4 Bluebook AppraiserBASE ACI integrates with Bluebook AppraiserBASE to calculate and import Cost Approach figures directly into reports. Using Bluebook AppraiserBASE 1. Open a report and click eservices > Cost Valuation Models > Bluebook AppraiserBASE. If prompted, enter the WebServices password and click OK. NOTE: When the number of Bluebook transactions falls below a specified number, Report alerts you to the number of remaining transactions. See Notification of Remaining Transactions for additional information. 2. Confirm the accuracy of all data and enter additional information as needed. Click Next to continue to the Property Details window, or click Calculate to generate the Estimated Replacement Cost (ERC), or click Cancel to abandon. 3. (Optional) In the Property Details window, select a Feature and click Add or select an Attribute and click Edit. Enter the details and click OK. See Adding Attributes and Editing Attributes for additional information. 4. Click Next to continue to the Add Property Additions window, click Back to return to the previous screen, click Cancel to abandon, click Calculate to generate the Estimated Replacement Cost (ERC), or click Cancel to abandon. 5. (Optional) In the Add Property Additions window, click Add, enter addition details and click OK. See Adding Property Additions for additional information. Click Back to return to the previous screen, click Calculate to generate the Estimated Replacement Cost (ERC), or click Cancel to abandon. 6. Verify the Estimated Replacement Cost (ERC) figures. Click Back to return to the previous screen, or click Cancel to abandon. View Results Opens the Bluebook AppraiserBASE: Results window, listing the Attribute breakdowns that create the ERC. Click Back to return to the Valuation window. View PDF Opens the Appraiser Assisted Residential Cost Analysis (AARCA) Report, listing the ERC breakdown. Save the PDF for future reference. 5 7. Select the preferred option from the When importing data into the report drop-down menu (optional). Overwrite existing report data Replaces data in the report with Bluebook data. Leave existing data alone Retains data already in the report and inserts Bluebook data in any blank fields. 8. Select the preferred option from the Text data should be drop-down menu (optional) and click Import. Left alone (no changes) Imports data with Bluebook formatting. Converted to lower case Imports data formatted with lower-case letters. Converted to Mixed case Imports data with the first letter of each field capitalized. Converted to Capital Case Imports data with the first letter of each word capitalized. Converted to ALL CAPS Imports data formatted with capital letters. 6 Adding Attributes 1. From the Bluebook AppraiserBASE: Property Details window, select a Feature and click Add. 2. Edit the Feature and click OK. Attribute Select an Attribute from the drop-down list. The selected Feature determines the available Attributes. Value Enter a Value. The selected Attribute determines the Value type. Value types are indicated on-screen as numbers (#), percentages (%) or square footage (sqft). Quality Quality defaults to Builder. Select a Quality rating from the drop-down list. Condition Condition defaults to Average. Select a Condition from the drop-down list. Age Enter the Attribute age in years. TIP: By default, all Feature attributes display when the Bluebook AppraiserBASE: Property Details window opens. Click Expand all to expand all Features, or click Collapse all to collapse all Features, or click the Tree Control icon ( / ) to expand or collapse details for the selected Feature. 7 Editing Attributes 1. From the Bluebook AppraiserBASE: Property Details window, select an Attribute and click Edit. 2. Edit the Attribute and click OK. Attribute Select an Attribute from the drop-down list. The selected Feature determines the available Attributes. Value Enter a Value. The selected Attribute determines the Value type. 8 Adding Property Additions 3. From the Bluebook AppraiserBASE: Property Additions window, click Add. 4. Enter the Addition details and click OK. Description Enter the Addition name or description. Value Enter a dollar amount for the Addition. Primary living area When selected, the addition is included in the Estimated Replacement Cost (ERC) calculation. When deselected, the addition is listed as an As-is Value of Site Improvements line item in the Cost Approach. About Estimated Replacement Cost (ERC) Each Bluebook AppraiserBASE window includes a Calculate button. Clicking Calculate generates the Estimated Replacement Cost (ERC) based on the known property Features, Additions, and Attributes. NOTE: Living area ERC includes entrepreneurial costs (10% profit, 10% overhead and 2.5% architectural fees). NOTE: Depreciation is determined for each Attribute using the Normal Useful Life method. TIP: See the Bluebook Residential & Light Commercial Cost Guide for additional information regarding entrepreneurial costs and Normal Useful Life. 9 Bluebook Terminology AARCA The Appraiser Assisted Residential Cost Analysis Report lists the breakdown of the estimated replacement cost (ERC). Age Age is the length of existence of the Attribute in years. Attribute An Attribute is a Feature subcategory that provides further detail. Attribute details are specific to each Feature. For example, carpet, tile and hardwood are