Fingerprints and palmprints have been used by law enforcement agencies exclusively. Outside the law enforcement market, the fingerprint and palmprint identification are now required to be used in a wide range of civil projects aimed at providing security for the state and its citizens. Thus, the biometric identification systems can be adapted for various civil applications: production and use of biometric identity cards, physical access control at border crossing, personal identification at taking out allowances and government subsidies, information access and other systems of access control. Currently, the cumulative size of the PAPILLON AFIS databases being in operation in Russia is more than 90,000,000 tenprint cards (i.e. more than 900,000,000 fingerprint records). The use of our large-scale systems has proved that the parameters of accuracy and reliability of fingerprint identification performed by algorithms and technologies of PAPILLON do not depend upon database size. No other biometrics have been tried out yet to identify a person by conducting a search against databases of such enormous size. All software and hardware modules that PAPILLON produces fully comply with international standards (ISO) that are in force or being developed at present. PAPILLON participates in the work of Committee for Standardization No355 of the Federal Agency on Technical Regulating, Subcommittee No7 Biometrical Identification. Being a member of Russian Biometric Society, the company refines the forms of interaction between various biometrical modules and systems supplied by different Russian manufacturers. 3 2 3 PAPILLON Company has been producing fingerprint scanners since About 4200 of our scanners successfully operate throughout Russia and abroad. Currently, six scanning devices capable of performing live scan fingerprinting are put into production: PAPILLON DS-45 and PAPILLON DS-45M Livescan Fingerprint&Palmprint Devices Attached to a base computer. Designed to capture rolls, slaps (plain impressions of 4 fingers taken simultaneously and thumb of each hand) and palmprint images. The DS-45M is equipped with a built-in color LCD display for easy control on the scanning process not involving a computer monitor. Both the scanners were certified by the FBI, USA (the DS-45 in February 2010, the DS-45M in July 2010). Being an instrument of booking and identity checks, a fingerprint scanner is an integral part of every state-of-the-art automated fingerprint identification system. PAPILLON offers versatile fingerprint and palmprint scanners running under the PAPILLON application software, which are included as standard in all biometric identification systems designed and manufactured at the enterprise. An elastic contact surface (membrane) of the scanner optic unit enables more accurate capture of ridge patterns. Scanned finger or palm print images have a 500 ppi resolution and comply with the FBI s IAFIS Image Quality Specification: CJIS TD 0110; CJIS RS 0010 (v7) app.f. Compensation for Smears at Rolling The software for all scanner models designed to capture rolled fingerprints (DS-45/45M, DS-30N/30NM, DS-22N) uses an in-house algorithm developed to compensate for smears and to eliminate almost completely image aberration caused by a slippage of the finger as it being rolled on the scanner platen. Moist Fingers... Is it a problem? Moist skin considerably lowers the quality of fingerprint images. The PAPILLON scanners use the optical technology which enables the capture of high quality fingerprint images regardless of excess moisture. This technology also eliminates the image aberration (halo affect around the image) associated with moisture condensation because of the temperature difference. The latest models of PAPILLON scanners need no warming after transportation in cold weather. Smeared Image Smear Compensation by PAPILLON Scanner The image data are compressed with a WSQ algorithm developed by PAPILLON (FBI-certified in 1996). The high-precision algorithms of PAPILLON, tested out many times at matching scanned finger and palm print images, ensure high reliability of the systems that use our live scanners. An SDK is provided for every model of our scanners allowing integration into multiple systems for personal identification and access control. No previous dactyloscopy experience or knowledge is required to master the simple steps and procedures. The system graphic interface is user-friendly and intuitively comprehensible. The software contains all necessary tools necessary to customize the data entry fields and number of images to capture for special environment. Options necessary for designing hard PAPILLON LIVE SCANNER System for Electronic Fingerprinting copies of record cards are also available. The software module designed for comparing a fingerprint against fileprints stored in the LIVE SCANNER system database is a ready solution for a 1-n identification to be used in access control systems. To realize searches, the system utilizes the patented and approved by the AFIS practice mathematical algorithms for matching fingerprint/palmprint images. 