For years, I have heard complaints about mailers not liking how they must download and configure the USPS MDR/MDX client software so often. They ve said the performance is too slow and it s too hard to use. So, I decided to do something about it. We put a great team together to analyze the problems mailers were having, and we came up with a solution that is free to all our DAT-MAIL and edm10x clients. Window Book released MailDrop and MailDrop Engine in October I encourage all DAT-MAIL and edm10x users to install MailDrop now, as this new technology will help deal with USPS PostalOne! changes and make working with PostalOne! much more efficient. The MailDrop Engine runs on your server, and MailDrop runs on each workstation you want to mail from. Newsletter Archives: OutsideTh Box Avoiding Assessments: By/For Errors In November the USPS issued invoice reports reflecting postage assessments to mailers who have exceeded published error thresholds for Full-Service mailings. One of the common errors that mailers experience are "By/For" errors in their electronic documentation (edoc). Mailers submitting mailing jobs electronically to PostalOne! need to identify the various entities involved in the mailing job - specifically: the Mail Owner, the Mail Preparer, and the edoc Submitter. Combined, this information is known as the "By/For" relationships. In other words, the United States Postal Service (USPS ) is asking that electronic documentation identify who is preparing the mail and who is submitting the edoc (the "By" portion) and who is responsible for the content of the mailpiece and ultimately pays the postage for the mailings (the "For") portion. For the most part, these entities may be identified in the edoc using their Mailing Identification number (MID) or their Customer Registration Identification number (CRID). However, in the case of the Mail Owner identification, there are a number of places in the edoc where this needs to be identified. For Mail Service Providers (MSP's), getting this straight can be a challenge and it can also be quite challenging to collect all of these critical pieces of information for their clients too. This is particularly true for commingling mailers, who submit mailings that may contain hundreds of different Mail Owners. So, you may ask, why does the USPS care so much about this information? Uses of Mail Owner information The USPS uses the Mail Owner data in edoc for three main purposes: 1) To identify the Mail Owner for Full-Service compliance (this is the "For" part of the "By/For" relationship). 2) To validate nonprofit price eligibility when nonprofit prices are claimed. 3) To display the Mail Owners on postage statements. Means of Identification By/For Relationship: Currently, the Mail Owner MID, CRID or Mail Owner permit data may be used to identify the Mail Owner for this purpose. The Mail Owner is required to be identified when the owner represents 5,000 or more pieces in a mailing. Nonprofit Price validation: For each nonprofit mailing, all mail owners must be identified and must have a valid nonprofit authorization number, regardless of the number of pieces per owner in the mailing. For mailings consisting of multiple mail owners, all of the mail owners must be identified in the edoc. Currently, the Mail Owner Permit may be used to identify the Mail Owner if the mail owner is paying their own postage using their own permit. For Mail Owners using a MSP permit to pay postage, the MSP must identify the Mail Owner using the Mail Owner's MID/CRID information. In the past, a "Ghost Permit" was often used for this purpose. These are non-paying postal permits, used for identification purposes only, and were established by request at the post office where the mailing was verified and paid for. The USPS no longer issues these ghost permits, so MSP's should be using the Mail Owner MID/CRID information, and transition away from using these old ghost permits. Display Owner on Postage Statements: On the first page of postage statements, there are three blocks for Mailer information. The first block is the Permit Holder, and the data displayed in this block is that of the owner of the permit used to pay for the mailing. The second block is the Mailing Agent or Mail Preparer. This is identified by the CRID or MID of the Mail Preparer in the edoc. The third block is the name and address of the organization for which the mailing is prepared, a/k/a "the Mail Owner." This block is populated using the using the Mail Owner MID or CRID in the edoc. If the Mail Owner uses their own permit to pay the postage, this data should be identical to the data in the first block. However, if the Mail Owner uses the postal permit of the Mail Preparer, then the company associated with the Mail Owner MID/CRID in the edoc should appear in this block. As mentioned earlier, MSP's who may still be using ghost permit numbers in the 2

