It focuses on the development and production of automated biometric systems for personal identification by finger and palm prints for both law enforcement and non-criminal applications. Besides that, PAPILLON designs and manufactures iris-based biometric technology products, automated systems for identifying firearms by marks on fired bullets and cartridge cases, as well as diverse solutions for automating the work of forensic experts. The enterprise also produces specialized digital-imaging equipment, such as finger and palm print and iris livescan devices, ballistic scanners, high-resolution digital video input systems. By their performance characteristics, PAPILLON s products are fully competitive to the world's best analogues, while the price is considerably lower. The products offered to law enforcement agencies are created with the instructional assistance of the Main Information Analysis Center and Forensic Science Center of the Russian Ministry of the Interior. Today, the solutions developed by PAPILLON are widely reputed among both Russian and foreign experts. As a matter of fact, PAPILLON s brand name has become generic for all of the AFISs used by the Russian law enforcement bodies - so significant its role is in the automation of domestic fingerprint registration and identification. The company regularly takes part in domestic and international exhibitions and conferences. Its production is awarded numerous medals and honorary diplomas. It ensures reliable fingerprint identification against databases of any volume. It enables remote connectivity with other databases for conducting any type of searches, thereby creating multilevel systems of interrelated finger and palm print collections. PAPILLON LIVE SCANNER System for Electronic Fingerprinting The system is aimed at nail-to-nail roll fingerprint, palmprint and slap capture, creation of an electronic tenprint card in a specified format with its further storage in its internal database and importing to the AFIS or any other database. At the heart of the LIVE SCANNER system is its unique fingerprint scanner. The system is delivered in either of two embodiments stationary (PC-based) or portable (laptop-based) booking station. The latter communicate with the AFIS via cellular transmission channels. PAPILLON FILTER Express ID Check System Offers remote identity checks by fingerprints against AFIS electronic databases on a real-time basis, as well as a capability to validate personal data. The system is equipped with a PAPILLON fingerprint scanner. One or two forensic-quality plain fingerprints captured with the scanner are transmitted through communication channels to the AFIS for marching. After the search is completed, the answer is automatically generated and sent back containing main demographic data and mugshots (if any) associated with the tenprints determined by the AFIS as mates to the searchprint. The system is marketed in three different versions: stationary (PC-based), portable (laptop-based) and handheld (based on pocket PC and cellphone). Wireless communication enables connectivity with the AFIS for both portable and handheld terminals. PAPILLON-M Mobile Versatile Professional Complex Has been specially designed for forensic technicians to work «afield». Housed in a shockproof transportable case, that is easy for transportation. This is a multifunctional solution incorporating advanced hardware and software that make it possible to capture high-quality electronic fingerprints, to create electronic tenprint forms, to acquire latent print images, to scan paper tenprints and latent print cards, to urgently check tenprints and latents against the existing files and to verify the identity of subjects by their touch-prints against available databases in real-time mode. The complex is fitted with a PAPILLON livescan fingerprint device. Identification is carried out against a local database of tenprints and latents or Central AFIS, accessed through wire or wireless communications. PAPILLON ZIRKON Iris Recognition System As a biometrical identification feature, the system uses an iris image. The iris image is captured with an iris optical scanner designed and produced by PAPILLON. The ZIRKON system can be easily integrated into security systems of any kind, which require reliable biometric identification, such as access control systems, biometric ID card systems. To provide integration into access control systems, an ad hoc access unit has been developed, comprised of a specialized matcher (ZIRKON matcher) and an iris reader (PAPILLON iris scanner). ARSENAL Automated Ballistic Identification System (ARSENAL ABIS) Offers a comprehensive and highly-automated way of creating electronic databases of fired bullets and cartridge cases and of conducting examination of ballistic samples, including fragmented ones. The ARSENAL system has been designed to be effective in ballistic imaging, data input, encoding, matching, candidate list analysis of and comparative studies. An integrated bullet and cartridge case scanner, designed and manufactured by PAPILLON, provides superior imaging of relevant surfaces. ARSENAL ABIS works effectively with databases containing tens of thousands of objects. RASTR Application Program for Preparing Examination Reports, Illustrations and Charts RASTR has been designed for processing and comparative study of images obtained in the course of various forensic examinations, for preparing illustrations referred to examinations conducted, for preparing printouts of expert reports. The RASTR system brings together diverse tools that forensic experts need for illustrating fingerprint or palmprint, ballistics, cold arm, handwriting, document and micro-object examination procedures, and any other trace evidence analysis. It gives also a convenient and infallible way to store information (original and processed images are saved together with a step-by-step history of their transformations, created documents and all associations between them) in the form of a structured