Funds for this work are budgeted in the Parks & Recreation Capital Projects Fund (Acct.# ). The Project Number is None 1) Memo from Chuck Ankney, Purchasing Agent, dated January 27, ) Memo from Tom Burke, City Engineer, dated January 24, ) Bid Opening Minutes & Tabulation, dated, January 21, None The Parks & Recreation Department identified a need to construct a restroom for the public at Eagle Scout Park. After considerable discussion, staff identified a suitable site and is prepared to obtain a pre-fabricated restroom structure, similar to that constructed several years ago in the Hammock Park. As with the Hammock Park restroom, this project anticipates the acquisition of a pre-fabricated rest room structure with related site work provided by City staff. The supplier will deliver the restroom building and set it in place on a City-prepared site at the Eagle Scout Park. The building will be 10 feet wide by 18 feet long, and about 11 feet high at its peak, gable height. City forces will connect all prepared utilities from the building to site. Following completion, the new restroom would accommodate both Eagle
2 Scout Park users as well as the Community Garden users and tennis players. City staff reviewed the bid. Leesburg Concrete Company, Inc. of Leesburg, FL. submitted the low and only bid in the amount of $61,068. The bid met all of the requirements of the bid specifications and was found to be the "lowest cost, responsive and responsible bid" as required by the specifications. City staff checked the company's references and received positive responses. Funds for this work were budgeted in the Parks & Recreation Capital Improvement Fund (Acct. # ). The Project Number is I recommend award of this project to Leesburg Concrete Company, Inc.

Fifteen (15) companies obtained specifications. There was one (1) addendum issued to this bid. One (1) response was received by the January 21, 2014 bidding deadline. The purpose of the project is to contract with a manufacturer/supplier of precast concrete products to furnish the City with a precast concrete restroom building. The awarded manufacturer/supplier will be responsible to deliver the building and set it in place on a City prepared site. City forces will connect all prepared utilities from the building to site. The building will be required to meet all Florida Building Code requirements Tom Burke, City Engineer, and I reviewed the bids. Leesburg Concrete Company, Inc. of Leesburg, FL. submitted the low and only bid in the amount of $61,068. The bid met all of the requirements of the bid specifications and was found to be the "lowest cost, responsive and responsible bid" as required by the specifications. City staff checked the company's references and. received positive responses. Funds for this work were budgeted in the Parks & Recreation Capital Improvement Fund (Acct. # ). Contract Amount =$61,068 Doug Hutchens, Vince Gizzi This recommends award of a contract, in the amount of$61,068, to the Leesburg Concrete Company, Inc. for the design, fabrication and delivery of a pre-fabricated restroom building. The contractor will deliver the restroom building and set it in place on a City prepared site at the Eagle Scout Park. The building will be I 0 feet wide by 18 feet long and about II feet high at its peak, gable height. City forces will connect all prepared utilities from the building to site. The bid price of $61,068 exceeded the staff estimate of $57,000 but is within the available project funding limit of$64,905.
