SEIS (Shared Environmental Information System) From concept to information services Stefan Jensen EEA supported by Sheila Cryan and Jon Maidens GSDI 11, Rotterdam
What is SEIS is about... Sharing (organisation) Political commitment (legislation) Partnership (win win) Networking (connecting) Environmental Information (content) Horizontal integration (data centres) Vertical integration (local to global) Online access real time For policy makers and public System (infrastructure and services) Existing ICT Infrastructure Inspire, Reportnet, GMES,... New e Services (e Government)
10 European data centres
Common elements across data centres Common architecture discussion across all 10 on EU level EEA activities across own 5 data centre - Common planning and exchange of prioirities - Shared development of tools (map and dataviewers) - Identification of services and support levels - Implenent INSPIRE elements Common metadata approach (pending) Elements of common architecture
INSPIRE implementation lessons learnt From participating in drafting teams -metadata - dataspecifications Annex 1 (hydrography/protected sites) From building system architectures and information services
Example 1 Hydrography data vs metadata specifications
Structure of the INSPIRE vs WISE metadata profile The INSPIRE metadata elements have been selected to support the primary function of discovery. For 10 categories, there are a total of 27 metadata elements. The WISE metadata profile should support the functions of discovery and usage. the majority of WISE datasets and services will fall under the scope of INSPIRE the WISE profile extends the INSPIRE metadata
WISE extends INSPIRE metadata profile Add 12s elements to INSPIRE. 3 of which are mandatory Distribution format : Provides a description of the format of the data to be distributed (ex : cd, ), Metadata standard name : Name of the metadata standard used (including profile name), Metadata standard version : Version (profile) of the metadata standard used.
Data specifications extending INSPIRE Inspire metadata core elements required base standard to all profiles Each data specification defines a metadata profile: Protected Sites data specification 6 Mandatory/Conditional; 4 Optional Hydrography data specification 15 Optional Management units data specification TBD
WISE Data specification 1 Data specification 2 INSPIRE base standard ISO19115
Issues on ensuring interoperability WISE profile 4 Mandatory/Conditional; 8 Optional But WISE covers spatial datasets which are protected areas, hydrography related, mangement units Should the WISE profile encompass all the data specifications to ensure interoperability?
INSPIRE WISE joint development approach Water Framework Reporting ISO 191xx Inspire Main body of IR Annex Annex Annex Hydrography Sea regions + WISE GIS Guidance Marine Stragegy Reporting Reporting ISO 191xx Inspire Main body of IR Annex Annex Annex Hydrography Sea regions Water Framework Reporting Marine Stragegy Reporting Reporting
WISE INSPIRE INSPIRE extension
Approach Analyse the INSPIRE model Collate and analyse relevant WISE documentation Find common objects and identify areas for extension INSPIRE Hydrography Annex 1 of the Directive Reporting Units Annex 3 follow Inspire approach Develop a final product of an INSPIRE compliant WISE logical model in UML Comments to INSPIRE process
Example 2 Designated areas getting closer to INSPIRE metadata
National reporting on designated areas Annual data collection on nationally designated areas (CDDA) = 38 countries 90K sites Requires countries to also provide digital boundaries + metadata for their designated areas and to deliver the output file to Reportnet Central Data Repository (CDR) Guidelines for 2009 reporting 2009: countries invited to try out INSPIRE metadata editor Five countries provided at least some of their metadata in an xml format. Next step (2010) expand QA/QC to include metadata

basic.xsd
EEA Data service Nationally designated areas (National - CDDA) EEA aims to include an INSPIRE metadata file with version 8 of the European Data set to be published Q Next step: find some public examples of European data sets which have INSPIRE metadata files.
SEIS pilot 2009 European Topic Centre for Biological Diversity is testing the reporting of nationally designated areas Information on designated areas is made available at national/regional level. EEA will access information required for assessments. INSPIRE guidelines will be followed Results of pilot will be shared
Example 3 WISE distributed system architecture running ahead of INSPIRE
INSPIRE compliant distributed network architecture I Partly built
INSPIRE compliant distributed network architecture II To be built
Towards effective citizen observatories Evolution of government lead environmental information flow
RSS / WMS / KML services we already have
New services: Citizen Observatory v1 2008
V1 citizens can provide comments and rate Text comments Ratings
Version launched
Communication matters: available in MSN channels United Kingdom Netherlands Germany Portugal Italy Belgium in the respective national languages
Airquality and bathing water monitoring stations in Europe
Currently scoped elements of Airwatch Based on Ozonweb Combining Ozone, PM and NO data Modelling across Europe Allowing people to be alerted (by SMS) Allowing people to comment and link to social networks Initial version available late 2009
Currently scoped elements of Airwatch
Summary next steps Inform and train people on the INSPIRE complexities Applying INSPIRE services (discover/view/download) along thematic areas (by Annex TWG) Providing Citizen Observatory service interfaces Thank you for your attention!
