1 Westin Good Faith Effort Outreach Letter To: Outreach Agencies for the City of Los Angeles Department of Water and Power Subject: Requests for Expressions of Interest Request for Proposals No. RFP Supervisory Control and Data Acquisition (SCADA) Systems Development and Programming Services for the Owens Lake Dust Mitigation Program and the Water System Capital Improvement Program Westin Engineering, Inc. is planning to pursue a consulting engagement with the City of Los Angeles Department of Water and Power. This engagement has been advertised by the City as Request For Proposal No. RFP Supervisory Control and Data Acquisition (SCADA) Systems Development and Programming Services for the Owens Lake Dust Mitigation Program and the Water System Capital Improvement Program. You can view and download the detailed RFP at the City s Web site, The professional services agreement that will be awarded based on the responses to this RFP will be a series of tasks assigned on an as-needed basis by the Department. There is not a specific work scope but rather a need for specialized skills and experience in SCADA system design and implementation. An overview of the potential work scope is provided in Sections 3.1, 3.2, 3.3 and 3.4 of the RFP. A copy of those sections is attached as Appendix A for easy reference. Westin is recruiting MBE s, WBE s and OBE s to join us in this pursuit. To be allowed to work on this project, these firms must be certified by the City of L.A. (Public Works), MTA, CalTrans, or other agencies under the California Unified Certification Program (CUCP). We are inviting prospective team members to participate in every aspect of the project. The interest codes/work areas for which proficiency in specific technologies required are: Water Supply and Irrigation Systems Custom Computer Programming Services Computer Systems Design Services As described in the RFP, the specific work required is: SCADA system design including networks and Modbus communications Instrumentation and Controls design including P&ID and process control narratives A-B Control Logix and SLC PLC configuration and programming using A-B RSLinx software A-B graphic terminal configuration and programming using PanelView software GE Fanuc Proficy HMI/SCADA ifix and Historian configuration including Visual Basic programming for scripting in the ifix environment Los Angeles Department of Water and Power RFP No. RFP

2 We are also seeking qualified firms to provide technical support services such as computer-aided drafting (CAD) and reprographics. There are no specific requirements in the RFP for support services, but we are interested in learning of your firm s capabilities to support the technical work. If you are interested in joining Westin in pursuit of this engagement, please provide the following information as required per Section 5.7 of the RFP for consideration: 1. Firm s name, address and telephone/fax numbers 2. Contact person s name, telephone numbers, and address 3. Number of years firm has been in business 4. Average number of employees during the past five years 5. Qualifications of the firm to provide services. Include in this section of your response the specific work areas where you would like to be considered as a team member. Provide resumes of staff reflecting the technical expertise that is required per the list above. We are especially interested in finding team members who have previous experience with LADWP s SCADA systems and network and/or the Owens Lake system. 6. Provide descriptions of at least 3 similar projects. Include details as noted in items a. thru i. of the RFP excluding items g. and h. Provide an hourly rate for each individual or classification of person proposed for the team. Also describe any additional fees related to your performance of activities on assigned tasks. Details of compensation items allowed by the City are provided in Section 5.11 of the RFP. Based upon our review of your response, we will contact the firms we believe offer Westin a best fit for our team and approach. We will provide the selected team members a written teaming agreement outlining both firms expectations related to pursuing the project and sharing the project scope if our team is selected. This written agreement is necessary to fulfill Section 5.9.3, Item 4 requiring each subcontractor to provide a written statement indicating the agreed work scope. 3 Appendix A Overview of Potential Work Scope (The following is excerpted from the LADWP Request for Proposals) 3.1 Scope of Work The professional services for the Supervisory Control and Data Acquisition (SCADA) System on the OLDMP will improve the LADWP s ability to manage water delivery and control water consumption associated with dust control activities, reduce operations and maintenance costs, and ensure the successful operation of expanded facilities built under the Owens Lake Phase 7 construction contract. The professional services for on-call SCADA development and automation control system integration under the proposed agreement will be used to supplement the staffing level needed to handle the increasing work load of the Water System Capital Improvement Program (CIP). These services shall be concurrent with the services provided for the OLDMP. The selected firm shall evaluate, develop, program, deploy, and test SCADA system interfaces, applications, communication protocols, reporting capabilities, and centralized controls systems and provide hands-on training and materials to LADWP staff for OLDMP. The selected firm shall provide the necessary labor, equipment, materials, supplies, instruments, expertise, supervision, coordination, project management, and administration required to perform and/or supervise all SCADA development and programming services performed under this agreement. The selected firm shall also be responsible for performing and/or providing the services in support of SCADA system development for Water System CIP. Programming may include, but not limited to, developing SCADA system programming standards and documentation; supporting facility start up and commissioning processes for new SCADA systems; and training LADWP personnel to assume control system integration responsibilities. 