database enabling the data access partition. Federal AFIS-MIC installed in the Russian MOI s Main Information Analysis Center (database with a 35,000,000 tenprint record capacity); 10 interregional AFIS-FD systems installed in all Federal Districts of Russia (aggregate capacity of AFIS-FD databases: 55,000,000 tenprint records); regional AFISs installed in 70 regions throughout Russia. All paper tenprints amassed in the law-enforcement throughout Russia were converted to an electronic data format of PAPILLON. The aggregate capacity of all PAPILLON AFIS databases maintained on federal, interregional and regional levels totals 138,000,000 tenprint, 3,800,000 latent fingerprint and 700,000 latent palmprint records. PAPILLON is involved in elaborating design specifications and estimates for creating an integrated automated fingerprint-palmprint identification system (AFIS-MOI) utilizing the banks of relevant information already operating on regional, interregional and federal levels. In 2006, the Police Assistance Mission of the European Community to Albania (PAMECA) financed the AFIS modernization. It was the first time that the European funds were invested into the system stemmed from the Russian not European technologies. Scientific and Technological Research, Design and Engineering The research findings got by the developers from the system design department have allowed them to devise algorithms for recognition, description and matching of friction-ridge patterns, providing high accuracy and reliability of search. The AutoScaling technology of compensating for scale changes of latent prints, the proprietary algorithm of the WSQ image compression certified by the FBI, the integrated palmprint analysis capability, the livescan fingerprinting technology are just a part of our know-how. Our key inventions are protected by the Russian patents. When designing our systems, the most cutting-edge technologies for data storage, computational processes, data communication, etc. are thoroughly delved and adapted to our applications. Software Development The programming department incorporates 50 highly skilled professionals that create diverse PAPILLON software for running both Linux and Windows operating systems, conduct comprehensive tests and elaborate technical documentation. The leading programmers are certified by some known companies manufacturing software-hardware platforms (Oracle, IBM, Intel, Microsoft and others). Task-Specific Hardware Manufacture PAPILLON designs, manufactures and markets an ad hoc equipment providing dedicated functionality and advanced efficiency of PAPILLON s systems (livescan finger and palm print devices, iris readers, ballistic scanners, high-resolution for video input systems). These devices are highly estimated by Russian and foreign experts. Up-to-date industrial equipment and NC machine tools empower us to produce most of mechanical, optical and electronic components ourselves, as well as to assemble and to tune the devices produced. Because of the constant growth of delivery volumes, a new 3,000 square meter production area is now under construction. Hardware&Software Configuration Every system to be supplied is configured so as to fit it for a designated task. The number of matchers, data storage devices, operator workstations, or remote terminals depends upon the database size, throughput capacity and the coverage region. To provide maximum efficiency and durability of our systems, we have chosen most reliable computing machinery, produced by known companies, and only proven high-availability solutions. The enterprise is licensed by the Federal Service for Technical and Export Control (FSTEC) for the development and production of private data protection facilities, and for rendering of services to protect confidential information. It is also licensed by the Russian Federation State Committee for Construction for building design and construction. Turnkey Approach, Warranty and Post-Warranty Service A full support package is provided to include mounting and commissioning, full after-sale and post-warranty support including changes and upgrades, all provided by 50 specialists from the maintenance department. Creation of Electronic Fingerprint&Palmprint Databases Since 1995, the specially created bulk entry department has been converting paper tenprint and latent print collections to an electronic format within the shortest time. Their throughput performance is more than 1,000,000 tenprints per month. The bulk-entry technology makes it possible to gain effect from the very first days of the AFIS functioning as the systems are put into commission having been provided with electronic databases and candidate lists already generated. There has been organized a three-step quality control on tenprints and latents being converted. 52,500,000 tenprint cards, 320,000 latent fingerprints and 57,000 latent palmprints, that had been piled up in the Russian Ministry of Interior departments, were converted and inputted into the AFIS databases during the period from 2002 to That data entry resulted in the following findings: 20,000 latent fingerprints involved in 12,000 crimes and 3,000 latent palmprints associated with 2,500 crimes were identified. User and Administrator Training The tutors from our Training Centre lead special training courses for users and administrators to operate with the PAPILLON software and hardware. The training can be conducted either at PAPILLON s premises or on-site (even abroad). More than 3,000 specialists have been already trained since the Centre was founded. There has been built a hotel in order to provide our students and guests with comfortable living conditions. Today the company has its own canteen, security and transportation services, capital-building department. Medical assistance and massage rooms as well as a gym have been arranged and fully equipped. Moreover, a big sport hall is being built now. The construction of a dwelling house for the company s employees has been already completed.
