Police is the major player to give greatest security to the public by controlling the crimes and maintenance of law and order. The introduction of Information and Communication Technologies are rapidly changing the way of public to interact not only with each other but also with private businesses and government institutions. Information Technology improve effectiveness and efficiency, capacity to store and process large volumes of data, it also improve intelligence and investigative capabilities and make ready access to criminal records and other kinds of relevant data. Information and Communication Technologies in policing make possible the collection, storage and rapid dissemination of information, it enhances public safety and reduces crime. As the standard of living in India improves, the Internet penetration too is on the rise. It is predicted that the growth of Internet users will be in excess of 15% per year. It is interesting to note that the demand for Internet comes not only from Indian cities, but also from its rural population. India s internet population witnessed a 31 per cent year-on-year increase to 73.9 million at the end of March 31, 2013 compared with 56.3 million in the year-ago period. The preferred medium to surf internet and consume information online also changed from PC to mobile. So this has enabled a wide scope for the technology to be implemented in the field of internal security of the nation which enables efficient and quick actions at the time of emergency or crime. We can achieve this by the implementation of P.Q.R.S like systems. 1

2 Objectives of the project: Based on the problem statement, the following objectives have been formulated. Developing a sophisticated Mobile Application for people, which is capable of processing the user reports and establish a proper communication with Server side web application The application should be able to communicate: Text information Image information Audio information GPS location information User credentials Developing a fully featured Web Application for the Service Provider end, which is capable of handling the reports submitted by the users, process it and provide all possible information about the reported event. Integration of this web Application with all possible modules that helps the Service Provider to: Manage and respond to the reports, View full statistics about the reports, Maintain user records, Allow/deny access to the system for individual user. 2

Report sent to the authorities will include one or more of the following information: Text Information Audio Information Image/Visual Information GPS Location Information User Credentials Once the user reports an incident using P.Q.R.S app, it will be sent to the police department server and all the information will be displayed in the web application designed for police department. The police department will be provided with a web based software system. Its main task is to handle the emergency reports and display accurate information submitted by the user and 4

process the details to get much more sophisticated information. It also tries to track down the real-time location of the user who submitted this request if he/she has turned on tracking.

Features: Quick Access: This module provides easy user-interface with reporting options for common emergency incidents. User can opt to just report an incident or report an incident with image and audio as evidence. Describe Event: This module gives option to the user for providing detailed description about the incident and also allows capturing the photo of the incident or Audio of the incident if required. Image Reporting: This module uses the camera capture APIs of the windows phone device and invokes the camera built into the device so that the user capture an image. After that, it invokes the Data Sending module to send the image to the PQRS server. 5

6 Audio Reporting: This module uses the microphone APIs of the windows phone device and invokes the microphone built into the device so that the user capture the audio. After that, it invokes the Data Sending module to send the image to the PQRS server. Location Tracking: This module is used to determine the accurate location of the user who is reporting an incident using PQRS App. It invokes the Geo Location APIs of the windows phone 8 to get the location co-ordinates i.e. Latitude, Longitude pair of the location. The location is calculated by keeping in consideration, the accuracy and timing threshold of the GPS system. Test Connection: This module tests the connectivity of the device with the PQRS server to decide whether to provide Online features or Offline features as soon as the user launches the application. Offline features: This module is used to provide offline features for the user when there is no internet connection in the device. Offline features include sending SOS message to the preset trusted contacts, calling emergency numbers such as 100,101,102 etc. Voice Recognition Module: This module enables the user to report an incident using voice commands. User can invoke built in Voice recognizer of the device and speak the predefined phrases to report respective incidents. Then the application uses the voice recognition definition from the code to decide what actions has to be performed. Real-time user statistics: This displays the statistics about the reports submitted by the user. The percentage of solved reports, pending reports and fake reports will be displayed using graphs. 6

7 Results and Conclusions: As per our analysis, the mobile application software and web application performs the designated functions efficiently. The web application is also performing the analytical and statistical tasks efficiently. P.Q.R.S mobile application for Windows Phone and Android has the capability of reporting from the location of emergency to police control room instantly. Capability of P.Q.R.S extends even further as it sends exact Geo Co-ordinates, which will help the police in tracking the location of emergency at a blink of an eye. There by making the communication between Police and Public, fast, simple and effective. If this system is implemented, its major contribution will be to the society to provide a safe and secure environment by minimizing the distance between the police department and common public which in turn helps to minimize the crime rate. Scope for Future Work: Regional specific report statistics can be developed. Some features can be developed such that basic mobile phones (Non Smart Phones) can take the advantage of the system. 7