3 Avoiding Assessments: By/For Errors Local Permit field of the Mailer Postage Account file (MPA) in the Mail.dat file for this purpose should discontinue this practice, and use instead the Mail Owner MID/CRID data. Mail Service Provider Challenges If you are a Mail Service Provider, you need to obtain the CRID's and MID's of your clients in order to insure the Mail.dat files are correctly populated. This can become a bit of a challenge for mail preparers who may have hundreds of clients using hundreds of postal permits to pay for their postage. Associating each of the clients and permits with the appropriate MID's can be a daunting task to say the least. Mail Service Providers often ask "which piece of information should I get from my clients, their MID or their CRID?" Currently, either piece of data may be used in the edoc, but the CRID takes precedence, so that should be the priority. However, we encourage Mail Service Providers to obtain both pieces of data for all their clients so that they are prepared just in case the USPS changes the identification requirements in the future. (That would NEVER happen. Right?) Add to that the fact that PostalOne! has to be aware of all of this MID, CRID, and permit information and also have them all appropriately linked! If the appropriate linkage isn't established, this can result in errors when uploading files to PostalOne!. These types of errors can only be rectified by contacting the PostalOne! Help Desk to request the appropriate MIDs, CRIDs and permits be linked. Another error that can occur is when the same MID/CRID information is populated in the edoc for both the Mail Owner and the Mail Preparer. If your company is rightfully both the owner of the mail and the preparer of the mail, PostalOne! needs to know that and verify that this is indeed the case. If you receive this type of error, again - you need to contact the PostalOne! Help Desk for resolution. If you receive validation errors when submitting files to PostalOne! that refer to permits, postage payment methods, MIDs or CRIDs, or if you are seeing excessive By/For errors on your Mailer Scorecard, you should use this check list: 1) Verify that the postage payment permit information you entered in your edoc is correct for the client, the location, and the postage payment method. 2) Verify that the MID/CRID information you entered in your edoc is correct for the Mail Owner, Mail Preparer, and the edoc Submitter. The MID/CRID information for the Mail Owner should not be the same as for the Mail Preparer, unless your company actually does own the mail and also physically prepares the mail. If you are a Mail Service Provider, this means that you need to obtain the MID/CRID data for all of your clients, either directly from your clients or by submitting a request through the Business Customer Gateway. 3) Understand the difference between the Permit information and the Local Permit information in the Mailer Postage Account (MPA) file, verify that the correct permit information is being populated in the Permit field (the permit information that is being used to pay the postage for the mailing), and discontinue populating the Local Permit field in lieu of the Mail Owner MID/CRID. 4) Verify with PostalOne! the MID/CRID information for your company and for the clients for which you prepare mail, and also verify that the postal permits are properly linked. Resources So, how do you try to make sense of all of this? The best resources are the Business Customer Gateway (BCG) and PostalOne! A Mail Service Provider (MSP) may also verify or gather the MID and CRID data for their clients using the Business Customer Gateway. These requests may be submitted in bulk using the BCG Bulk Search utility. Likewise, MSP's may actually apply for MID's on behalf of their clients, again through the use of an Excel spreadsheet submission. In this case, MSP's must also provide documentation that the mail owners have given their permission for the MSP to apply for the MIDs on their behalf. The USPS RIBBS web site also has some helpful information to clarify MIDs and CRIDs. The USPS also provides guide documents, such as Guide to Mail Owners in edoc and By/For Relationship in edoc. Getting Help From the Experts Window Book's DAT-MAIL software allows you to easily manage MID and CRID information as well as quickly see all the By/For relationships in the Mail.dat files using the Advanced Navigator View. This also allows you to quickly edit this information if necessary. Mail Service Providers can maintain the MID, CRID and Local Permit data in master client and permit files within DAT-MAIL. And, if you are a Bell and Howell BCC Mail Manager user, there is an interface available that allows you to import your client data from BCC Mail Manager into DAT-MAIL. Even if you don't have our DAT- MAIL software, we have a great tool you can use to validate and correct your By/For data...it's called By/For Validate! Very user friendly tool that takes your Mail.dat files and runs them against a database of MID/CRID and NPA data and tells you in just minutes whether your data is correct, or if you have issues that need to be corrected. 3

