1 Meeting Report The 28th ISO/IEC JTC 1/SC 29 Plenary Meeting , Warsaw, Poland The 28th ISO/IEC JTC 1/SC 29 Plenary meeting was held on Saturday, , at Marriott Hotel Warsaw. The Plenary meeting followed the WG1 and WG 11 meetings, /26, at Marriott Hotel Warsaw. Polish Committee for Standardization hosted these meetings. Mr. Kohtaro Asai, the SC 29 Chairman, presided at the Plenary meeting. 1 Opening The SC 29 Chairman opened the Plenary meeting at approximately 09:00 a.m. on On behalf of the host organization, Prof. Marek Domański welcomed the participants. 2 Roll Call A total of 14 participants representing P-members and Liaisons were in attendance (ref. attendance list: attachment 1). 3 Drafting Committee The NBs of France and US nominated members for the drafting committee. SC 29 appointed them and the SC 29 Secretariat as members: Prof. Francoise Preteux, France Dr. Andrew G. Tescher, USA Dr. Gary Sullivan, USA Mr. Shinji Watanabe, the SC 29 Secretariat 4 Agenda SC 29 adopted the final draft agenda (ref. final agenda: attachment 2). 5 Previous Meeting Report There were no comments received on the draft meeting report of the 27th SC 29 Plenary meeting, , Sapporo, Japan. SC 29 approved it (ref. SC 29 N 15007). * Resolution 11: Approval of Meeting Report SC 29 approves the meeting report of the 27th SC 29 Plenary meeting, , Sapporo, Japan, as in SC 29 N Report and Review - JTC 1 Mr. Kohtaro Asai, the SC 29 Chairman, reported on the recent JTC 1 activities affecting SC 29 mainly based on the Resolutions taken at the 29th JTC 1 Plenary meeting, /20, Abu Dhabi, United Arab Emirates (ref. SC 29 N 14696, JTC 1 N 12395). The Chairman focused participants' attention on the following Resolutions: Res. 1: Appointment of JTC 1 Chair Res. 11: Streamlining free availability of standards developed in collaboration with ITU-T

2 Res. 12: Use of handy names or acronyms for identification of common standards with ITU-T Res. 19: Technology Areas for SWG on Planning to Investigate Res. 28: Establishment of a JTC 1 Working Group 9 on Big Data Res. 30: Establishment of JTC 1 Working Group 10 on Internet of Things (IoT) Res. 32: Instruction to JTC 1 Liaison to ISO/TC 215 Res. 35: Future Meetings Res. 36: Timing of contributions for the October 2015 JTC 1 Plenary meeting in Beijing, China * Resolution 19: Technology Areas for SWG on Planning to Investigate SC 29 reviewed Resolution 19 and discussed. SC 29 confirmed that it is needed to confirm the person in charge about this item. SC 29 Chair noted that he would follow this item. * Resolution 32: Instruction to JTC 1 Liaison to ISO/TC 215 SC 29 reviewed Resolution 32. SC 29 confirmed making contact with ISO/TC 215. SC 29 Chair noted that he would follow this item. Document Handling In conjunction with the Resolutions taken at the JTC 1 SWG-Directives Meeting, , Seoul, Korea (ref. SC 29 N 14929, JTC 1/SWG 2 N 629), SC 29 discussed problem of document handling on the SC 29 Website. To avoid confusions of document handling, SC 29 requested the SC 29 Secretariat to update the SC 29 Website appropriately and immediately. 7 Reports and Review - SC SC 29 Chairman The SC 29 Chairman presented the draft Business Plan of SC 29 (ref. SC 29 N 15044). The SC 29 Chairman promised to provide the SC 29 AGM members with a revised draft Business Plan by * Resolution 5: SC 29 Business Plan SC 29 requests its Chairman to update the SC 29 Draft Business Plan in SC 29 N by , and instructs the SC 29 Secretariat to submit it to JTC 1 after review by the AGM. 7.2 SC 29 Secretariat In accordance with Resolution 4 taken at the 12th JTC 1 Plenary meeting, noting up-to-date Secretariat report information was available and accessible from the SC 29 Web site, no Secretariat report was submitted. The SC 29 Secretary pointed out the status of SC 29 P-members participation, and notified that the status would be submitted to the ISO/IEC ITTF. *Resolution 12: Status of SC 29 P-members' Participation SC 29 instructs its Secretariat to submit the current status of SC 29 P-members' participation to the ISO/IEC ITTF to remind these members of their obligation to participate in plenary meetings and cast a letter ballot.

