3 Vendor Self Service Overview Vendor Self Service (VSS) provides vendors with web-based access to information stored in your organization s Munis database. The information is drawn from multiple Munis products, including Accounts Payable, Purchasing, and Bid Management. Using VSS, vendors can enter and maintain their contact and remittance information, discount and payment terms, designated contact persons, and a list of commodity codes that represent the goods and services the vendor can provide. A listing of the vendor s current and prior 1099 data, purchase orders, invoices, and checks is also available in VSS. This information is entered by users in your organization using Munis programs, and the information is available to vendors for inquiry purposes only. VSS allows vendors to search for and view bid request information, and then use that information to submit a bid offer or quote. The submission process creates bid records in your Munis database that can be examined and evaluated by your organization s bid management personnel. Vendor Self Service Users Vendor Self Service requires vendors who exist in your Munis database to register using the VSS website to gain access to their information. In order to successfully link a vendor s VSS registration with their Munis record, you must provide the vendor with the Munis vendor ID number assigned by your organization. The vendor enters the number in the Vendor ID box during registration. Potential vendors who do not exist in your Munis database can complete the registration process, but they are granted limited access to VSS. When completed by a potential vendor, the registration process creates a new record in the Vendors program in Munis. A user from your organization with Munis vendor maintenance permissions must change the status of the newly created record to Active in Munis. A Vendor Self Service administrator must grant the vendor s user ID access to the appropriate pages in VSS before the vendor can fully utilize the site. 4 Vendor Registration Prospective vendors who do not exist in your Munis database, as well as existing vendors who have already been entered in the Vendors program in Munis, must register to gain access to Vendor Self Service. Vendors of either type register by clicking Registration on the VSS home page. Registration is a five-step process. Vendor Self Service displays the number of steps in the process, with the current step displayed in bold type. Vendor Self Service does not save any information entered in the fields on any page until the registration is complete. If a vendor leaves the registration process before completing all of the steps, all of the information entered is discarded and they must start again. 5 The first step in the process defines the vendor s user ID and password information. In order to complete the first step, the vendor must complete the boxes on the screen using the following table as a reference. Field Description User ID This box contains the vendor s VSS login name. Each user ID must be unique and cannot be greater than 20 characters in length. Password This box contains the vendor s login password. The vendor must enter and then retype a login password in the boxes. VSS requires entry of a minimum of two characters for the password and a maximum of 15 characters. VSS does not enforce any password formatting rules, such as a requirement of numerals or uppercase text. Password Hint This box contains a hint used to assist the vendor in remembering their password. The hint cannot be the same as the vendor s password. VSS sends this hint to the vendor in an message when they click Forgot Password on the login page. CAPTCHA This box contains the CAPTCHA code (Completely Automated Public Turing Test to Tell Computers and Humans Apart), which is used to protect the VSS database from attack. 6 Vendors who already exist in your organization s Munis database must complete the boxes in the Existing Vendors Only section. You must provide the vendor with the Munis vendor ID assigned by your organization, which is the vendor number in the Munis Vendors program. The value entered in the FID/SSN box must match the value from the Munis vendor record exactly. The second step in the vendor registration process requires the vendor to provide their general business and contact information. The vendor must enter information in the fields using the following table as a reference. Field Description Name This box contains the vendor s name or business name. The value entered here appears in the Alpha box in the Vendors program. Doing Business As This box contains the vendor s doing business as (DBA) name, if applicable. Foreign Entity When selected, this check box indicates that the vendor is a foreign entity. Munis Vendor Self Service User Guide, Version 10.5 Page 6

