2 FIRST STEPS Before applying for a permit from the City of Savannah, you will need to first determine if the location you will be requesting is owned by the City of Savannah. The best way to do this is to visit the website, This will be the first page that appears: Second, type in the requested location:

3 Once you have typed in your requested location, the Owner s Name, PIN and Property Address should appear: If the Owner s Name is MAYOR & ALDERMEN OF SAVANNAH, that means that the location is owned by the City of Savannah. If it does not say that, the location might be privately owned or owned by a different municipality. If you need more information on the permitting process for a different municipality, please contact the Savannah Area Film Office at (912) Once you ve identified that you want to film at a City of Savannah property, you will need to have ten pieces of information ready before applying for a Student Film permit: 1. Where are you requesting to film? 2. What are the dates that you plan on filming at the requested location? 3. What are the times you will be filming at the requested location? 4. Will you be filming on a sidewalk? If so, name what sidewalk you are requesting to film on and the crossroads. 5. Will you be filming in a roadway or lane? If so, name the street or lane you are requesting to film on and the crossroads. 6. Will you have any weapons on set? If so, what type? 7. Will you have simulated violence? If so, explain. 8. Will there be any stunts on set? If so, explain. 9. Will you be using any special equipment? (I.e. condor, generator, etc.) 10. Will you need parking? If so, be specific as to what spots you are requesting. (i.e. 3 spots on the North side of Broughton Street between Bull Street and Drayton Street.)

4 STUDENT FILM PERMIT APPLICATION Before you apply for a Student Film permit, keep in mind: You must submit your permit application to the Office of Permitting Services at least five business days in advance. Student permit fees are $25.00 per location, not each application. Fees are due prior to the issuance of permits. Fees are only payable by check or money order. We do NOT except cash or credit cards. All fees are non-refundable except in extraordinary circumstances. Student Film permits are only issued for students who are filming for a class grade. Your application does not qualify as an issued permit. You will still need to be approved or denied. Here are the five steps you need to complete in order to apply for a Student Film permit: 1. Your first step is to go to 2. Click on PRODUCTION INFORMATION. 3. Click on STUDENT FILMING.

5 4. Click on STUDENT FILMING PERMIT APPLICATION.

6 5. Complete the Student Film permit application. Then click submit. Your submitted application will go directly to the Film Permitting Specialist. Once they have received your request, they will review it and contact you, if needed.

7 LIABILITY WAIVER Once you submit your Student Film Permit Application, this message will appear on the webiste. \ You will receive a Confirmation with a copy of your permit application. At the bottom of the Confirmation you should see the Liability Waiver that looks like this:

8 If you cannot find this , please look in your Spam and Junk Mail folders. Most students usually find the Confirmation there. While the permit application is being reviewed for approval and processed, take your permit application and Liability Waiver to your professor. Have them review the Permit application. Once they ve reviewed the application, have them sign the Liability Waiver. As soon as the Liability Waiver is signed, it acts as your insurance for filming in the City of Savannah. POLICE NEEDS After you have submitted your application, if you have weapons, prop weapons, simulated violence, stunts, or are working in a roadway or lane; you will need to hire a police officer. This is something the Film Permitting Specialist will coordinate for you. Once the Film Permitting Specialist reviews your permit application, they will contact you regarding the need to hire an officer. The Film Permitting Specialist will also send you a quote for your police needs. Here is a breakdown of Officer s pay and other fees. Monday through Saturday A. General Security: $22.00 X (NUMBER OF HOURS) = $ Security + Traffic Control: $25.00 X (NUMBER OF HOURS) = $ Sunday and Holiday Rates B. General Security: $32.00 X (NUMBER OF HOURS) = $ Security + Traffic Control: $35.00 X (NUMBER OF HOURS) = $ Cost Recovery C. Police Uniform: $1.00, 1 hour X (NUMBER OF HOURS) = $ Police Vehicle: $6.00, 1 hour X (NUMBER OF HOURS) = $ After Midnight, the rate may change if it becomes a Holiday or a Sunday. EXAMPLE: The photo shoot is from 10pm to 2am General Security A. General Security: $22.00 X (NUMBER OF HOURS) 2 = $44.00 B. General Security: $32.00 X (NUMBER OF HOURS) 2 = $64.00 C. Cost Recovery: $1.00 X (NUMBER OF HOURS) 4 = $4.00 TOTAL =$ *All fees require a 4 hour minimum*

