2 Openness of Government Information In China The State Council of PRC released Government Information Disclosure Regulation on Jan 17, 2007, and executed it on May 1, National and local governments have developed the websites to provide government information access to the public.

4 Transition Put government information online - public access Current stage It provides a way for the public to access and use the government data, but there is still a gap to match the requirement of OGD principles proposed by G8. In 2018, providing national government data portal and one-stop access service for the public. In 2020, opening government data sets related to livelihood and security services, and guiding all kinds of social organizations to participate in collecting and opening data. 7 What matters to metadata in OGD? How to identify, describe, locate and find OGD? What about quality and quantity of OGD? How to use OGD? It s all about metadata.

19 Conclusion In China, most data portals have their own metadata schemas, partly followed by GB/T Lacking metadata standards and best practices are the bottlenecks to promote OGD development. Next steps: develop OGD-specific metadata application profile with Chinese localization. be compatible with existed and related metadata schemas, such as DCAT, DUV, CKAN fields, and etc. strengthen the semantic representation (RDF & Linked data) of OGD with metadata enrichment. To update government information online website to open government data portal.