Attributes of the Flooring Feature. Condition Condition is the physical condition or readiness-for-use of an Attribute. The calculation of Actual Cash Value includes Condition. Condition does not affect Estimated Replacement Cost. Excellent Very little depreciation. Good Some but less than normal depreciation. Average Normal depreciation. Fair More than normal depreciation. Poor Advanced depreciation. N/A Condition is not applicable. Estimated Replacement Cost (ERC) Estimated Replacement Cost is a dollar value based on the known characteristics of a property. Entrepreneurial costs (10% profit, 10% overhead, and 2.5% architectural fees) are calculated into the ERC for the living area. Estimated Replacement Cost does not include depreciation. Depreciation is determined for each Attribute using the Normal Useful Life method. Feature A Feature is a component of a home that affects depreciation. Bluebook AppraiserBASE Bluebook Terminology 7
10 Quality Quality is the grade of the structure or item. Quality defaults to Builder. Basic Entry-level quality with minimal upgrades. For example, Formica or very basic ceramic countertops, entry-grade linoleum and/or carpet, hollow-core doors, basic plumbing fixtures. Builder A clear upgrade from Basic including higher quality materials, build quality and features like custom ceramic countertops, hardwood cabinets, paneled doors, upgraded flooring, nice plumbing fixtures. Custom A significant upgrade from Builder including higher quality materials and features like granite countertops, custom cabinets, hardwood entryways, and high-end carpets. Designer A significant upgrade from Custom including architectural design and top-grade materials with extravagant finish work. Transaction A Transaction is a single Bluebook lookup. Purchase Transactions in lots of 20, 50, 100, 500, 750, 1,000, or 5,000 lookups. Researching a property through Bluebook deducts one Transaction from the total. Value A Value is assigned to each Attribute. Values are Attribute specific. Percentage (%) Enter the percentage of the area containing the Attribute. The sum of all Attribute percentages for a single Feature must equal 100. Square Feet (sqft) Enter the square footage of the Attribute. Number of Items (#) Enter the number of instances of the Attribute. Dollar Amount ($) Enter a dollar amount for the Attribute. Bluebook AppraiserBASE Bluebook Terminology 8
11 Bluebook eservices Options Use eservices Options to select preferences for Bluebook data import. 1. Click eservices > Options. 2. Click Data Import and select Bluebook AppraiserBASE. 3. Select preferences and click OK. AppraiserBASE Site URL The Bluebook AppraiserBASE site URL is When importing cost approach data Leave existing data alone Retains data already in the report and inserts Bluebook data in any blank fields. Overwrite existing report data Replaces data in the report with Bluebook data. When importing text Change to Capital Case Text imports with the first letter of each word capitalized. 12 Notification of Remaining Transactions Configure the Report program to display a notification when the specified number of Bluebook transactions is reached. 1. Click Options > Environment and select Licensing. 2. Enter the number of uses (transactions) remaining in Notify me when there are days, or uses left in my license. This setting defaults to one day or one use depending upon the product. 3. Click OK to apply the changes, or click Cancel to exit. Bluebook AppraiserBASE Notification of Remaining Transactions 10
13 DataMaster edata Service DataMaster pulls information directly from MLS and Public Records and downloads the data into an appraisal report in ACI. Launch DataMaster from ACI Report 1. Open a report file and click eservices > Property Search / Import > DataMaster, or click the DataMaster icon ( ) on the toolbar. 2. If prompted, enter the Web Product Permission Password. DataMaster launches. NOTE: DataMaster remembers the password for future use. 3. Select the Comparables in DataMaster. 4. Click Send to Report to import data into ACI Report. 5. Select the Data Processing option. Create a new report to import the data into. Select this option to create a new ACI Report. Enter the File name and click Save, and select the Report Pak and click OK to create the new report. Use an existing report to import the data into. Select this option to import data into an existing report. Browse to the location of the report, select the report file, and click Open. Use the current report to import the data into. Select this option to import data into the current open report. 6. Data imports into the Subject, Neighborhood, Site, Improvements, Sales Comparison Approach, and Cost Approach. 15 RealQuest RealQuest provides online public records and property data. Export data from the RealQuest website and import information into an appraisal. Importing Property Information from RealQuest 1. Visit and export the subject property and comparable data in.xls format. Save the.xls file to a location on the computer s hard drive. NOTE: Contact RealQuest for assistance with exporting property data. Contact information is available at 2. Open a report file and click eservices > Property Search/Import > RealQuest. Select an MLS provider from the drop down list and enter the MLS username and password. Click OK to continue, or click Cancel to abandon.