9 ADDITIONAL INFORMATION: Savannah Chatham Metropolitan Police Department (SCMPD) officers and equipment (includes vehicles, K9, mounted patrol) are not allowed to appear in films and photoshoots. Officers are to be paid on the day of the shoot: Cash, check, or money order. Cancellations: 1. Weather: inform us as soon as possible. 4 hours before officer arrival. 2. General cancellations: 24 hours before officer arrival. 3. Illness: Inform us as soon as possible. The Extra Duty Office wants to work with you and the officer(s) to ensure a successful production. Before officers are assigned to work a SCAD Shoot, Cost Recovery must be paid to the Office of Permitting Services. Once this has been paid, the Office Of Permitting Services will contact SCMPD to post the job for staffing. Holiday Calendar 2017 There are Black-Out Dates for Hiring Officers: St. Patrick s Day and Festivals Rock-N-Roll Marathon Races, Walks, and Marches These are usually on Saturdays and in certain areas.

10 Please keep in mind, that once you receive a quote, if you decide that you would like to proceed with hiring an officer, you will have to act quickly. Hiring an officer is a time sensitive matter. Film jobs for officers are considered Extra-Duty work. Therefore, all Extra-duty jobs are voluntary and officers can pick and choose what film jobs they would like to work. It is important to pay your Cost Recovery Fee as soon as possible to give enough time for the job to be posted, so officers can see the job and decide to work it. If your film requires an officer and an officer has not signed up for your Student Film, you will NOT be allowed to film. Filming without an officer is a violation of your Student Film permit, dangerous, and you can be cited for it. If you do not have an officer, you will need to reschedule your filming with the Film Permitting Specialist. When you reschedule, you will not be charged for another permit. The Film Permitting Specialist will re-issue your permit, with the new dates and times and the paid Cost Recovery fee will roll over. There will be no extra cost for you. Once an officer has signed up for your film shoot, the officer will contact you via phone or . NOTIFICATION LETTER Before your permit can be issued, you may need to submit a Notification Letter. A Notification Letter is a way to alert local businesses and residents in the area of your filming. The City of Savannah requires Notification Letters to be distributed 48 hours prior to filming. Failure to notify as described in the permit is a violation. You will need to distribute the Notification Letter to the Notification Area Map attached to your permit. If you do not know what a Notification Letter should look like, do not worry. There is a Student Notification Letter sample located on the next page.

The activity will involve describe what they will see: a man talking to a woman in the park or a fake robbery and list any parking, traffic or other disruptions that will take place. 12 Once you have written up your Student Notification Letter, you will need to submit it electronically. Your first step is to go to 1. Once, you are on the website, go to PRODUCTION INFORMATION. 2. Click on STUDENT FILMING. 3. Click on NOTIFICATION LETTER UPLOAD.

13 Then, you will fill out the NOTIFICATION LETTER UPLOAD, submit and it will directly go to the Office of Permitting Services.

14 FINAL STEPS Once, you have received an from the Film Permitting Specialist stating that your permit has been approved and ready for pick up, you can come to the Office of Permitting Services. When you arrive at the Office make sure to have these items with you: 1. A check or money order made payable to the City of Savannah for your permit fees. 2. Your Liability Waiver signed by your professor (this should be located at the bottom of the confirmation from your permit application). 3. Any other fees that may apply, like a Cost Recovery Fee. Please note that if you do not pick up, sign for, and pay for your permit, the permit is invalid and any filming without the permit will be cited. If you have not paid for your permit, you will receive a PAST DUE notice via , even if you have cancelled filming. You will have 10 business days to pay the PAST DUE fee. Your personal account, plus any productions associated with you will be suspended from receiving permits. Failure to pay fees will result in your University being notified.

16 1. Use SAGIS to determine if your desired location is owned by the City of Savannah. 2. Have the details of your film shoot finalized. 3. Determine if you might need police and if you have enough money in your budget to hire an officer. If not, adjust your script. 4. Apply for a Student Film Permit online, from the City of Savannah. 5. Pay your Cost Recovery Fee to the Office of Permitting Services only if you hired an officer. 6. Submit your Notification Letter online. 7. Distribute your Notification Letter 48 hours before your filming begins. 8. Have your Liability Waiver signed by your professor. 9. Have a check or money order ready. 10. Come to the Office of Permitting Services once you have received an informing you that your permit is ready. Make sure to bring your Liability Waiver, Payment and any other payment for fees.
