The business requirement is to address the following issues: Enable efficient database recovery at all times, including the ability to provide fast and easy recovery of multiple large databases to a synchronized point in time; Significantly reduce the time required for database backups and recovery; Significantly reduce the time required for making virtual copies of production databases to development/test environments, for development, testing or upgrade purposes; Significantly reduce the amount of storage required for backups and virtual database copies; Increase the retention and recovery periods for database backups and recovery areas. The goal is to ensure fast, efficient database recovery and to make sure virtual database copies will always be possible, and can be created in the shortest possible time. The solution should be able to address these problems within an Oracle database environment, but should also be able to do the same within MySQL and Microsoft SQL database environments, should the University decide to also use the solution within those environments in the future. The University is in search of a software solution to be hosted within the University s data centre. The solution must be able to provide an appliance (with or without its own storage) as part of its offering. 1.1 Background on the University of Pretoria The University of Pretoria was founded in The University has about students. The University offers more than 1400 academic programmes and comprises of 141 academic departments, 100 academic centres/institutes/bureaus and 28 support units/departments. The vision at the University of Pretoria is to be a leading research intensive university in Africa, recognised internationally for its quality, relevance and impact, as also for developing people, creating knowledge and making a difference locally and globally. 2 1.2 Background on the Oracle database environment The Oracle database landscape has changed from earlier implemented smaller sized databases to extensively larger databases. This is attributed to growth as new systems are implemented, as well as data inherited from the legacy systems. This complicates data migration, backups and recovery of the databases, all of which affect the productivity of database administrators and the service delivered to developers, system administrators and the end users. Furthermore, the implementation of new systems, complex integration across systems, as well as updates, upgrades and maintenance, introduce an increasing requirement for additional development, quality assurance (QA)/test and production-copy databases. This implies significant growth in the underlying infrastructure (servers, storage, backup capacity, and so on). There are currently 19 production Oracle databases with an approximate total size of 7 TB. These databases run on AIX and will be the primary focus for the implementation of a database virtualization solution. The University however also have some Oracle and MySQL databases running on Red Hat Linux as well as Microsoft SQL databases running on Windows, which may be included at a later stage, and therefore the solution should be able to manage: (a) Oracle databases running on both AIX and Red Hat Linux (b) MySQL databases running on Red Hat Linux, and (c) Microsoft SQL databases running on Windows. 2 Evaluation Process & Stages All enquiries can be submitted to Mr Vian Krüger. The PPPFA Act 5/2000 is applicable when tenders are adjudicated. After closure of the tender, the University will run the evaluation process described below. The University may arrange meetings, presentations, test runs and/or site visits, if deemed necessary. The University reserves the right to make the selection solely on the information received, or to negotiate further with none, one or more vendors. The vendor will be selected based on the greatest perceived benefit to the University, and not necessarily on the response to any particular factor. If the University decides to enter into a contract with a vendor, the final contract and Service Level Agreements will be negotiated with the chosen vendor. 2.1 Pre-Qualification Pre-qualification stage based on the Procurement Policy. The following documents are mandatory for prequalification: Brief Company Profile (basic details relevant to this tender) Proposal with specific requirements indicated herein (see section 3) Registration document of the enterprise (CK1/CK2 or CM29/CM22) Valid tax clearance certificate VAT registration certificate Valid B-BBEE certificate from SANAS/IRBA accredited verification agency Proxy: Attach a director s resolution or proxy, authorising the signatory on the tender documents on behalf of the Service Provider if applicable Proof of bank account Completed questionnaire (Sections 4 and 5) 2.2 Scoring and Evaluation Stages See for further explanation RFP: Database Virtualization, IT-DBV V2 Page 2 of 3

3 Pre-Qualification Stage All submissions are reviewed to ensure that all mandatory documentation and requirements (see 2.1) have been submitted to be considered in Stage 1 of the evaluation process. Stage 1 Functional Assessment The pre-qualified submissions are evaluated and rated against each criterion. The criteria are 80% functional, 10% licensing/cost savings and 10% vendor related. Weightings are applied and a total functional score is calculated. All submissions below the functional threshold of 70% are eliminated at this point. Stage 2 Pricing and B-BBEE Evaluation The qualifying submissions will be considered in stage 2. 90% of the score will pertain to pricing based on a comparative price formula and 10% to preference points according to B-BBEE level see above URL for detail. 2.3 Estimated Timelines for Tender Process Error! Submission of a response to this Tender will be deemed to signify the respondent s agreement to treat in confidence all the University of Pretoria s information contained within this document, or any other related information subsequently obtained. The University of Pretoria will in turn respect the same in the instance of respondents information.
