1 Eagle Public Library Technology Plan, Adopted by the Board of Trustees, September 12, 2016 Background The Eagle Public Library is a city library, located in southwest Idaho s Treasure Valley. The City of Eagle is primarily a bedroom community to the City of Boise. The March 2016 estimated population of the city was 25,500. Mission and Vision Mission: The Eagle Public Library enriches lives through lifelong learning and helps build a stronger sense of community within the City of Eagle. Vision: To provide a comfortable place where Eagle residents of all ages can satisfy their curiosity and stimulate their imagination. Plan Objectives This plan is intended to guide technological development in the library for the next five years. It supports the minimal needs of the library s mission statement, stimulates thought and discussion about the technological needs of our community, provides structure for planning and budgeting, and meets the criteria of an approved plan for the LYNX! Library Consortium member libraries. Current State of Staff Technology Knowledge During Fiscal Year 2014/15, the library management team worked to develop training to help library staff increase their technology skills to meet the expectations of library guests. The training was developed using OCLC s Competency Index for the Library Field and Edge Benchmarks. The training commenced in Fall Current State of Technology Internet/computer access is available for guest and employee use. The Library currently has three DSL lines. Wi-Fi allows library guests to use the Internet from their own wireless device. Subscription online databases allow library guests access to information in the library and elsewhere. Remote access databases include o Overdrive, o Freegal, o OneClick Digital, o IndieFlix, o Hoopla o ValueLine Investment Service, o Novelist, o Pronunciator, o LibCal, o LibGuides, o Reference USA, and o the various databases that comprise the LiLI service. The Library also subscribes to Consumer Reports, but remote access is not allowed for this database. The Eagle Public Library maintains its portion of the City s website. The Library s network consist of a router, firewall, domain controller, switches, servers, computers and peripherals. The system is networked together using CAT-5 cable. 2 Automation Objectives Use of automation technology to create an efficient and effective environment. Upgrade software and equipment according to schedule, or when appropriate or necessary. Provide guest and staff access to current automation technology. Review of Existing Automation Systems Integrated Library System (ILS) The Library migrated from the SIRSI/Dynix HorizonDynix to Innovative Interfaces Polaris in May The Library s ILS production server is housed at the Boise Public Library and is maintained by the City of Boise s Information Technology Department, through agreement with the LYNX! Library Consortium. The Consortium upgrades as required by Innovative Interfaces and maintains equipment equal to or better than required. Network The Library s web server is hosted by GovOffice.com. The Library has two servers; both with Windows Server 2008 OS. One domain controller and one SQL server. The Library uses the City s server. The Library uses the City of Boise s IT Department to host the Library s ILS and its Innovative Interfaces production server. Wiring in the building is CAT6, utilizing 2-48 port switches and Meraki firewall router which also acts as the content filter for public pc internet access and runs over a 50 mps fiber backbone. The network is configured into three separate VLANs: public, staff, and wireless. The Library utilizes the City s Microsoft Exchange server with filtering. Exempt staff may access their from inside or outside the Library. Web Site The Library utilizes the City s subscription to GovOffice website to maintain its website. The website domains cityofeagle.org and eaglepubliclibrary.org are hosted by GoDaddy and paid yearly for the domain ownership. Wireless Eagle Public Library s wireless router is used primarily for guest access and is on its own VLAN (known as Wireless), to restrict access to Staff or Public VLANS. The wireless is configured into two separate networks. One network, EAGLE_PUBLIC, provides open, nonfiltered access, while the other network, EAGLE_STAFF, is not open to the public, is nonfiltered, and requires a security key for access. Staff use WiFi on City owned laptop, tablet, and ereaders. Guest Access Computing Guest access is provided on the public internet computers through either a valid LYNX! Consortium Libraries card or with a temporary use pass printed by staff from Envisionware. The Library also makes six (6) laptops available for patron us within the Library (laptops circulate through the Circulation Desk). The Library has Microsoft s Windows 7 Professional and Microsoft Office Suite, Faronics DeepFreeze, and WinSelect installed on the computers. Internet Access The Library has a 50MB fiber connection. The Library s Internet is provided by Zayo. Technology Plan Goals and Objectives Goal 1 : The library hardware, software and network will meet the needs of the Library. o Objective A : Replace existing server with new server hardware and add a back-up domain controller server to both the EPLDOMAIN, and the EPLSQL servers. o Objective B : Track and maintain a four year pc replacement cycle for both staff and
3 public pcs. Incorporated into annual budget process Goal 2 : Participate in shared Integrated Library System (ILS) with other members of the LYNX! Library Consortium. o Objective A : Continue to work with LYNX! Consortium member libraries to improve guest interaction with ILS. Migrated to Innovative Interfaces Polaris in May o Objective B : Monitor trends of Integrated Library Systems annually. Goal 3 : Provide virtual access to library materials and online databases. o Objective A : Continue to provide digital books, audiobooks, magazines, music, and movies. Zinio, OneClickdigital and IndieFlix added in FY 14/15. Hoopla (ebooks, eaudio, graphic novels, music, and movies) added in FY 15/16 and 3M (ebooks) to be added in FY 17/18 (requires budget increase and group purchase with possibly Ada Community). o Objective B : Continue to provide remote and in-house access to digital resources and services. Freegal, Zinio, OneClickdigital, IndieFlix, ValueLine, and all Lili resources are available remotely and inhouse. Goal 4 : Eagle Public Library will provide well-trained staff with knowledge about using technology to improve library services. o Objective A : Uphold the Library s technologies competencies and provide training to staff to meet competency levels. Technology competency training to began in December o Objective B : Ensure staff has resources to adequately assist guests with digital library resources. Technology training needs (such as tablets) are purchased as required. Goal 5 : Eagle Public Library will provide ongoing library guest technology training. o Objective A : The Library will include technology training for the library guests and staff in keeping with its annual Operational Goals and Objectives. During FY 2014/15, the library instituted technology training programs for the public. These classes continue, with new topics added as necessary. In early FY 2016/17, 3D printing classes will be offered and 3D design and printing will be made available to guests o o Objective B : The Library will provide training and support for library guest personal electronic devices when library software is involved (such as OverDrive). Through the competency training, staff are better able to serve guests requiring assistance with their personal devices. Objective C : The Library will provide training and support for library guests to ensure digital literacy for all citizens of Eagle. During FY 2014/15, the library instituted technology training programs for the public. These classes continue, with new topics added as necessary. In early FY 2016/17, 3D printing classes will be offered and 3D design and printing will be made available to guests Evaluation The Library Director will oversee the implementation of the technology plan and its evaluation. The plan will be reviewed annually with the Technology Committee and its accomplishments reported to the Eagle Public Library Board of Trustees. Planning technology for the future will require flexibility and the ability to adapt and adjust to technical trends and changes. Since technology is constantly evolving, this plan is considered a framework that will guide, but not limit, the library s use of technology.
