3 Welcome to TomTom Road Event Reporter Road Event Reporter is a web-based portal for road authorities and other professional organizations to inform millions of road users in a short time about events which affect the road network and the traffic flows. This powerful tool is only available to professional organizations such as road authorities, highways agencies, traffic managers, construction companies and transportation consultants. TomTom invites all professional stakeholders in traffic management who would like to reach all users of TomTom Traffic data with their expert information about incidents to apply for access to the TomTom Road Event Reporter. For more information, contact the TomTom Road Event Reporter helpddesk at roadeventreporter@tomtom.com. Road authorities and organizations can easily report road closures, road works, accidents, sports events and other disruptions which affect traffic in their designated area. The easy-to-use Road Event Reporter interface allows the creation of an event using the following three parameters: The event start and end locations. The type of event. The start and end dates and the time of the event. Reported events can be communicated promptly to drivers using multiple delivery channels, for example directly to their in-car navigation device or personal navigation device, to smartphone navigation apps, and to roadside Variable Message Signs (VMS). Using Road Event Reporter brings the road authority or organization closer to connected cars, which enables traffic managers to provide the same information to drivers that is being displayed on roadside signs. The event can be reported as soon as it has occurred, or an event can be planned to start and end at specific times. For both reporters and road users, knowing about a route restriction enables routes to be planned that avoid the restriction and therefore prevent traffic build-up. 3

4 How TomTom Road Event Reporter works The events created in Road Event Reporter and sent to TomTom are combined in the TomTom Fusion Engine with traffic data from other sources. The fusion engine calculates speeds and delays, and validates reported incidents with the actual traffic flows. The fusion engine is a fully automated process that contains checks and balances that might change or ignore the Road Event Reporter event that was created. These checks help improve the information that is sent to the road user. For example, when a road closure is reported in the Road Event Reporter but the fusion engine detects GPS probes driving through the road closure then the fusion engine will ignore the event. The event remains visible in the Road Event Reporter. Traffic data is distributed to users connected to the TomTom Traffic service, both in car and online. 4

5 Starting the Road Event Reporter The Road Event Reporter is a web-based application and is accessed using a browser. You can start the Road Event Reporter using the following web address: Use your address and your password to open the Road Event Reporter portal. You receive a password in an when you create a user account. The following browsers are currently supported: Google Chrome 53 or higher. Mozilla Firefox 46 and higher. Internet Explorer 11 and higher. The Java Plugin needs to be enabled in your browser. Refer to your browser's instructions to install and activate Java. 5

6 What's on the screen When a moderator is logged in, the Road Event Reporter screen shows the map area that the moderator controls. Note: Only the TomTom moderator can assign map areas. Contact the TomTom moderator at roadeventreporter@tomtom.com. You can search for a location, or you can click and drag the map to move it. 1. Name of the moderator who is currently logged in. If the moderator has more than one assigned map area, then the area that is to be moderated must be selected. 2. Edit Profile. Opens the details for the moderator who is currently logged in. 3. Logout. Click this button to log out of the Road Event Reporter. 4. Map area for the moderator who is logged in. The moderator can only create events in the assigned map area. 5. List of events in Current Map View. This list shows the events created in the area shown on the map. As you move the map the list of events changes. The events that you see also depend on the events selected in the Basic Event Views and Custom Events Views selectors. 6. Find Locations. Enter a location that you want to search for. You can search for a city name, a street or a Point of Interest (POI). You can also enter map coordinates. 7. Searches. Your recent searches are saved in a list. Select a search result to show it on the map. 8. Regions. Select a region to show only the events for that region. You can select more than one region. 6

7 9. Basic Event Views. Select an event time period to show only events for that time period. You can select more than one period. 10. Custom Event Views. You can create custom filters to find events that match a specific parameter. For example, you can create a custom event view only for roadworks in a certain city. When this custom event is selected, only road works in that city are shown on the map. 11. Traffic Map Layers. You can show traffic flow information on the map. 12. Create Event. This button opens the Create Event screen. 13. Zoom buttons. Select the zoom buttons to zoom in and out. 14. Zoom area. Click the zoom area button then drag and select the area of the map you want to zoom in to. 15. Zoom out. Click the zoom out button to show all incident types that are selected in the Basic Event Views and Custom Event Views lists on the map in a zoomed-out overview. 7

8 Types of event you can report You can associate a road event with up to three event codes, with the effect of the event as the first code, followed by one or more event codes for the causes. For example, you can create a road event to show that the road is closed because an accident has occurred. The first event you choose must be the most important one for the end-users, for example Type 1 Road Closed - Type 2 Accident. The type of incident is reported to users of both TomTom software and TomTom devices. The Road Event Reporter has a full list of categorised event types based on the Alert-C code list. To find an event, enter an event type in the Edit Event screen and select an event from the search results. 9 Using TomTom Road Event Reporter Every event that is created must have the following information: The event start and end locations. The type of event. The start and end dates and the time of the event. For incidents for which an exact time and duration is known, start and end dates and times can be used. 9

10 Finding locations on the map To create a road event, you must first find the location of the event on the map. You can click and drag the map to the location, or you use search to find a wide range of places. Use the Find Locations search box to search for the following: A specific address, for example, type in 123 Oxford Street, London. A partial address, for example, type in Oxford st Lon. A type of place, for example, type in petrol station or restaurant. A POI (Point of Interest) or place by name, for example, type in Starbucks. A city centre, for example, type in London. Latitude and longitude coordinates. For example, type in one of the following coordinates: , N 52 22'23", E 4 53'36" The found location is shown on the map and is saved in the Searches list. The coloured dot in the search result is used to show the result's location on the map. Tip: You can only search for locations that are in your assigned map area. Select the checkbox of a saved search result to show the location on the map. When the checkbox is selected, click on the location to zoom in to the location on the map. To delete a search result, click the red X next to the result. To delete all search results, click the red X at the top of the list. Creating an event Find the event location on the map. Click on Create Event to start creating a new event. The mouse pointer changes to a cross. Important: You cannot create an event outside your assigned map area. 10

