13 FBI Online Registration Instructions - Page 1 of 2 Federal Criminal History Record Information (CHRI)-FBI Report Online Registration Instructions The fingerprint-based background check is a multi-step process as follows: 1. Registration - The applicant must register prior to going to the fingerprint site. Walk-in service without prior registration will not be provided at any fingerprinting location. Registration is completed online or over the phone. Registration is available online 24 hours a day, seven days a week at On the first screen, choose the PA Department of Human Services Icon. Telephonic registration is available at Monday through Friday, 8am to 6pm EST. During the registration process, all demographic data for the applicant is collected (name, address, SSN, etc.); there is no data entry required or allowed at the fingerprint collection site. Any corrections to this data must be made prior to being fingerprinted. 2. Payment - The applicant will pay a fee of $27.00 for the fingerprint service and to secure an unofficial copy of the Criminal History Record. Applicants may make their payment online using a credit card or debit card during the registration process. Money orders or cashier s checks payable to 3M Cogent will be accepted onsite for those applicants who do not have the means to pay electronically. No cash transactions or personal checks are allowed. 3. Fingerprint Locations After the registration process is complete, the applicant proceeds to a fingerprint site of their choice for fingerprinting. 3M Cogent has established over 80 sites across the Commonwealth. 14 FBI Online Registration Instructions - Page 2 of 2 site are posted on 3M Cogent's website at The location of fingerprint sites may change over time; applicants are encouraged to confirm the site location nearest to their location. 4. Fingerprinting - At the fingerprint site, the Applicant Livescan Operators (ALO) manage the fingerprint collection process. The fingerprint transaction begins when the ALO reviews the applicant s qualified State or Federal photo ID before processing the applicant s transaction. A list of approved ID types may be found on the 3M Cogent website at Applicants will not be processed if they cannot produce an acceptable photo ID. After the identity of the applicant has been established, all ten fingers are scanned to complete the process. The entire fingerprint capture process should take no more than three to five minutes. Applicants will receive a paper copy of their CHRI report. 5. Submitting - After you have received your final report from the FBI, you must submit a copy to GSEP at Document-Submit.aspx. Reminder: when submitting documents to GSEP, you must submit all required documents together at one time. Beginning July 1, 2015, an adult applying for an unpaid position as a volunteer responsible for the welfare of a child or having direct contact with children will need clearances. 2. What documents are not acceptable by GSEP under the new amendment to the child protection law? Any cover letters associated with clearances. Any screen shots associated with clearances. Any providers other than PA State Police, Child Line, and FBI. Any other documents besides the official PA State Police Criminal Background Check, Child Line Child Abuse Clearance, and Criminal History Record Information FBI Report. 3. What if my school has the copies of my clearances? It is your responsibility to obtain copies of your clearances to provide to GSEP. 4. How can I retrieve the official copy of the PA State Police Criminal history Clearance (Record Check Certification)? Click Check the status of a Record Check 3. Type in your information 4. Click the Control # hyperlink 5. Click Certification Form and save as a PDF 5. What if I did not save/print my clearance and can no longer access my PA State Police Criminal Background Check? It is your responsibility to save and print your form. If you fail to do so, you must complete the instructions listed above (4.) to retrieve it.