5 Window Book s Hobbies Hobby: Building Dual Monitor Stands My desk was too low for the new HD monitors to be positioned at eye level and neither monitors had height adjustments. Two stacks of manuals for Microsoft Office 97 and IMM work well enough, but they looked so old and sloppy. An inspiration came when I came upon some scrap wood, leftovers from an earlier stairs remodeling project someone else had completed. With his permission, I grabbed an armful of red oak pieces and brought them to my space cleared out in the basement for work. They were beautiful pieces of wood, but also horribly hard. On a test scrap, I managed to bend every nail before hammering them halfway in. Railroad spikes may work, but would have probably split the surface. I decided to try something different. A traditional table with legs felt boring. Instead, I sawed 24 little square pieces of wood, three for each leg, and glued them together. The pieces were too small for a circular saw so I instead used a hand saw, probably wearing it out during the tedious process. I certainly wore out a few sandpapers from smoothing the surface enough to remove the splinters and scratches. Oak is naturally rough throughout and impossible to polish. A water base polyurethane finish protects the surface and shows the fine grain. The final products are well worth the effort. Fun Postal Facts Other than Stamps, What Kinds of Postage Indicia Exist? The USPS permits the use of several postage indicia. These include meter indicia, mailing permit imprints, and customized postage. Postage Meter Indicia A postage meter or mailing machine is a device that is used to print postage indicia directly onto mailpieces or pieces of adhesive tape that are to be affixed to mailpieces. The USPS does not produce postage meters; rather, private firms manufacture meters to meet standards set in regulations issued by the Postal Service. To use a postage meter, a mailer must fill out an application with the USPS and enter into a rental agreement with a postage meter manufacturer. The mailer then prepays for postage, and this prepayment is registered in his postage meter. Mailing Permit Imprints Mailing imprints are rectangular indicia printed at the top right of envelopes. Mailing permit imprints may be made on envelopes by printing press, handstamp, lithography, mimeograph, address plate, or similar device. Typically, mailing permit imprints are used by firms to send mass mailings of identical mailpieces. Thus, for example, if a not-for-profit firm wanted to send letters to its 5,000 donors, it first would fill out an application with the USPS to receive a mailing permit and imprint. The firm then would hire another firm to print 5,000 envelopes with the imprint on them. The not-for-profit company would stuff these envelopes with letters and deliver them to the post office from which it received its mailing permit. The USPS would receive the mail, and the firm would pay for the postage required on the spot. According to the USPS, mailing permit imprints may not be customized to include advertisements or messages. 6 Ask the Postal Specialists No More FTP Package Shipment Transmission The United States Postal Service (USPS ) is eliminating the File Transfer Protocol (FTP) method for transmitting package shipment files effective January 31, FTP is currently one of the acceptable transmission methods for submitting shipment files to the Product Tracking and Reporting (PTR) and Electronic Verification System (evs) systems. However, the USPS is eliminating this FTP option to comply with recent audit findings, and to provide more secure data transmissions. Q: What are acceptable transmission methods? A: If you have not already done so, shippers who currently use FTP for their file transmissions will need to switch to one of three other secure communication methods offered by the USPS: PDX (preferred), SFTP or AS2. The USPS supports these alternate methods right now, so there is no need to put off updating to these other methods prior to the dead-line. IMPORTANT NOTE: Shippers should be working with their software vendors NOW to ensure that your shipping software will support these alternate transmission methods prior to the FTP cutoff date of January 31, Q: What is the a time table? A: The USPS is making this transition in phases. Letters to customers were sent out way back in March of this year informing them of this change. The dates for the remaining phases of this implementation are shown below: October 1, January 31, 2017: Convert remaining small business customers to secure transmission methods. These are considered "Hardship accounts". Jan 31, 2017: FTP communication will no longer be supported for existing customers. Q: Are there other resources available? The USPS offers details about these communication methods in USPS Publication 199: Intelligent Mail Package Barcode, Section 6. IMPORTANT NOTE: Shippers who are currently using the FTP method of file transmission MUST notify