6 8 9 The terminal mode demands the availability of a permanent communication with the Central AFIS site. The autonomous mode can be used for operation if connectivity for the AFIS is unavailable. This type of operating mode implies the availability of a local database stored on the PAPILLON FILTER workstation. To connect and interface the PAPILLON FILTER terminal to the PAPILLON AFIS, the following transmission lines supporting IP-connection can be used: Local Area Network (LAN) Dial-up telephone line or dedicated telephone line Cellular communication of GSM/GPRS and CDMA standards Synchronized satellite channel PAPILLON FILTER Express ID Checking System The ID check time involves the time necessary to process the request by the AFIS and the time for data transmission. The processing time is conditioned by the size of a search database and computational power of the AFIS hardware. The time needed for data transmitting is considerably less than the period of processing, and it does not exceed 30 seconds even for noisy telephone lines. The trial operation has proved that it takes on average 40 seconds to check the subject s identity against the database with a 7,000,000 tenprint record capacity using the EITKS (Integrated Information Telecommunication System) channel and 3 minutes if using cellular communication. Stationary installation of the FILTER System Portable FILTER System The PAPILLON FILTER System allows subjects to be rapidly identified by their touch fingerprints against the PAPILLON AFIS databases. The spot identity (ID) checks with the PAPILLON FILTER system do not require creating a complete tenprint card involving all 10 fingers. Only one or two finger impressions are captured by a PAPILLON fingerprint scanner being a MANDATORY component of the system. The impressions are digitized and submitted to the AFIS for searches against fileprints. The requests for express ID checks are of top priority for the AFIS. With the search completed, a list of ALL tenprints found in the AFIS database as mates is automatically produced on the screen, each record containing demographic information and mugshots (if any). The express ID checks allow determining in the shortest possible time if the individual s fingerprints already exist in the AFIS database (though under different name), receiving information on the wanted, on apprehensions and former convictions. The PAPILLON FILTER terminal can be networked to several AFIS databases, and thus, simultaneous search of these databases can be conducted at once. Depending upon the AFISs in operation, accessibility of communication channels, environment and service conditions, the PAPILLON FILTER workstations, both stationary and portable, are capable of functioning in terminal and autonomous modes. Those installations that include PAPILLON DS-30N/30NM or PAPILLON DS-45/45M are capable of functioning as express ID check workstations and as booking workstations enabling creation of electronic tenprint cards and their transfer to the AFIS. The PAPILLON FILTER software can run under either Windows or Linux operating system. The PAPILLON FILTER System requires no particular skills and no special training since the operations of requesting, data transmission and receiving search results are performed automatically. 8 12 13 The hardware components are securely fixed in a rugged housing. Most of the equipment (computer, printer, uninterruptible power supply unit, and flatbed scanner (if any)) is mounted within the kiosk and can be easily accessed, in case of need, due to some proprietary design solutions. The fingerprint/palmprint scanner is embedded in the top deck of the kiosk, while the LCD display and the digital camera are installed in its flap cover. On the left side of the cabinet, there is a drop table built-in. The cabinet is covered with powder enamel that is resistant to galling. Designed as a cabinet, the PAPILLON MDS 45 requires no special room that is inaccessible for unauthorized persons. While not in Multifunction Livescan Station PAPILLON MDS 45 use, the cabinet is closed (the equipment can remain on at that) becoming a thing in itself, protected from unauthorized access and vandal-proof, which allows the standalone to be used under all environmental conditions, even in crowded passage-ways. Software Configuration (standard): PAPILLON LIVE SCANNER PAPILLON FILTER The PAPILLON MDS 45 is a stand-alone livescan station equipped with a forensic quality fingerprint and palmprint scanner PAPILLON DS-45 and designed as a ruggedized compact cabinet (area of base is 0.4 square metres) incorporating all components. The PAPILLON MDS 45 stations are manufactured as two functional modifications differing in the hardware and software configurations. In its standard configuration, the PAPILLON MDS 45 station is used as a booking station (for more detailed information, see PAPILLON LIVE SCANNER System) capable of performing express identity checks (for more detailed information, see PAPILLON FILTER System), in other words, it is a complete booking-to-identification solution enabling electronic fingerprinting of apprehended or suspected persons or people of other categories, and ensuring remote interaction with the PAPILLON AFIS to transmit files of generated tenprint cards for storage in the AFIS database and to initiate urgent automated identification search against the AFIS databases in real-time mode. Communications enabling connectivity to the AFIS (IP-connection): Cellular (data transfer in GSM/GPRS/EDGE format) Dial-up and dedicated telephone lines Local Area Network (LAN). If it is contemplated to use the PAPILLON MDS 45 not only as a booking station and as an express ID terminal but also to convert paper tenprint cards and latent lifts to electronic format and then to enter them into the AFIS database for searches, the following hardware and software should be additionally installed: Flatbed scanner PAPILLON AFIS Remote Input software (text data entry, image acquisition and verification of AFIS database search results) The ready files of tenprint cards and latent lifts are transmitted to the AFIS for matching against files stored in the AFIS database (tenprint-to-tenprint and latent-to-tenprint searches) and for database insertion. Incoming search reports contain demographic data and mugshots (if any) from those tenprint cards that were identified by the AFIS as mates to the searchprints. No fingerprint knowledge is needed to operate the MDS 45 station. The graphical user interface guides users through step by step and the quality control software ensures quality prints are captured every time and each finger is in correct location. Stable communications established with the AFIS enable automatic transmission of search inquiries and receiving search results.

