10 Navigation Message Authentication for Galileo From the Galileo standpoint, Navigation Message Authentication is defined as the ability of the system to guarantee to the users that they are utilising non-counterfeit navigation data that comes from the Galileo satellites and not from any other (potentially malicious) source. 10

11 A unique feature that will bring added value Contributes to mitigate a well known GNSS vulnerability (spoofing) Clear differentiator w.r.t. other GNSS available to the civil community Fully backward compatible. Does not affect users not interested Disseminated on the first Galileo frequency (E1B) Open access: asymmetric cryptography. No need to store secret keys in the Rx, just public key Long-term cryptographically secure 11

12 Key elements of the Galileo TESLA-based solution MACK section: 480 bits per I/NAV sub-frame (30 sec) Authentication tags (MACs), computed via cryptographic hash function KEYs (time-delayed), that authenticate the navigation data MAC = f(navdata, KEY) HKROOT section: 120 bits per I/NAV sub-frame (30 sec) KROOT, needed to validate the KEY over SIS Digitally signed through a PUBLIC KEY prestored in the RX 12

17 Conclusions Galileo and EGNOS are operational Galileo is reaching its Full Operational Capability (FOC) Galileo Open Service is being upgraded to provide Navigation Message Authentication (OS-NMA) test signal in 2019 and become operational by 2020 Some receivers manufacturers are already prototyping OS-NMA Relevant test capability is being deployed at EC/JRC (Ispra, Italy) to assess OS-NMA added value against spoofing attacks Tachograph (and their GNSS receivers ) manufacturers are invited to express their interest to prototype and test OS-NMA to be ready for next regulation SiS ICD might change following the Experimentation phase NDA to be established to access the latest OSNMA SiS ICD specs 17