7 Field Address City State ZIP Geographic Send Remittances to the Above Name and Address Web Site Vendor Type Description These boxes define the vendor s main address. The vendor must enter a two-letter state postal abbreviation code in the State box. The value selected from this list indicates the vendor s geographic code. The codes available for selection are defined in Munis using the Accounts Payable Miscellaneous Codes program. If the vendor selects this check box, Vendor Self Service enters the values from the main address as the default values in the boxes in step three of the registration process. This box contains the vendor s primary address. It is the address to which all notifications and alerts are sent, such as registration confirmation messages or password hints. Additional addresses for contact persons are defined later in the registration process. This box contains the vendor s website URL. This list determines the vendor s type. Vendor type codes are defined by your organization using the Accounts Payable Miscellaneous Codes program in Munis. Your organization must define at least one vendor type code in order to allow vendors to successfully register in Vendor Self Service. 8 The New Vendor Registration page contains a Minority Business Entity (MBE) section that must be completed by minority business enterprise vendors. A minority business enterprise is typically defined as a business that is at least 51% owned and operated by an ethnic minority. These businesses are usually certified by a city, state, or federal agency. The following table serves as a reference when the vendor completes the Minority Business Enterprise (MBE) section. Field Description Minority Business Entity (MBE) Is Minority Business When selected, this check box indicates that the vendor is a minority Enterprise business enterprise. MBE Classifications The check boxes in this section indicate which MBE classifications the vendor possesses. The classifications displayed in the section are created and maintained by your organization using the Accounts Payable Miscellaneous Codes program in Munis. The vendor can select one or more of the check boxes, but the General check box is always selected and cannot be cleared. The section displays the number of certifications of each type that the vendor possesses. If the VSS administrator has enabled certification management, vendors can click the Manage links next to the check boxes to open the Manage MBE Certification Certificates page. The classification management process is covered in Appendix A, Munis Vendor Self Service User Guide, Version 10.5 Page 8

9 Field Gender Ethnicity Description Managing Minority Business Enterprise Certificates. These lists contain the vendor gender and ethnicity codes your organization has defined in Munis using the Accounts Payable Miscellaneous Codes program. If no codes have been created, these lists cannot be used. The values selected from the lists determine the vendor s gender and ethnicity for vendor statistic and tracking purposes. Enter a Federal Tax ID Number or Social Security Number This section requires the vendor to select whether to enter a federal tax identification number or a Social Security number, and then enter the value of the selected type. The FID or SSN must be a unique value that is not used by any other vendor profile, unless your organization has selected the Allow Duplicate FIDs/SSNs check box in the Accounts Payable program. Vendor Self Service automatically completes these fields for existing vendors who entered vendor ID and FID/SSN numbers during step one. The Payment Terms and Bank Information sections define the vendor s business terms and financial transaction information. However, the Bank Information section only appears when your VSS administrator has enabled entry and viewing of bank information. Munis Vendor Self Service User Guide, Version 10.5 Page 9