9 PAPILLON MKDS 30 Mobile Booking and Express ID Check Workstation All components of the PAPILLON MKDS 45 and PAPILLON MKDS 30 are incorporated in two ruggedized transportable casecontainers rather small in size. With one of the cases that contains a notebook, a fingerprint scanner and a camera, you can quickly and accurately create high quality electronic tenprint cards and verify the identity of subjects in the field. With facilities from another, smaller, container, you can print out any information. The equipment of the PAPILLON MKDS 21 mobile workstation is enclosed in a single case-container. The PAPILLON mobile booking and express ID check workstations are adapted for efficient operation in any vehicle they can be powered with car accumulators through voltage converter or with car on-board power system. If no external power source available, the equipment can operate being energized from the batteries. The PAPILLON MKDS 30 is a totally mobile and a stand-alone station which is ensured by incorporating all components in rugged and shockproof cases-containers easy to transport, by using laptop computers (notebooks) and cellular communications enabling connectivity for automated fingerprint identification searches in the AFIS. PAPILLON currently offers a comprehensive line of mobile workstations. The mobile booking and express ID check workstations on the base of the PAPILLON DS-30N fingerprint scanner or PAPILLON DS-45 fingerprint and palmprint scanner (PAPILLON MKDS 30 and PAPILLON MKDS 45 respectively) are designed to create electronic forensic quality tenprint cards without the use of ink and to transmit them to the AFIS (for more information, see PAPILLON LIVE SCANNER System), and to perform in-the-field identity checks using touch fingerprints against the AFIS database in real-time mode (for more information, see PAPILLON FILTER System). At present, the family of PAPILLON DPP devices includes three versions supporting the ISO/IEC x data format for the interchange of biometric information. PAPILLON DPP-3 designed on the base of a cell phone enables express identity checks against a central AFIS database using cellular channels (EDGE/GPRS/GSM) for data communication. The DPP-4 built on the VOIPAC microcomputer has advanced functional capabilities as compared with DPP-3. It is configured not only for wireless connectivity with a central AFIS, whether it be WiFi or EDGE/GPRS/GSM, to carry out one-to-many person identification, it is also used to verify and authenticate documents including machinereadable and those with embedded chips. The DPP-5 uses a fingerprint sensor, high-resolution touchscreen and 37-key keyboard. A built-in card reader (SMARTCARD) enables verification of ID documents. Images and other data captured with the PAPILLON-M are transferred to the AFIS database by means of cellular or stationary communications. Requests for express identification are of high priority in the AFIS. PAPILLON-M: Mobile Instrument to Prepare Illustrations and Charts for Expert Examination Reports and Printouts The RASTR application software installed on the PAPILLON-M workstation enables users to on-the-fly fix and process graphical images, to conduct comparison examinations, to prepare examination reports and print them out. A crime-scene technician can process latent lifts of poor quality (overlapping, dirty, etc.) by using ad hoc tools provided by the RASTR program, prior to send them to the AFIS for searching/matching.

12 20 21 The PAPILLON Software Development Kits (SDK) are provided allowing the applications to be rapidly developed in order to embed the PAPILLON scanners into various identification and access control systems using fingerprints for matching (including biometric passport applications). The SDK suites are offered for all scanner models manufactured by PAPILLON. The PAPILLON-DS SDK supports the Windows-based 32-bit user applications. Most functions of SDK-libraries are also available for Linux OS. Scale- and age-related changes, pattern distortions at skin deformations, skin conditions are taken into account in our recognition algorithms and make no impact upon the reliability of identification. In many countries and in Russia as well, the companies engaged in biometric identification and authorization are developing the systems for production, issue, registration and control of identity papers containing biometric information. Individual s fingerprint information recorded on the identity card quickly and easily proves the identity of the cardholder, and reliably protects from document fraud. We offer off-the-shelf modules designed specifically to enroll/register and control identity papers containing fingerprints as identifying criteria. These solutions use an electronic chip embedded in the card body as an electronic medium for biometric code.