3 7.3 WG 1 Prof. Touradj Ebrahimi, the WG 1 Convener, reported on the activities of WG 1 based on the results of the following four meetings: the 66th SC 29/WG 1 meeting, /11, Sapporo, Japan the 67rd SC 29/WG 1 meeting, /24, Strasbourg, France the 68th SC 29/WG 1 meeting, /06, Sydney, Australia the 69th SC 29/WG 1 meeting, /26, Warsaw, Poland Prof. Touradj Ebrahimi made a presentation of JPEG Business Plan (ref. SC 29 N 15058). 7.4 WG 11 Dr. Leonardo Chiariglione, the WG 11 Convener, reported on the activities of WG 11 based on the results of the following four meetings: the 109th SC 29/WG 11 meeting, /11, Sapporo, Japan the 110th SC 29/WG 11 meeting, /08-02, Strasbourg, France the 111st SC 29/WG 11 meeting, /11-01, Geneva, Switzerland the 112nd SC 29/WG 11 meeting, /17, Warsaw, Poland Dr. Leonardo Chiariglione reported mainly on Resolutions of the latest WG 11 meeting. 7.5 SC 29/Maintenance Task Force on ISO/IEC Series There was no report for this meeting. 7.6 Advisory Group on Management (AGM) Dr. Andy Tescher, the AGM Convener, gave an oral report on AGM. It was discussed the handling of NB comments and distribution of ISO Certificates. Regarding the handling of NBs comments, NBs were reminded that if NBs have comments on the work in SC 29 or contributions, the NBs should submit their comments directly to SC 29 (not to a WG) as per Resolution 10 of the 27th SC 29 Plenary. 7.7 National Body Contribution SC 29 reviewed the following contributions. SC 29 N (USNB Contribution) SC 29 N (Japan NB Contribution) SC 29's Chair SC 29 reviewed SC 29 N 14969, USNB Contribution and SC 29 N 15048, Japan NB Contribution on SC 29's Chair. [SC 29 confirmed that SC 29/WG 11 has received and processed this USNB Contribution.] 8 Reports and Review on Liaison 8.1 Review of SC 29 Liaison Relationships SC 29 reviewed its Liaisons (ref. List of L-Members). SC 29's decisions are in Liaison Representatives

4 SC 29 reviewed the list of the SC 29 liaison representatives. SC 29 appointed the following representatives: Video Services Forum (VSF): Dr. Antonin Descampe (ref. SC 29 N ) The latest Liaison Representatives are listed on the Website (ref. 5 votes: Publication stage (IS/AMD/COR): 27 items Approval stage (FDIS/FDAM): 24 items Enquiry stage (DIS/DAM/DTR): 44 items Committee stage (WD/CD/PDAM/PDTR): 24 items SC 29 updated target dates for progression of the work items (Ref. SC 29 N 15093). *Resolution 1: Progression of Work Items SC 29 approves the following progression of work items on the condition that substantial support is received and Disposition of Comments reports satisfactorily dispose all comments accompanying negative votes. SC 29 further approves the subsequent progression to the next stage on the condition that substantial support is received and the Disposition of Comments reports satisfactorily dispose of all comments accompanying negative votes. SC 29 instructs its WG conveners to ensure the comments are handled appropriately. 9.3 Freely Available Standards SC 29 decided to forward the following proposals to JTC 1 to make IS (including its amendments, corrigenda, and future revisions) freely available on the ITTF web site. ISO/IEC *Resolution 7: Freely Available Standards SC 29 recommends to make following IS (including its amendments, corrigenda, and future revisions) freely available on the ITTF web site. 9.4 Project Editors SC 29 reviewed the list of SC 29 project editors. SC 29 newly appointed 27 project editors. The list of recipients of the ISO/IEC Certificates was included in the Resolutions. SC 29 Secretariat will hand the ISO/IEC Certificates which are kept at SC 29 Secretariat's side. *Resolution 15: ISO/IEC Certificates of appreciation SC 29 nominates the following editors as recipients of ISO/IEC Certificates (180). 10 Appointment of SC 29 Officers 10.1 SC 29 Chair SC 29 endorsed Mr. Kohtaro Asai, as the SC 29 Chairman. *Resolution 8: Appointment of SC 29 Officers ISO/IEC JTC 1/SC 29 proposes for Mr. Kohtaro Asai to continue as Chair of SC 29 for an additional three-year term and request JTC 1 and TMB for an extension of his term of office beyond the nine-year limit. Justification Mr. Asai is an effective and well-regarded Chairperson of ISO/IEC JTC 1/SC 29 and has proved his ability to lead and direct members and obtain consensus. He is experienced in the field of multimedia and knows well the subject and market needs. Re-appointment of him will preserve continuity and progress of work including good cooperation between the SC Secretariat and SC s working groups. No other suitable candidates for chairmanship have been identified by SC 29 NBs. Succession plan Japan National Body holding the secretariat of SC 29 has expressed its intention to seek and/or train a successor to Mr. Asai before the end of his Chairman's term, in cooperation with the SC AGM Convener SC 29 appointed Dr. Andy Tescher as the AGM Convener. *Resolution 9: Appointment of Convenor of SC 29 Advisory Group on Management (AGM) ISO/IEC JTC 1/SC 29 approves the appointment of Dr. Andrew G. Tescher of the USNB for a three year term as Convenor of the SC 29 Advisory Group on Management (AGM).