10 The vendor must complete the fields in these sections, using the following table as a reference. Field Description Payment Terms Discount Percentage This box defines the discount percentage the vendor extends to your organization. Days to Discount This box contains the number of days within which payment must be received by the vendor in order for your organization to claim the discount percentage. Days to Net This box defines the number of days that the vendor allows before requiring net payment. Your Preferred These check boxes determine the vendor s preferred delivery method Payables Delivery for payables and purchasing documents. Method Your Preferred Purchasing Delivery Method Bank Information (This section does not appear unless your VSS administrator has enabled entry of bank information on this page.) Bank This list determines the bank and routing number to which payments made to the vendor should be sent. Bank Account This box contains the vendor s bank account number. Number Bank Account Type This list determines the type for the entered account: checking or savings. Step three of the VSS registration process requires the vendor to enter address information. If the vendor selected the Send Remittances to the Above Name and Address check box during step two, Vendor Self Service automatically enters the first address record. 11 The vendor must click Add to create a new address record, which displays the Remittance Information page. Using the following tables as references, the vendor must complete the fields on the page. Field Description Address Type This list determines the type code of the entered address. Name Address City State ZIP Fax The list is not available unless your organization has cleared the Use General Vendor Address Records check box on the Vendor Settings tab of the Accounts Payable Settings program in Munis, and then defined address type codes in the Address Types program. This box defines the name that appears on items sent to this remit address. The name can vary from the vendor name, if necessary. These boxes define the remit mailing address. 12 Field Description Bank Information (This section does not appear unless your VSS administrator has enabled entry of bank information on this page.) Bank This list identifies the bank and routing number to which payments made to the vendor should be sent. Bank Account This box contains the vendor s bank account number. Number Bank Account Type This list determines the type for the entered account: checking or savings. Clicking Save after entry of an address record returns the Address Information page, where the new address record has been added to the table. A vendor can add individual contacts for an address record by clicking Change, which opens the Remittance Information page. 14 The following table serves as a reference when completing the fields on the Contact Information screen in order to create a contact. Field Description Contact Person Contact Type This list determines the contact type code. Contact type codes are defined in Munis using the Contact Types program. Name This box contains the name of the contact person. Phone These boxes define the contact s phone and fax numbers, as well as Fax the contact s address. The fax and information are optional. Clicking Save after completing the contact information returns the vendor to the address record, with the new contact record listed in the table. 15 The vendor must click Save on the Remittance Information page to return to the Address Information page, and then click Continue to advance to the fourth step in the registration process. In step four, the vendor clicks New Contact to enter a contact person for the general vendor record. Doing so opens the General Vendor Contacts page. 16 This page contains fields that are identical in function to those from step three, but they apply to the vendor record as a whole and not a single remit address. Clicking Save after entering the contact information returns the vendor to the General Vendor Contacts page with the new contact record displayed in the table. The vendor must click Continue to advance to step five of the VSS registration process. The fifth step in the vendor registration process requires the vendor to verify the information they entered in previous steps. The vendor updates incorrect information by clicking the Change link for the appropriate section. When the link is clicked, Vendor Self Service returns to the page for that step Munis Vendor Self Service User Guide, Version 10.5 Page 16

17 When all of the entered information is correct, the vendor must select the check box to agree to your organization s terms and conditions, and then click Register to complete the process. Vendor Self Service displays a registration confirmation page that provides the vendor with links to register commodities or update their VSS profile, and to upload attachments to their profile. Alternatively, the vendor can click the My Profile option on the navigation menu to open their profile page. Newly registered vendors only have access to the Home, Vendor Self Service, My Profile, and Bids options on the navigation menu. 18 Vendor Self Service Home Page The Vendor Self Service home page contains a banner, navigation menu, and a series of summary information groups. Clicking the vendor name in the banner displays the following menu options: Home Returns the vendor to the Munis Self Service home page. My Account Opens the My Account page containing the vendor s account information. Log Out Logs the vendor out of Munis Self Service. Munis Vendor Self Service User Guide, Version 10.5 Page 18

19 If the vendor clicks the Resources list in the banner, VSS displays a list of resource items. These items are hyperlinks or documents defined and uploaded by your organization s VSS administrator. Vendor Navigation Vendors use the navigation menu or the buttons in the group banners to navigate between pages in Vendor Self Service. Munis Vendor Self Service User Guide, Version 10.5 Page 19

20 My Profile Clicking View Profile in the Profile Information group or the My Profile option in the navigation menu opens the My Profile page. The page displays vendor profile information that is divided into groups. Clicking the Change link in any group allows the vendor to update the data in that group. The General Information group contains the vendor s address and contact information, type and foreign entity status, minority business enterprise status and certifications, and discount terms. If your VSS administrator has enabled viewing of banking information on vendor Munis Vendor Self Service User Guide, Version 10.5 Page 20

22 The Address Information group displays the vendor s remittance address and contact information. The Address Contacts group lists the vendor s contact persons and information. The group is sorted by contact type. The Current Vendor Commodities group contains a list of commodity codes associated with the vendor. Vendors remove commodities from the list by clicking the Remove link. The Add link allows vendor to add commodities to the list. Munis Vendor Self Service User Guide, Version 10.5 Page 22