3.2 Description of Work The Consultant shall provide fully trained and qualified staff to perform the functions, activities, and services as needed, requested, and directed by the LADWP Contract Administrator and onsite management as listed Each task shall include the preparation of reports, models, maps, diagrams, and drawings needed to document proposed and as-built SCADA network and programming configuration. All SCADA system development tasks will be preceded by an authorized task to investigate the system improvement, perform any required site visits, conduct any necessary staff interviews to allow the Consultant to properly develop the scope, schedule, cost estimate, and project team staffing for the SCADA development task. 1. The consultant shall develop and perform tasks to provide SCADA tools for water management for the OLDMP. Such tools may include, but not limited to, lake-wide shallow flood lateral irrigation scheduling tool; seasonal pond-level and zonal mainline pressure and peak flow management tools; Zone 2 irrigation scheduling tool; mainline peak-demand management tool; evaporation calculator; pond filling calculators; annual water use calculator for all turnouts; and a managed vegetation irrigation scheduling tool. 2. Centralized command and control of all operations on Owens Lake, including integrating the Lower Owens River Pump Station (LORPS) SCADA system with the SCADA system on the lake and consolidate the ifix screens, databases, navigation menu so all controls will be available at each operator station. 3. 4 capabilities for Owens Lake, LORPS and Aqueduct turnouts including upstream and downstream of turnouts. 4. Programming Programmable Logic Controllers (PLC) and Human Machine Interfaces (HMI), including automation and/or controls for typical unit processes and operational procedures. 5. Provide process and instrumentation engineering and programming services to design, install, and program hardware, and/or software as determined necessary for implementing specified SCADA system improvements including radio communications systems, fiber-optic networks, Ethernet communication systems, and any other communication systems required to complete specific tasks. 6. Specify testing requirements, conduct tests, including field testing of operations affected by SCADA improvements, and provide testing results to LADWP staff. 7. Prepare and update diagrams (block, loop, ladder, and process flow), schematics, templates, interfaces, manuals, and drawings to document proposals and as-programmed SCADA logic, system configuration loop specification documents. All documents and manuals shall be submitted complete and bound. 8. Provide training materials and train LADWP staff in the use and maintenance of the SCADA system improvements, reporting functions, and the water management toolbox. Substantial cross training is expected and may require the consultant to supervise daily operations by LADWP staff on-site at Owens Lake. Additional site visits may be required to supervise various operations that occur seasonally after the initial cross training is complete. The consultant shall also be responsible for coordination of their activities with the LADWP SCADA System Improvements Engineering Support Provide as-needed engineering support for SCADA system improvements and integration with on-lake operations Water Management Tools Develop, design, test, and deploy a Microsoft Excel based applications suite of water management tools, including various modules to manage and control water use on Owens Lake Program Programmable Logic Controllers (PLC) and Human Machine Interfaces (HMI) Program Programmable Logic Controllers (PLC) and Human Machine Interfaces (HMI) using Intellutionbased applications. 3.3 Description of Work for Water System CIP The Consultant shall provide fully trained and qualified staff to perform the functions, activities, and services as needed, requested, and directed by the LADWP Contract Administrator and onsite management. The WETS on-call SCADA development and automation control system integration system improvements will be implemented as necessary to supplement the staffing level needed to handle the increasing work load of the CIP. The services shall include, but not limited to: 1. Program PLCs and HMI operator stations to achieve automatic and remote operations. 2. 5 documentation. 3. Provide on-site start-up, testing, and commissioning support. 4. Provide training to LADWP personnel to assume control system integration responsibilities. 5. Travel to LADWP work sites outside of the greater Los Angeles area. 3.4 Deliverables Provide complete and detailed professionally designed specifications, drawings, maps, diagrams, process and instrumentation schematics, programs, test plans, training documents and manuals, technical and administrative reports, multidiscipline coordination, management and administration of all project activities under this agreement, scheduling, financial monitoring calculations, necessary construction support and other related services.
