SNIG is the Portuguese National Spatial Data Infrastructure (NSDI) which is available on the Internet since
Goal Present the new developments on SNIG and INSPIRE implementation in Portugal pursued during , to address the main issues raised in: 2015 Diagnosis SNIG2020 Vision and Action Plan
New developments on the Portuguese National Spatial Data Infrastructure and INSPIRE implementation
New developments on the Portuguese National Spatial Data Infrastructure and INSPIRE implementation SNIG 2020 main pillars: Open data Interoperable data Data discovery: simple, intuitive and efficient Empowerment of GI community (awareness, training) Create open tools to enhance GI interoperability and exploitation Articulation with egov An SDI that is articulated with local, regional, international and thematic SDIs SNIG 2020 Action Plan An SDI that provides a better knowledge of the territory through democratisation of GI promotes the information society allows to address societal challenging while con tributes to sustainable development
SNIG 2020 Action Plan Revision of SNIG legislation Transposition Other aspects to improve SNIG and INSPIRE in Portugal Dynamization of SNIG/INSPIRE Networks and Working Groups: New approach to INSPIRE Monitoring process Implementation of new collection and processing methods of INSPIRE monitoring data SNIG Data Policy Developments Alignment of the thematic working groups with the INSPIRE clusters Promote the criation of spatial data services Services managers network, capacity building/sharing of experiences Identification of priority datasets for e reporting Production of documents on horizontal issues: InspireId, atom dowload services, metadata for interoperable SDIs Study on the legal framework and on national and international good practices Survey on the Portuguese Public Administration data policies Promotion of Open data: SNIG igeo integration Links to e government Following ISA developments Collaboration with the Portuguese e government sector SNIG articulation with other SDI Links with the Scientific and Technological community (SCTN) SNIG SNIMAR metadata catalogues harvesting process Involvement of the universities in the 1st ENIIG Scientific Committee Article in the new SNIG legislation DGT participation in activities with universities teaching SDI issues in Capacity building Licenciaturas and Masters degrees Research and reports on spatial data harmonization Support documents and videos on on good practices for data harmonization na services creation Workshops organized by DGT and other events involving the SNIG network entities for sharing kwowledge and experiences Creation of an annual event on SDI (ENIIG) Promoting the involvement of the GI community in the Iberian SDI event JIIDE 2016 the 2017 edition will take place in Lisbon Renewing SNIG geoportal Migration, renewal and enhancement of the SNIG platform into an Open Source solution, renewing of the platform interface design, ddevelopment of new functionalities and improvement/modernization of existing ones

SNIG legislation revision Decreto Lei 180/2009, 7 August Decreto Lei 84/2015, 21 May Decreto Lei 29/2017, 16 March Amendments to answer the requirements the EC identified as necessary to have a proper INSPIRE transposition: some articles were not transposed, other were incorrectly transposed Other changes the inclusion of the INSPIRE Annexes into the Portuguese legal act itself. metadata characteristics became explicit (Article 12º A). articulation of the NSDI with the thematic, regional or local SDIs (Artigo 8º A). the expansion of CO SNIG, the NSDI coordination council, to enclose all the GI data producers embraced by INSPIRE obligations (Artigo 5º) (12 to 15 and presently 36).
Dynamization of SNIG/INSPIRE Networks and Working Groups Alignment of the thematic working groups with the INSPIRE clusters Promote the creation of spatial data services Services managers network created in 2016 Capacity building/sharing of experiences Identification of priority datasets for e reporting Identify the PT spatial datasets (SDS) that give response to each priority dataset Record the keywords for the Environmental Directives in the National Register/catalogue. Create metadata files for new SDS. Create SDServices and metadata files for those SDServices. Add the Environmental Directve(s) keyword (s) in the SDS and SDServices metadata files. Gap analysis: list priority SDS for which no PT SDS and services was identified and justify the absence of that data. Production of documents on horizontal issues: InspireId, atom dowload services, metadata for interoperable SDIs (GTI TR)
Dynamization of SNIG/INSPIRE Networks and Working Groups: GTI TE activities Analysis of Entity and Theme Files Analysis of the Annex Themes Implementing Rules and other documentation Participating in the Thematic Clusters Spatial Data Harmonization Priority Datasets for ereporting Spatial data services creation
New approach to INSPIRE Monitoring process Significant changes were introduced in this process as the monitoring is now performed directly through the SNIG catalogue metadata records that include the keyword INSPIRECORE. Keyword INSPIRECORE H S Application that extracts the information from the catalogue EIONET Webform Delivered in xml An application to allow the collection of the data directly from the SNIG metadata, using the keyword INSPIRECORE was developed (HS). The harvesting process from SNIG Geoportal to INSPIRE Geoportal is performed through INSPIRECORE keyword.
New approach to INSPIRE Monitoring process The INSPIRE 2016 monitoring delivered on May 15, 2017, was done automatically based on the metadata published in SNIG through the keyword "INSPIRECORE", instead of the usual forms. This process allowed to: improve the consistency between the monitoring indicators and the metadata published in the INSPIRE Geoportal; simplify the reporting process; improve metadata quality; The success of this new monitoring process was only possible due to the effort and commitment of the participating entities It was a natural and necessary evolution, ensuring that information on the INSPIRE geoportal is always up to date and accessible to the INSPIRE automatic monitoring tools (INSPIRE dashboard).
Study on Data Policies in Public Administration A Study on Data Policies in Public Administration was developed, which aims to support the definition of a Data Policy for SNIG to be adopted by SNIG entities Legal Instruments Data Policies from the RPF INSPIRE CORE NetworK Entities Data Policy Data Sharing Good Practices

Next steps SNIG geoportal is going to register main changes still in 2017 aiming to streamline the capabilities for searching information, improve the presentation of results and the register of metadata in the catalog and above all to make the platform more intuitive and userfriendly for the citizen and for the more specialized users. Main changes include: Migration, renewal and enhancement of the SNIG platform towards a solution based on Open Source technology (GeoNetwork, PostgreSQL, Liferay). Development of new functionalities and improvement/modernization of existing ones to improve the search, visualization and access to metadata services and to the geographic information that is registered in the system. Renewing of the platform design with the aim of making its interface more dynamic, functional, intuitive and friendly for both citizens and professional users. Other aspects: SNIG must be visualized in any type of browser and device, including smartphones (responsive web design), be capable to monitor INSPIRE Services and provide usage statistics. 17
Next steps Some of the foreseen functionalities include: Two different access points, one public (Geoportal) and other for metadata registers (RNDG). The use of Virtual Catalogues to facilitate search (e.g. free/open data, producers of geographic information). The support to multiple Reference Systems (Viewer). The production of thematic maps based on attribute tables (Viewer). ( )