23 Attachments A vendor adds attachments to their profile by clicking Attachments on the navigation menu. The Attachments option is only available when the vendor is viewing their My Profile page. Attachments are added by clicking the Browse button on the Attachments page, selecting the file to attach, and then clicking the Upload button. This causes the page to display a list of files to attach. Vendors can attach an unlimited number of files using this method. Clicking the Remove link next to a file removes it from the attachment list. When the vendor has finished selecting files, they must click Upload to upload the files. 24 The uploaded files are added to the Attachments page. The uploaded files are also added to the vendor record in the Munis Vendors program and they can be viewed on the Vendor Attachments screen of that program. The vendor cannot maintain their attachments in VSS once they have been uploaded. A Munis user from your organization must access the vendor record in the Vendors program and use the buttons on the Vendor Attachments screen to add, update, or delete the vendor s attached files. 25 Commodities Clicking Commodities on the navigation menu or clicking Add in the Current Vendor Commodities group opens the Vendor Commodities page. Vendors use the Search box to search for commodities by code or keyword. Alternatively, clicking the List All Commodities/Services link displays all commodity codes in your organization s Munis database. VSS displays the number of codes found during a search and updates the commodity table. Munis Vendor Self Service User Guide, Version 10.5 Page 25

26 The numbered links above the commodities table allow vendors to view additional groups of codes. Selecting the check box for a code indicates that it should be added to the vendor s profile. Clicking Select All selects all of the check boxes currently displayed on the page. VSS saves the value of each check box when the vendor navigates between groups of commodity codes. When the vendor clicks Add, VSS adds all of the selected commodity codes to the vendor s profile and updates the Currently Added table. Clicking the Remove link removes the commodity from the table. After a vendor has finished adding commodity codes to their profile, they must click the Finished button. This completes the commodity addition process and returns the vendor to the My Profile page, where they can view a full listing of their associated commodity codes on the Current Vendor Commodities table. 27 1099 The 1099 page displays a listing of the vendor s 1099 data for a selected year. Vendors use the Year list to select the fiscal year for which to view 1099 data. The data includes the 1099 box code, a description of the code type, and the 1099 amount. Clicking a code type opens the Vendor 1099 Invoice Detail page. This page displays the general 1099 information, as well as a listing of 1099 invoice details, if they exist for the selected box code. 28 Bids The Bids page is accessed by clicking Bids on the menu or Search Bids in the Bids group. It provides vendors with the ability to search for bids that exist in your organization s Munis database. A bid search is performed by completing the Bid Number and Bid Description boxes and selecting or clearing the Bid Status check box. To search for all bid records, vendors leave all of the boxes blank and then click Search. After the vendor clicks Search, Vendor Self Service Munis Vendor Self Service User Guide, Version 10.5 Page 28

29 displays a list of bid records that matched the entered criteria. Clicking Modify Search or New Search causes VSS to return to the Bids page in order to perform a new bid search. When Modify Search is clicked, the Bids page retains the previous search criteria, and allows the vendor to update that information as part of a new search action. 30 The RSS link allows vendors to subscribe to an RSS feed that is updated when your organization enters or updates bid records. The list of bids can be sorted by the value of a column by clicking the column title. VSS inserts an up or down arrow in the column header to indicate that the column values are sorted by ascending or descending values. Munis Vendor Self Service User Guide, Version 10.5 Page 30