the National Customer Support Center (NCSC) in Memphis when they are ready to switch to one of the alternate methods, as the NCSC must make a change on their end before a new method will work. Once the NCSC has made this change, shippers will likely need to make some configuration changes to reflect the new transmission method in their shipping software. To contact the NCSC: DELIVERY.CONFIRMATION@usps.gov Option 1 HOW TO CHANGE Window Book PPP to PDX communication: Window Book's Postal Package Partner (PPP) already supports the USPS preferred transmission method: PDX. PPP users currently using the FTP transmission method are highly encouraged to switch to the PDX method as soon as possible. To convert to PDX, PPP users will need to change the communication method in PPP, but only AFTER contacting the NCSC to have them change it on their end. As soon as the NCSC confirms that the change has been made, PPP users should enter PDX credentials into PPP via the PDX settings button in Mailer Configuration, Communication and Mailing. Then change the PPP communication method to PDX in Mailer Configuration, Communication and Mailing tab and click OK to save the new setting. Printing a stamp isn t quite like printing anything else. Stamps must be nearly impossible to counterfeit, but inexpensive to print; in recent years, more than 40 billion on average have been produced each year. They must be highly consistent in appearance; easy to detach and to stick to an envelope; simple to identify yet visually interesting. Over the years, many printing methods have been used to meet these goals, from classic line engraving to modern full-color techniques such as gravure and lithography, and even the high-tech process of holography. But who does the printing? You may be surprised to learn it s not the Postal Service. From 1847 to 1894, U.S. stamps were printed by private companies, under contract. Then the Bureau of Engraving and Printing, a part of the Treasury Department, took on the job, printing almost all U.S. stamps through the 1970s. Since 2005, the balance has shifted back to private firms, which currently print all U.S. postage stamps. Smithsonian National Postal Museum 7

8 USPS Promotion Programs for 2017 The United States Postal Service (USPS ) is offering six promotional programs in 2017, aimed at increasing mail volumes by offering incentives to mailers. Starting with the first Mobile Barcode incentive back in 2011, the USPS continues to put incentive programs in place for mailers to take advantage of postage discounts or rebates for submitting mailings that meet the promotion requirements. There are six promotions offered for the calendar year 2017: Earned Value Promotion Tactile, Sensory and Interactive Engagement Promotion Emerging and Advanced Technology Promotion Direct Mail Starter Promotion Personalized Color Transpromo Promotion Mobile Shopping Promotion The Promotions The Earned Value Promotion: This program will run from January 1 through June 30, This promotion is available for First-Class Mail only, and builds on the success of previous years' promotions. The promotion is in the form of a credit on qualifying BRM/CRM reply pieces; which can then be applied to postage for future mailings. The Tactile, Sensory and Interactive Mailpiece Engagement Promotion: This program will run from February 1 through July 31, Leveraging the physical aspects of mail, as well as the advances in print technology, marketers and mailers can enhance how customers interact and engage with mail. Eligible mailers who incorporate a multi-sensory experience in their mailpiece may receive a postage discount. This promotion is available only for Standard Mail letters and flats. The Emerging and Advanced Technology Promotion: The program will run from March 1 through August 31, As with the program in 2016, this promotion is available for both First-Class Mail (letters, cards and flats) and Standard Mail (letters and flats). New for this year is the inclusion of Virtual Reality and Digital to Direct Mail to elicit a higher response from consumers by using immersive experiences and dynamically printed, personalized messaging. The Direct Mail Starter Promotion: This is a new promotion for 2017, offered to first time mailers to promote events and offers that incorporate the use of print -mobile technology on up to 10,000 mailpieces during the length of the promotion. This promotion will run from May 1 through July 31, Any print-mobile technologies, such as QR codes, barcode tracking technology, enhanced augments reality (AR), Near Field Communications (NFC) or other print-mobile technologies currently approved in other promotions can be used to qualify for this promotion. The Personalized Color Transpromo Promotion: This promotion will run from July 1 through December 31, This promotion is only available for First-Class Mail commercial letters that are part of an IMb Full-Service mailing. This promotion incorporates marketing messages that use color, dynamic variable print, and