INTRODUCTION 1.1 Applicability This guidance material applies to all Aruban registered aircraft operators conducting International general and corporate aviation operations with: a) aeroplanes with a maximum certificated take-off mass exceeding kg; or b) aeroplanes equipped with one or more turbojet engines. 1.2 References AUA-OPS 2 Paragraph requires the operator to establish and maintain a safety management system. AUA-OPS 2 Paragraph requires all operators to provide an operations manual for the use and guidance of operations personnel. This manual must contain all the instructions and information for the personnel to perform their duties. Attachment B contains the minimum required information for the company operations manual(s). AUA-OPS 2 Paragraph requires all operators to provide maintenance control manual for the use and guidance of maintenance and operational personnel. 2. COMPLIANCE The Director of the Department of Civil Aviation of Aruba (DCA-Aruba) hereby informs operators of Aruban registered General Aviation aircraft regarding the new methods of compliance with ICAO Annex 6 Part II and AUA-OPS 2, Company Operations Manuals and instructions. Considering that the IS-BAO certification and currency process has the purpose to foster standardized, safe and highly professional aircraft operations, through a formal certification and audit process, IS-BAO certified operators will receive letter of acceptance automatically, with the submission of their current certificate and manual. Please note that the manuals must contain correct references to the Aruba regulations. 2.1 Policy Company Operations Manual (OM) IS-BAO certified operators with current IS-BAO certificate Upon submitting the Company Operations Manual(s) to the DCA, a letter of acceptance will be provided within the next business day. Other operators Upon submitting the Operations Manual(s) and completed compliance checklist INS-3.056CC to the DCA, a letter of acceptance will be issued within the next business day. 5 Safety Management System (SMS) Maintenance Control Manual (MCM) IS-BAO certified operators with current IS-BAO certificate Upon submitting the SMS manual (if separate from the OM), a letter of acceptance will be provided within the next business day. Upon submitting the MCM to the DCA, letter of acceptance will be provided within the next business day. Other operators Upon submitting the SMS manual (if separate from the OM), which includes a signed safety policy statement and completed compliance checklist INS-2.013CC to the DCA, a letter of acceptance will be issued within the next business day. Upon submitting the MCM and completed compliance checklist INS to the DCA, a letter of acceptance will be issued within the next business day; Upon submitting the MCM only a letter of acceptance or letter of findings will be issued within 5 business days. If during evaluation of the manuals the DCA detects any non-compliance to the Aruba regulations, a letter of findings will be sent to the operator, and corrections shall be made within 30 days otherwise the letter of acceptance will be revoked. Issuance of the letter of acceptance for the manual does not automatically contain an approval for AWOPS, EFB, RVSM/MNPS, and other similar approvals.
