1 ISG127/08 Confirmation of Compliance CEWE Prometer R and W with new firmware Meeting Name Imbalance Settlement Group (ISG) Meeting Date 23 August 2011 Purpose of paper Summary For Information This paper informs the ISG that CEWE Instrument AB, a Meter manufacturer, has released new firmware versions for the Prometer R and W Meter types. The manufacturer has confirmed that the firmware updates do not affect compliance with CoPs 1, 2, 3 and 5 and that the protocol has not been affected. The Central Data Collection Agent has confirmed that they are able to successfully dial Prometer R and W Meter types with the new firmware versions. As a result of these confirmations we have issued updated compliance and protocol approval certificates to the applicant and notified industry of the approvals via the BSCCo website and Newscast. 1. BSC Requirements 1.1 Section L 1 of the Balancing and Settlement Code (BSC) requires that all Metering Equipment used for Settlement comply with the relevant Code of Practice (CoP) or be the subject of a Metering Dispensation in accordance with BSCP In order to confirm compliance with the relevant CoP, applicants must submit Metering Equipment for compliance testing and protocol approval in accordance with BSCP The Half Hourly CoPs require that Outstation data be to a format and protocol approved by the Panel in accordance with BSCP Compliance Testing 2.1 In January 2009 the Prometer R and W Meter types with firmware v2.0.1 were found to comply with Code of Practice (CoP) 1 Issue 2, CoP2 Issue 4, CoP3 Issue 5 and CoP5 Issue 6. Firmware v2.0.1 was released to address a password length non-compliance with firmware v1.4.2, which was the subject of Metering Dispensation D/ Metering 2 Metering Dispensations 3 Metering Protocol Approval and Compliance Testing 4 D/340 was a temporary Dispensation which expired in February ISG127/08 v1.0 Page 1 of 2 ELEXON 2011
2 ISG127/ In July 2011 we received an application from CEWE Instrument AB, the Meter manufacturer, seeking approval to release new firmware versions (v2.1.x, v3.0.x and v3.1.x) of the Prometer R and W. The manufacturer confirmed (Attachment A) that the new firmware versions do not affect existing compliance with CoPs 1, 2, 3 and 5 and that the approved protocol has not been changed. 2.3 The Central Data Collection Agent (CDCA) has also confirmed through in-house testing that they can successfully dial these Meter types with the new firmware versions (Attachment B). 2.4 As a result of these confirmations we have issued updated certificates of compliance and protocol approval to the applicant. 2.5 We have also notified industry of the approvals via the BSCCo website and Newscast. 3. Recommendations 3.1 We invite you to: a) NOTE that CEWE Instrument AB have confirmed that the new firmware versions (v2.1.x, v3.0.x and v3.1.x) for the Prometer R and W do not affect existing compliance with CoPs 1, 2, 3 and 5; b) NOTE that CEWE Instrument AB have confirmed that the approved protocol for the Prometer R and W has not been changed; c) NOTE that the CDCA has confirmed that they can successfully dial these Meter types with these versions of firmware; and d) NOTE that we have notified industry of the approvals via the BSCCo website and Newscast. 3 B (1) 13th July 2011 Mike Smith Elexon Our ref.: Firmware version 2.1 & 3.x Your ref.: CewePrometer R & W Dear Mr Smith, In the last year we have had a new firmware version of the CewePrometer released in Europe and this is now due to be released to the UK market, following testing by IMServ, Stark and TMA data retrieval organisations. All protocol testing has been successfully completed and we would like to seek formal approval so we can release to the market. There are three main changes to the product Addition of extra flag for auxiliary lost. New load curve addition to cater for 1(2)A & 5(10)A user programmable (version 2 meters have single load curve whereas version 3 meters have 2 load curves (one for each range). Addition of logging channels on version 3.1 meter (specifically for NGT and includes individual harmonic logging) In line with our normal process of updating firmware we now release a new top level number. We are therefore requesting formal approval for the new firmware. No other function or protocol has been altered in the meter. Version released version for UK Version is the same functionality as version 3 but as an upgrade of version 2.0.x (with single load curve programmed into meter) Version released for NGT Can we possibly just refer to versions as 2.0.x, 2.1.x, 3.0.x and 3.1.x as the last digit is usually only for minor changes that affect production items or changes in components. We will of course still notify you of any changes that change the function of the meter, with regards to physical functions or communication protocols. 5 1(1) 13th October 2010 Mike Smith Elexon Our ref.: Firmware version 3 Your ref.: CewePrometer R & W Mike, Following our telephone conversation, I am writing to confirm some new updates to the CewePrometer. We have been working on a new software version of the meters to accommodate extra functions of the other European markets and these are now planned to be released into the UK market, once your approval has been gained. The new version is designated firmware version 3, this allows the meter to have two distinct current ranges; 1(2)A and 5(10)A. The meter has undergone testing at SGS and found to be compliant with MID and OFGEM requirements. I have attached a copy of the OFGEM certificate to the . V3 has been introduced to allow the meter to have 100% overload on each current range. Additional functions are:- Voltage unbalance alarm has revised logic in line with some UK customer requirements. Tariff input support added. The present rate can be selected with up to 3 digital inputs. RS485 communication supported. Up to 4 communication ports (+ opto port) supported on rack meter. Added logger property flag for auxiliary voltage outage. Added possibility to log min or max of instant values. V2.1 is the same measurement engine but with all the functions of version 3, only to be used as an upgrade for firmware version 2 meters For version 2.1 and version 3 we have been working with the data retrieval agents to establish that there are no issues with adding the additional flag in the log file. We have had positive feedback from most and await the final agent to reply. Once this has been obtained we shall invite them to submit reports to you for approval of the protocol. 6 ISG127/08 - Attachment B Sent: Wed 27/07/ :32 Hi Mike, Following on from our conversation yesterday regarding the Invensys IMServ testing of the latest Cewe firmware, please find enclosed a copy of the testing we have completed in house for our records. I am pleased to confirm that all is well with the protocol and it is working in the way we would expect it to. This protocol testing has been completed using a sample test meter located in the Cewe Instruments lab in Sweden and has been completed in accordance with the template protocol approval script that we use in house, which is based upon the Elexon witnessing scripts that we have used in the past. I can confirm that our EIServer protocol required a minor tweak by EICT to allow the downloading of the new functionality that has been added for this latest firmware update and that no other changes were made. In addition I am able to confirm that I have also tested this latest protocol file, against the existing Cewe firmware and that no problems have been encountered. Could you please let me know if you require any further testing completing so that I can arrange this with Cewe or whether you require any further documentation completing so that I can get this sent across.
