The development of Applied-information Technology and Internet make the access of information resources more convenient and quicker, but the inaccessibility of web citations becomes a prominent problem. Researches about the web citations inaccessibility at home and abroad mostly focused on the phenomenon and principle of the accessibility, however, the solutions to the accessibility problem had not been studied so much, and the relevant application systems were even less. The construction of journal web citation accessibility system platform should emphasize solutions to the variability of the location and content of information resources. This platform may include the retrieval modules of current and archive issues so as to realize the maximum retrieval and present of web citations. Introduction References are important parts of academic journals and books; they are so unique, profound and easy to describe the interconnection among scientific dissertations that they have always been valued by scholars and researches since the 19th century when the dissertation citation system officially came into being. Thanks to the increasing popularization of Internet and the further development of digital publishing, it is more convenient to obtain Internet academic resources. The bibliography of many journals and books at home and abroad already include web citations, and their proportions are increasing year by year. Moreover, citations are not limited to traditional paper-based documents, and the citation relationship has become an academic communication model. The web citation inaccessibility study began in 1996, and Stephen P. Harter was one of the first researchers. He collected 83 pieces of web citations from 73 electronic journals published from 1993 to 1995, and noticed that only 43 were traceable in 1995 [1]. Maybe we also have encountered such confusion: the webpage we have visited several days ago cannot be visited when we reopen it, and important information may disappear overnight. According to Alexa s research data, a webpage will disappear after an average of 75 days. In addition, the frequent change of web contents also makes readers unable to visit the original webpage. Due to the lack of persistence and stability, the use of web citations in formal academic dissertations remains controversial [2]. Citation network is considered to be a variant of social networks, the node in this network is literature, and the edge represents the citation relationship among literature. Citation network is different from Web linking network; the edge of literature citation in Web linking network can be generated or canceled at any time [3]. Therefore, the problem of web academic resources accessibility has been put on the agenda; its influence on web citation s recognition and traditional citation analysis has become a research focus at home and abroad. How to solve the problem of web citation inaccessibility in academic journals becomes an important topic. Construction of Journal Accessibility Information System Platform Constructing journal web citation accessibility information system platform should focus on solving the variability of location and content of network information resources. What needs to be noted is that the network resources stored in this platform are usually the current issue web citation in dissertations that are going to be audited and published, however, the accessibility of citations in archive issues that fail to store timely is still a problem that the web citation accessibility platform should work on. Solutions and Ideas Journal web citation accessibility information system platform can be divided into current issue and archive issue citation. In current issue citation accessibility module, the platform will provide an interface for the online journal submission system, and the interface will obtain, identify and store the web citation data, thus completely solving the inaccessibility problem. In the archive issue citation accessibility module, researches usually regard URL unreachable as a sign of inaccessibility. Nevertheless, a series of projects carried out at home and aboard have preserved a large amount of webpage past records, which can to some extent redisplay the inaccessible web information resources. According to relevant studies [5], out of 60 pieces of network citations which cannot access directly, 31 can be found out in Internet Archive [6], another 2 can be found out in Google Cache.. This platform will provide interfaces of Internet Archive, Web Infomall [7], Google and etc. so as to achieve the maximum degree of journal web citation accessibility by integrating all the data. In order to curb the current academic paper plagiarism, network academic journal should strengthen the management, promote the development and application of anti-plagiarism system, construct a sound China Internet journey information system platform, and improve all kinds of journey agencies ability to identify authenticity, as shown in Figure 1. Even though the reader accesses previous versions of network resources, he cannot tell whether they are original versions that the author cites, so the combination of URL and access time should take into account when accessing certain web citation. Although the same web citation may have varied content at different time, redundancy of the same URL at different time may store in the network resources. Thus, the system also needs to automatically detect and timely delete redundant contents, so as to regulate and organize the related citation information. To resolve the accessibility of different types of web references, information system can be dived into two modules: current issue web citations module and archive issue web citations module. Current Issue Web Citation Accessibility Module Current issue web citations module is designed for two groups of users: authors and editors. Combining with online submission system this module can be viewed as a reliable Third-party Plug-in. For authors, they are supposed to use this Plug-in to archive web citations before submitting

To confirm the accessibility of web citations, authors should cite the archived version of URLs that have been stored in system. For editors, they can also use this Plug-in to detect which citation has not been archived in system, or has not been formatted into the standard form of web citations, and then notice authors to modify his references, as shown in Figure 2. This system adopts the GB/T standard and its basic format is: Primary Responsibility. Archive Issue Web Citation Accessibility Module Web citation retrieval platform is the main approach for users (editor/author) to retrospect archive issue web citations. The platform can retrieve the web citation library, Internet Archive, Web Infomall, Google and etc. with the website and visiting time of web citations allocated by the user interface, and retrospect the needed web citation for readers to the maximum extent, as shown in Figure 3. Archive Issue Web Citation Accessibilit Module Flowchart The system acquires website and time of a particular piece of web citation required by users (editor /author) through the user interface module, and retrieves it in the web citation library. If the system fails to find out that piece of web citation, it then uses the interface of web saving systems such as Internet Archive; if this fails again, the system then analyses the web citation and uses retrieval interfaces such as Web Infomall and Google to search for clues; if the relevant web citation is found out, the system will report the result back to the user interface module, and save the web citations that are not stored, so as to realize the maximum extent of web citation accessibility. The archive issue web citation accessibility retrieval interface is shown in Figure 4 and 5 [8]. Users could retrieve citations by referring to the URL and the storage time of URL, or the description information of relevant webpage, or the webpage information of database and interfaces. Users can switch to different interfaces and check the relevant information by clicking each interface option, and they can also check different versions of the same web citation by clicking the time drop-down menu. Evaluation of Archive Issue Web Citation Accessibility Module The web citation inaccessibility problem can be thoroughly solved via the data collection, preservation and processing of current issue web citation accessibility module. Therefore, the evaluation process mainly directs at archive issue web citation accessibility. In addition, due to the lack of normalization in web citation description, many citations have no access time of the author; the content diversity of the same URL at different storage time has not yet been taken into account in this collection and evaluation of data.

4 Advanced Materials Research Vol WFD database is used as a data source to obtain links. It automatically collects 4395 pieces of web citation links in 3987 journals (reject those that are not recorded by WanFang) from Journal of China Society for Scientific and Technical Information, Journal of Software, and System Engineering Theory & Practice. After that, Xenu [9] link detection software is used to repeatedly retrieve every web citation, and the processing result is shown in Table 1 [8]. According to those data, interface for Internet Archive, interface for Google and interface for Web Infomall do increase the accessibility of web citations, 15% increment in average. However, there are still 20% of web citations cannot be accessed. Moreover, the complete evaluation of system performance might consider the date factor which is not included in this evaluation because of limitations of web citation data. Summary Due to differences in the network environment, many web citations have varied access permission under different IP address, especially for database resources that require a charge. In the preserving process of web information, authority mask and intellectual property protection also need to be taken into account, but the present system has not yet taken them into consideration. The development of Applied-information Technology and Internet make the access of information resources more convenient and quicker, but the inaccessibility of web citations becomes a prominent problem and has been given new features. This dissertation devises a web citation accessibility information system platform to solve the inaccessibility problem. The author can store web citations via the current issue web citation accessibility module of this platform; the editor can detect the effectiveness of web citation and send feedback to the author via this module; the reader can absolutely retrieve stored current issue web citation via this module.
