3 What is the Emergency Services Mobile Communications Programme? ESMCP has been identified by Major Projects Authority as one of the Top 10 programmes across Government. Established to look at the Emergency services future voice and data needs. Specifically deals with options for succeeding the current TETRA technology when necessary Cross-government programme Ministerial group chaired by Francis Maude Minister, Cabinet Office Senior Steering Group chaired by Helen Kilpatrick Permanent Secretary, Home Office Programme Board chaired by Stephen Webb Director CPG Fin and SRO Programme is gaining considerable momentum

4 ESMCP Objectives Provide cost effective and mission critical voice and data services to the emergency services, law enforcement agencies and other government organisations from 2016 Create an open and competitive environment for the provision of those services Provide a capability to be more flexible, and to enable business led change Provide continuity of service throughout any transition period Provide a united, coordinated and agreed approach across the ES

5 Requirements Capture Developed, reviewed and agreed with emergency services Output-based requirements to enable industry to develop innovative solutions Underpinned by requirements traceability and prioritisation Platform for contract specification that gives industry latitude to provide cost-effective solutions Enable the use of COTS solutions where available

6 Requirements elaboration ESMCP is now moving into the Requirements Elaboration Phase Development of operating concept, and future operating models Understanding relevant drivers for business change More effective public services Exploiting technology/commercial opportunities to achieve more cost effective outcomes Separation of requirements (Functional, Non-Functional etc) Link to test, acceptance and certification plans and schedules

7 Challenges in defining user requirements All three services have very different operating models for their current capabilities So far, user requirements work has led to predictable demands for current functionality plus more We have an extremely complex user environment, with 40+ police forces 40+ fire authorities, 9 ambulance trusts, devolved governments in Scotland and Wales and a range of other special users There is a strong interest in resilience and interoperability pan-government There is a need for extensive and regular, collective and bilateral consultation The aim is continue to identify each service requirements individually and then assess the scope for blending requirements into a tri-service approach

15 Emergency Services are Starting to Transition to a More Data Dominant Environment Gartner believes that the trend towards a more data centric set of business and operational services in the Emergency Services arena will follow that in the wider commercial market. In this wider sector data traffic has increased x39 time in the past 3 years with only a 40% market penetration of 3G.