personalization. The Mobile Shopping Promotion: This promotion will run from August 1 through December 31, As in prior years, this promotion encourages mailers to integrate mobile technology into their direct mail during the 2017 holiday season. This promotion is available only for Standard Mail letters and flats. Eligibility As described above, these promotions are available for either First-Class Mail or Standard Mail, or in the case of the Emerging and Advanced Technology Promotion, both classes of mail. Each promotion has its own set of eligibility requirements, including mailpiece content requirements, registration requirements, mailing submission requirements, and requirements at mail acceptance and after the mailing is complete. More details regarding the eligibility requirements for each of the promotions is available on the RIBBS web site. The Incentives The Earned Value Promotion incentive is in the form of volume-based credits: $0.05 per BRM, CRM and Alternate Postage pieces counted based on the enrolled MIDs. These credits may then be applied to future mailings of First-Class Mail presort and automation cards, letters and flats and Standard Mail letters and flats. The Direct Mail Starter Promotion has an incentive of a 5% discount on eligible postage, taken at the time of mailing. The other promotions each have an incentive of a 2% postage discount, taken at the time of mailing. 9 USPS Promotion Program 2017 Resources The USPS web site has information regarding these upcoming promotions. There is also a RIBBS web page that is dedicated to USPS mailing promotions. This includes technical guides for each of the promotions, plus general enrollment guides for both Mail Owners and Mail Service Providers Promotions The Postal Regulatory Commission (PRC) has approved six USPS Mailing Promotions for calendar year The promotions are designed to encourage all marketers, printers, and mailers to utilize new tools and technology that leverage and increase the value of a physical mailpiece. Postal Palate Chicken Noodle Soup Ingredients: 2 teaspoons butter 1 cup sliced celery 1 cup chopped carrot 1 2 cup chopped onion 1 small potato, diced 1 teaspoon thyme 1 teaspoon poultry seasoning 4 (14 ounce) cans chicken broth 2 teaspoons chicken bouillon 4 ounces egg noodles 2 cups cooked chicken parsley Five of the proposed promotions are similar to promotions that are in place this year. The new promotion being added in 2017 is called the Direct Mail Starter promotion. Earned Value Reply Mail Promotion: January June 2017 Tactile, Sensory and Interactive Mailpiece Engagement Promotion: February July 2017 Emerging and Advanced Technology Promotion: March August 2017 Direct Mail Starter Promotion May July 2017 Personalized Color Transpromo Promotion: July December 2017 Mobile Shopping Promotion: August December 2017 Direct Mail Starter promotion is aimed at nonprofits and commercial organizations that may not be using direct mail. This offering will give a temporary postage discount on mailpieces that contain print-mobile technology that, when scanned, leads the recipient to a mobile-optimized website. Directions: 1. Melt butter in large pot. 2. Sauté the celery, carrot and onion for 2 minutes. 3. Add potato, thyme, poultry seasoning, chicken broth and bouillon. 4. Bring to a boil. 5. Add noodles and chicken and cook on low for 20 minutes. 6. Sprinkle with parsley. Qualifying mail will be eligible for an upfront 5% postage discount during the promotion period. No more than 10,000 pieces per mailer may receive the discount during the promotion period. Window Book is actively coding for these proposed changes so that our software products will fully support the price adjustment and the 2017 Promotions. 9

10 What is the MailDrop Engine? MailDrop Engine Formerly known as Window Book s Automation Scheduler MDSM plug-in, the MailDrop Engine Service is intended to run on a server. Faster Submissions to PostalOne! MailDrop Engine includes complete USPS MDR Client (MDR Client) hosting which allows for much faster submissions to PostalOne!. In addition, clients will enjoy being able to process/upload multiple Mail.dat files simultaneously, and for one or multiple MDR Client sites a function not currently available using the MDSM plug-in. MailDrop Engine also features improved performance when launching and running the application. On the main screen, you will see the four main MDR environments: PROD, PREPROD, CAT, and TEM. Additional benefits include, but are not limited to: Being able to process/upload multiple Mail.dat files simultaneously, and for one or multiple MDR Client sites a function not currently available using the MDSM plug-in No manual installation of the MDR Client is necessary. MailDrop Engine Service installs the MDR Client automatically during the creation of an MDR Client site (i.e. PROD, TEM, PROD, and PREPROD), and by the click of a button should re-installation ever be necessary No need to manually adjust the memory allocation for the MDR Client.