31 When the Details link is clicked for a bid, VSS displays the Request for Bids page. The Request for Bids page displays information about the bid that your organization entered in Munis. Clicking the Return to Search Results link or Return to Results in the navigation menu returns the vendor to the list of bids on the Bids page. 32 Vendors must click the Bid on this Request link in the Bid Information group or the Make a Bid button to enter bid quotes against the request. Doing so opens the Make Bid page. However, the Make a Bid button and the Bid on this Request link are only available for bids for which a Vendor Response Due date has been entered in the Munis Create Bids program. If the date has passed, or no date has been entered, vendors cannot enter bids for that record. In order to submit bid quotes, the vendor must click the Bid on Commodity link for a specific commodity code, which opens a new Make Bid page where the vendor can enter bid information. 33 The vendor completes the boxes on the page, using the following table as a reference. Field Description Item Number This box contains the vendor s internal item number for the commodity. The number is typically the vendor s stock or part number. Bid Per Unit This box provides the vendor s per unit price. The total price for the commodity is determined by multiplying the per unit price by the needed quantity from the bid record. Freight Charge This box contains the vendor s freight charge per order. The vendor can select either a fixed dollar amount or a percentage amount using the list. The box is only available if your organization selected the Allow Use of Vendor s Terms check box for the bid record in the Munis Create Bids program. Handling Charge This box contains the vendor s per order handling charge. The box is only available if your organization selected the Allow Use of Vendor s Terms check box for the bid record in the Munis Create Bids program. Discount Percentage This box defines the vendor s discount percentage, which is applied to orders placed against the bid. The box is only available if your organization selected the Allow Use of Vendor s Terms check box for the bid record in the Munis Create Bids program. The vendor clicks Continue after completing the boxes, which causes VSS to save the entry and return to the View Bid page. For each bid the vendor has submitted a quote, VSS replaces the Bid on Commodity link with a Change link. Clicking Change returns the vendor to the Make Bid page for that commodity, where they can update the boxes in order to change their bid quote. 34 After the vendor has entered quotes for each item on the bid request, they can enter a bid ID in the My Bid ID box. The value is used for reference and informational purposes, and it is not required. The vendor must then click Continue on the Make Bid page to review and submit the quotes. VSS does not save the quotes until Continue is clicked. Vendor Self Service saves the vendor s entries and advances to the Make Bid - Review page. If your organization selected the Require Vendor Pricing on All Commodity Codes check box for this bid record in the Create Bids program, VSS ensures that the vendor has entered a price quote for each commodity in the bid. The Requirement Status indicates whether the vendor is in compliance with this criteria or not. When the vendor has met the requirements Munis Vendor Self Service User Guide, Version 10.5 Page 34

35 and clicked Submit Bid, VSS changes the Requirement Status to Complete. Vendors add attachments to their bid quotes by selecting an attachment type and using the Browse button to select the file to attach. Munis Vendor Self Service User Guide, Version 10.5 Page 35

36 Attachment types are defined for the bid request in Munis using the Vendor Documents option in the Create Bids program. Vendors can modify or cancel their bid quote by clicking the buttons on the Make Bid Review page. When the quote is complete and ready for submission, the vendor must click Submit Bid. 37 After the bid is submitted, VSS displays the Make Bid Confirmation page. The page contains the updated bid information and a hyperlink that the vendor can use to quickly navigate to the bid record in VSS. The vendor can make changes to their bid using the hyperlink until the bid reaches a status of 8 Awarding in Munis. Once a bid has been awarded, vendor quotes cannot be edited in VSS for that bid. It is recommended that the vendor print the confirmation page for their records. The Make Bid Confirmation page also displays the updated Requirement Status and attached files. 38 My Bids The My Bids page contains a listing of all bids submitted by the vendor, and it provides links that allow the vendor to view, change, or cancel their bids. The page is accessed by clicking My Bids on the navigation menu. Vendors sort the list of bids by clicking the title of the column by which to sort the information. If the vendor clicks the View/Change link, VSS displays the View Bid Page. This page displays the bid details and contains Change links for each commodity on the bid. The Change links are not available if the Vendor Response Due date for the bid record has passed or no date has Munis Vendor Self Service User Guide, Version 10.5 Page 38

