4 GB Smart Meter Programme Mandated roll out programme Supplier led delivery Approximately 53 million electricity and gas meters to be changed 30 million homes to be visited Mass roll out to start sometime in 2017 Anticipated programme completion by end of 2020 Consumers will be able to see their near real time energy consumption data on their In- Home Display. Consumers will be able to share consumption data with third parties (such as switching sites) should they choose to. Part of a larger project to ultimately provide a smart grid across the GB and enable a low carbon future. 4 Energy Networks Association
5 Smart Meter Functionality and Data Available to Network Operators (DNOs) Power Outage Alerts Power Restoration Alerts Power outage start and end times (useful for accurate regulatory reporting) Check energisation status (ping the meter to confirm the supply to a home is on) Events alerts: Very high/very low voltage alert High/low voltage alert Voltage sag/swell (proxy for power quality) Import consumption (every half hour) stored for 13 months Export (every half hour) stored for 3 months Maximum Demand registers (KVA or VA) (maximum HH import value since last reset) Maximum Demand during a configurable period Maximum Export register (maximum HH export value since last reset) Average voltage (every half hour) stored for 3 months Voltage event counter Categorised as personal information and is subject to more stringent privacy controls. 5 Energy Networks Association
6 Typical HH Consumption Profile Half hour consumption data will be collected by the smart meter. The in-home display will show the customer how much energy they are using (kwh) and how much it costs ( ). kwh In the morning, you heat up the water for the shower, put the lights on, brew your coffee and toast your bread. When you get home, put the lights on, put a wash on and turn on the TV. Then, you start cooking - a lot of appliances on at the same time. 6 Energy Networks Association
7 Why do DNOs want Half Hourly Consumption Data Traditionally the energy flows within electricity networks were reasonably predictable. Electricity networks are changing with the onset of low carbon technologies and more localised generation of energy. DNOs are seeing a more complicated system of energy flows on their networks that are different and less predictable. DNOs need to understand the flow of electricity to optimise the sizing of their network. Granular HH consumption information will become much more important to assist the DNOs in continuing to operate an efficient, economic and coordinated network in a changing energy environment. 7 Energy Networks Association
8 DNO Access to Half Hourly Consumption Data As authorised users of the smart metering system DNOs have access to all the smart meters on their electricity distribution network and can request HH consumption data from each meter. However, there are legislative restrictions on DNO access to HH Consumption Data relating to a period of less than one month. HH Consumption data from smart meters is sent with: The Meter Point Administration Number (MPAN) which identifies the postal address of the meter. The DNO may be able to identify the customer using other systems. The Device ID for the meter at a specific location. This is linked to the MPAN so that knowing the Device ID means that the MPAN is known. 8 Energy Networks Association
9 DNOs are licensed to operate by Ofgem - The licence sets out a number of conditions Licence Prohibition on Obtaining Consumption Data 9 Energy Networks Association DNO distribution licence condition 10A prohibits a DNO from obtaining HH Consumption Data, which relates to a period of less than one month, unless: The DNO has obtained explicit consent from the customer; or The DNO suspects theft or abstraction of electricity; or The DNO intends to undertake a network trial and has given 14 days notice to the customer with no objection being received. Compliance with SLC10A is in addition to compliance with the Data Protection Act.
10 Exceptions to the Prohibition Data Access and Privacy Framework A DNO must submit a Data Access and Privacy Framework to Ofgem for their consideration and approval. The framework must demonstrate how Electricity Consumption Data which relates to a period of less than one month ceases to be data which is capable of being associated with a Domestic Customer at relevant premises, through its aggregation with other Electricity Consumption Data or by means of any other process. The framework must also provide specific details of what the anonymised HH data will be used for and describe the consumer benefits that will result from the use of the data. 10 Energy Networks Association
11 Anonymisation through Aggregation DNOs have explored how anonymisation might be achieved through the aggregation of multiple consumers HH profiles. As the aggregation levels increase, the usefulness of the data to DNOs decreases. Aggregation levels beyond 3 start to significantly diminish the usefulness of the HH data. Causes particular difficulties in rural networks and in areas where there are few smart meters installed. Until DNOs submit a formal proposal its uncertain if Ofgem would consider aggregation levels of 2 or 3 sufficient to render the data anonymised from an SLC10A perspective. From an ICO perspective, aggregation of 2 or 3 would mean that the data would still be personal and hence the DPA still applies. 11 Energy Networks Association
12 Anonymisation by other Means DNOs are also considering what options there are of achieving anonymisation by means of any other process, without losing the usefulness of the HH consumption data. Options being considered include: Storing the raw HH data in a secure environment, with restricted controlled access etc. Storing the raw HH data separately from the MPAN or Device ID In either case the HH data will still need to be referenced to a specific location on the network in some other way to be of any use. 12 Energy Networks Association
13 Compliance with SLC10A Anonymisation by Aggregation at Point of Collection HH consumption data is aggregated as it arrives at DNOs systems and then stored. DNOs would not retain individual consumption data at MPAN level. In rural areas, with sparse populations, or in an areas with very few smart meters, DNOs would have to collect all of the MPAN numbers for a larger area and combine them as one data node when collecting the data. There would only be one opportunity to aggregate the data which would limit how it could be used in the future. Complex IT system required to manage the aggregation as networks are constantly changing. So potentially a significant loss of usefulness of the HH data for large parts of the country. 13 Energy Networks Association
14 Compliance with SLC10A Anonymisation by Aggregation at Point of Use DNOs would obtain individual level HH consumption data at an MPAN level and store it in a secure controlled environment. DNOs would extract HH data aggregated at an appropriate level depending on the network analysis being carried out. This would mean the HH data could be aggregated in different ways to model different network arrangements increasing the usefulness of the data. The IT system would be relatively simple to develop and maintain. There is a need to balance the data privacy risk and the benefits that can be obtained from the data. 14 Energy Networks Association
15 What do Consumers Think? DNOs have sponsored some research to establish consumers attitudes towards DNOs having access to half hourly consumption data. The research is expected to conclude in February The output from the research will be used to inform each DNO s Data Access and Privacy Framework that is presented to Ofgem for consideration and approval. But DNOs will still need to convince Ofgem that their approach is compliant with SLC10A and the DPA. 15 Energy Networks Association