11 Move the cross to the location on the map where the event starts, then click to start the event route. Move the cursor along the event route and click again to add points that follow the route. Click again on the last point to finish the event route. To delete the last point you added, click Delete last point in the menu bar. To delete the event you are creating, click Cancel in the menu bar. When you have finished the event route, the Edit Event screen opens. The Edit Event screen The Edit Event screen opens when you have created a route for an event. You can also open an existing event in your assigned map area from the List of Events below the map. 11

12 Your event route is shown as a coloured line with points. To adjust the route, click and drag a point to give a new route. To move the start or end of the event, click and drag the start or end points. You can add the following information to the event: Tip: You can also copy an existing event and paste the details into the new event. Location The location title is automatically created using the name of the street and the administrative area where you created the event. You can edit the name of the route so that you can easily recognise it. Set the direction of the event to be from A to B (the default setting), or in both directions. Types The event types follow the Alert-C protocol. You can use the drop-down menu to select from a list of the most common event types, or you can enter an event type and select an event from the search results. Select the type of event for the event route. There must be at least one event type. You can associate a road event with up to three event codes. Select a date from the calendar pop-up, or manually enter a date in the correct format. If the event is an all-day event, you must also set an end date. 12

13 Note: An event is not sent to the TomTom Fusion Engine until the actual date and time of the event. Start and End Times Select the start and end times from the drop-down menus, or manually enter a time in the correct format. If the event is an all-day event, you do not have to set times. Daily Recurrence If the event occurs on a regular basis, you can select the days on which the event occurs. You must also set the end date and end time. Reminder This option lets you set a date and time to receive a reminder about the event. Your address is shown in your profile. The contains the details of the event, and includes a link to the event so you can view and edit the event in Road Event Reporter. Additional Information You can select the graphical direction of the event. This is useful for large roads or motorways. The freetext box lets you add additional information about the event for your own reference. This information is not shared with the TomTom Traffic system. Operator Note Here you can add your own notes about the event. These notes will be shared with other Road Event Reporter user, but will not be shown to TomTom Traffic users. When the event details are complete, select Save. The event is shown in the List of Events. If you want to clear all the fields from the Edit Event screen, select Reset. Select Cancel to close the Edit Event screen without saving the event details. To open the next or previous event in the List of Events, select Next or Previous. Only the events shown on the map can be opened. Editing an existing event You can select and edit an existing event in two ways: Select the event from the List of Events below the map. The list only contains the events that are in the current map view. To open the Edit Event screen for an event, click the edit box for the event: Click on an event route on the map to open the information box, then select Edit. You can find an existing event in the following ways: Drag the map to the event location. Select a saved search to shown the search location on the map. Search for the location where the event is. 13

14 Tip: If you cannot see an event, make sure the event type is selected in Basic Event Views or Custom Event Views. When you have edited the event, select Save in the Edit Event screen. To delete the event, select Delete in the Edit Event screen. Copying an existing event To save time when creating a series of similar events, you can copy the details of an existing event and paste them into a new event. In the existing event's Edit Event screen, click Copy. All the details are copied except the location. Close the Edit event screen. Create a new event. In the new event's Edit Event screen, click Paste. The copied details are added to the new event. You can edit any of the details for the new event. When you have edited the event, select Save in the Edit Event screen. To reset the event to the original details, select Reset. To delete the event, select Delete in the Edit Event screen. Viewing events on the map The events on the map are colour-coded into the following categories: Red - Current events Blue - Upcoming events Grey - Expired events Other colours - Custom events Select one or more event categories to filter the events that appear on the map. You can find an existing event in the following ways: Drag the map to the event location. Select a saved search to shown the search location on the map. Search for the location where the event is. Tip: If you cannot see an event, make sure the event type is selected in Basic Event Views or Custom Event Views. Creating a custom event view A custom event view is the easy way to filter events in the current map view. For example, you can create a custom event view only for roadworks in a certain city. When this custom event is selected, only road works in that city are shown on the map. 14

15 To create a custom event view, click the green +. The Creator opens in the bottom left corner of the viewer. Give your custom event viewer a name, then click Condition to add the first parameter. Add more conditions to create an accurate filter for the type of event you want to show on the map. Click Add to save the custom event. The custom event appears in the Custom Even Views list. To delete a custom event, click the red X. Showing traffic map layers Traffic map layers use colours to indicate either the actual speed of traffic on different road segments. Traffic jams and flows are based on the real-time TomTom traffic data which is updated every minute. The traffic jams and flows will help you estimate the effect of an event on a particular road or area. TomTom Traffic This is a TomTom service providing real-time traffic events information. The traffic events displayed on a map are indicated by colour. Red indicates very slow or stationary traffic. Yellow indicates slow-moving traffic. Grey indicates a closed road. Click on the circle icon at the tail of the traffic event to learn more about the event. A user can check the location details and the traffic event type. TomTom Traffic Flow In TomTom Traffic Flow, the colours indicate the actual traffic speed relative to the normal free-flow speed. Green indicates free-flowing traffic, and red indicates congested traffic. 15

16 Your profile Click Edit Profile at the top of the screen to edit your profile. You can change your user name, your address and your password. You can also select the language for the Road Event Reporter. 16
