuels in research reactors and in production of medical isotopes. 2.Supporting physical protection and safety measures 3.Supporting IAEA and their nuclear security activities 4.Encouraging national measures and international cooperation to prevent radiological terrorism 5.Strengthening the management/security of RN waste 6.Preventing the illicit trafficking of nuclear materials
15 NUCLEAR SECURITY SUMMIT COMMUNIQUE 7. Strengthening technical capabilities to search for and detect illicitly trafficked nuclear materials and encouraging the sharing of information on persons involved in such activities by cooperating with the INTERPOL 8. Building nuclear forensics capacity to identify the source of illicitly trafficked nuclear materials 9. Welcoming the establishment of Centers of Excellence for training and education in nuclear security, and supporting networking activities between each Center

Strengthening technical capabilities to search for and detect illicitly trafficked nuclear materials and encouraging the sharing of information on persons involved in such activities by cooperating with the INTERPOL 8. Building nuclear forensics capacity to identify the source of illicitly trafficked nuclear materials
17 INTERPOL & THE NUCLEAR SECURITY SUMMIT Combating Illicit Trafficking 9. We underscore the need to develop national capabilities to prevent, detect, respond to and prosecute illicit nuclear trafficking we encourage further utilization of legal, intelligence and financial tools to effectively prosecute offenses, We encourage States to participate in the IAEA Illicit Trafficking Database program and to provide necessary information relating to nuclear and other radioactive materials outside of regulatory control. We will work to strengthen cooperation among States and encourage them to share information, consistent with national regulations, on individuals involved in trafficking offenses of nuclear and other radioactive materials, including through INTERPOL s Radiological and Nuclear Terrorism Prevention Unit and the World Customs Organization.

21 ALL HAZARDS RESPONSE Law Enforcement response to all incidents accidents, natural disasters, malevolent acts Integration of Law Enforcement role from the outset is key to determine if incident is a malevolent act Items at the scene may prove to be of critical intelligence value to identify those responsible Immediate exploitation necessary to identify, track and prevent follow on attacks. Criminal prosecution is secondary to preserving life Law Enforcement cannot afford to view incidents as isolated and adopt a strict linear checklist approach Multiple incidents must be anticipated Prevention!
22 ALL HAZARDS RESPONSE Specialisation can be pursued to a fault and limit capabilities across the full spectrum of threat modalities the threat is CBRNE Tendency to seek refuge in what one knows Law Enforcement needs to have operational capabilities in contaminated environments even if primary response assets and capabilities reside in other services Consideration - Routine calls to support the Fire Department may be the first insight into a malevolent act
23 ALL HAZARDS RESPONSE - SCENARIO Morning commute - traffic; people arriving at work, parking in garage, getting coffee in lobby café People emerge from garage stairwell coughing, smoke coming from parked car Call to Fire Department Smoke in Garage! Police responding to support Fire Department with crowd and traffic control. Emergency Medical Service also en route
24 ALL HAZARDS RESPONSE - SCENARIO More people start to flee lobby and café into the street coughing building evacuation now underway People cross street to seek refuge in a park away from the building; traffic clogs due to pedestrians crossing While people are in the park and thankful for the fresh air An explosion occurs near the benches - people down Responding Police hear the explosion and expedite, arriving to find mass casualties multiple traffic accidents in front of the building due to the explosion Call for Assistance goes out Rad Detectors Alarm
25 ALL HAZARDS RESPONSE - SCENARIO Fire and EMS arrive, although delayed - traffic jam Second explosion First Responders included in casualties. Situation: Car in garage placed to disperse chemical to cause evacuation RDD placed in area of park to target evacuees Secondary IED placed near street to target First Responders Immediate exploitation of car in garage and IED components needed Law Enforcement Role