39 been entered in the Munis Create Bids program. Clicking Cancel for a bid on the My Bids page causes VSS to display a confirmation message. The vendor must click OK to confirm the cancellation. Munis Vendor Self Service User Guide, Version 10.5 Page 39

40 Checks The Vendor Check Search page is accessed by clicking Checks on the navigation menu. The page provides fields that are used to search for checks issued to the vendor by your organization. Completing the fields and clicking Search opens the Vendor Check Information page, which lists the checks that meet the vendor s search criteria. 41 Clicking Modify Search or New Search returns the vendor to the Vendor Check Search page. The listing of checks can be sorted by clicking a column title. The page refreshes to display additional checks in the list when the vendor clicks a page number at the bottom of the screen. 42 Invoices Clicking Invoices on the navigation menu opens the Vendor AP Invoice Search page. This page provides vendors with the ability to search for invoices in your organization s Munis database. Vendors are only able to view invoices that are associated with their vendor ID. Vendors complete the boxes on the page, and then click Search, to find invoices that match search criteria. 43 The Modify Search and New Search links return a vendor to the Vendor AP Invoice Search page. Clicking a column title sorts the list of invoices by that column s values. Vendors view additional invoices by clicking the page numbers. When clicked, the View link opens the Invoice Detail page, which is an inquiry-only display of invoice data. 44 Purchase Orders When a vendor clicks the Purchase Orders option on the navigation menu, VSS opens the Vendor Purchase Order Search page. Completing the fields on the page, and then clicking Search causes VSS to display the search results on the Purchase Order Search Results page. 45 The Modify Search and New Search links return a vendor to the Vendor Purchase Order Search page. Clicking a column title sorts the list of purchase orders by that column s values. Vendors view additional purchase orders by clicking the page numbers. When clicked, the View link opens the Purchase Order Detail page, which is an inquiry-only display of purchase order information. 46 Appendix A: Managing Minority Business Enterprise Certificates If your organization s Vendor Self Service administrator has cleared the Disable MBE Certification Management check box on the Vendor Administration page, vendors can manage their minority business enterprise (MBE) certifications in Vendor Self Service. In order to maintain their MBE certifications, the vendor must access their My Profile page, and then click Change in the General Information section. Clicking Change opens the Make Changes page, which contains the Minority Business Entity (MBE) section. The Minority Business Entity (MBE) section contains the check boxes that determine whether the vendor is a minority business enterprise or not, and if so, which classifications the vendor possesses. The classifications that appear in the list are defined by your organization using the Accounts Payable Miscellaneous Codes program in Munis. The vendor must click the Manage link for a classification in order to open the classification on the Manage MBE Classification Certificates page. 47 and allows entry of new certificates. Clicking the Add New Certificate link updates the page to include the Certificate Details section. The vendor must complete the Agency, Issue Date, and Expiration Date boxes for the Munis Vendor Self Service User Guide, Version 10.5 Page 47

49 When the vendor has finished entering data in the boxes, clicking Done saves the entry and displays the Make Changes page. The Make Changes page includes a warning message that indicates the new certificate is ready to be added to the vendor s profile and that certificate information is not saved until the vendor s entire profile is saved. The vendor can continue to add certificates for this classification by clicking Add New Certificate. To modify or delete a certificate, the vendor uses the Edit or Remove links. After entering all of the certificates for this classification, the vendor must click Changes Complete to save the certificate entries or Cancel All to discard all of the certificate information. Clicking Changes Complete returns the vendor to the My Profile Make Changes page, where the Munis Vendor Self Service User Guide, Version 10.5 Page 49

50 Minority Business Entity section displays the updated certification count. The vendor continues entering certificate information for each applicable classification, and then clicks Update to permanently update their profile with the certificate information. Changes are not permanently retained until Update is clicked. After clicking Update, the vendor is returned to the My Profile page, where the MBE certification information has been updated.
