Summary information in Table 3 below. The original proposal, from which the descoping must be done, is in the Board Dropbox folder (by invitation to Jan and Worth at present). It includes the subcontractor proposals for the five years of the project. The FY11 descope letter and Subcontractor SOWs are included in the folder. NOTE: there was an additional reduction of $70K in the final ; I elected to take this from TAMU's RA maintenance budget rather than from any of the subcontractors; this reduction is not incorporated into the descope letter. The FY12 descope letter and subcontracts are included in the folder. Table 3. Now if we can live with the NASA standard products (i.e., skip the algorithm part), it may take a couple of months to implement > 100 stations for the entire U.S. Gulf coast, equivalent to several 10s of thousand dollars. Extending to various estuaries requires specialized processing so that will take some more time. But compared with real buoys this is nearly cost free. Let me know if you have questions. Chuanmin" We also would like to have copies of reports submitted by those subcontractors. Being assembled. Table 4 shows reports I have located to date; having been ill I may not have located them all so far. I've requested updates from all subcontractors. The reports will be included in the Board Dropbox folder. Note that the reports are mainly for year 1 work (FY11; runs from 1 June 2011 through 31 May 2012). We would be very interested in your opinion of the value of each subcontract and how well the subcontractor is performing. In general all funded subcontractors are meeting expectations by maintaining the data streams and keeping their systems functional. My additional comments for FY12 are given in Table 4. Criteria that might be needed when considering expenditures. There should be an upper limit to annual funding to real time data providers once their system is coupled to the GCOOS Portal. I'm generally using $25K for maintaining LDN and limited O&M. There should be an upper limit on annual funding to satellite centers. I'm generally using $20K, but also suggest a possible enhancement for FY13 (see comment on Hu's Virtual Buoy from satellite data). Finally, future program reviews would be useful. We could ask contractors in a part of the Gulf where we are holding a semi annual meeting to attend and review their objectives, progress and plans. Good ideas. Will follow-up. We must have a clear picture of what GCOOS RA is supporting and why. Agree. 5
