2 Workshop Objectives To consider a range of objectives and proposals that cold improve the bs system in Brisbane to contribte to pblic (inclding RACQ members ) mobility needs This cold inclde: network operation changes, technology pgrades, fleet improvements, potential infrastrctre soltions, park and ride facilities, ticketing and fare options, and other pertinent factors that impact bs travel and mode share.
3 Ideal Transport System An ideal transport system wold have: Excellent connectivity Excellent accessibility Commnity well-being Attract economic innovation Efficient allocation of transport resorces Environmental sstainability Regional competitiveness Integration between all modes (Rail, Bs, Ferry, Walking, Cycling, Road, etc)
4 Transport Mode Interconnectivity Transport modes are not isolated from each other Improvements to one aspect of the transport network will positively benefit other components of the network For example: Improvements to the bs network which reslt in increased patronage can lessen demand on the road network system. Improvements to the road network which reslt in redced congestion can reslt in improved bs reliability.

6 Existing Opportnities to Improve the Bs Network Improve integration optimize the network to spport integration and connectivity. This will reslt in redced dplication, ndertilization and the easing of capacity constraints Dplication, considerable dplication of services, with 2/3 of bs rotes sharing more than 70% of their stops with other rotes. Undertilisation (of some services), which is especially problematic in city centre at peak times, e.g. peak bs services on Victoria bridge have average tilisation of ~50%. Capacity constraints, lead to slower and less reliable travel-times for passengers, higher operating costs, and aggravated general traffic congestion.
7 Existing Opportnities to Improve the Bs Network Increase bs separation to improve bs reliability E.g. Captain Cook Bridge Peak hor general traffic congestion ndermines bs reliability, leads to slower and less reliable travel-times for passengers and higher operating costs Provide dedicated bs lanes, bs-ways, HOV lanes etc.
8 Potential Soltions Simply increasing infrastrctre capacity alone does not address the nderlying problem: inefficiency and ndertilization in the bs network A narrow focs reslts in a narrow soltion. What other soltions are there?

10 PT Networks Design process PT network planning exercises need to begin by first considering high-level choices: These choices lead to greater or less total access for the network
11 How shold we design a network? Develop a Service Hierarchy 1) Patronage services Provide fast (direct) and convenient (freqent) service on major rotes in denser areas Most passengers are willing to walk frther and/or connect to these services 2) Coverage services Provide basic low-level of service access large part of Brisbane Provide opportnities to connect to patronage services for longer jorneys 3) Specialized services E.g. peak, express/limited stop, and school services Plg gaps in all day network formed by patronage and coverage services Patronage à Coverage à Specialized

14 How shold we plan a network? Design an All-day Network 1) Contrary to perceptions, most patronage occrs in off-peak periods 2) Peak services are expensive: They determine both: The size of the fleet à nmber of bses, size of depots, drivers etc; and The infrastrctre that is reqired to operate services reliably. Therefore: Plan the all-day network and then think abot how to meet peak demands Existing sitation: Brisbane has a very peak-oriented bs network Impacts on both costs and patronage
15 How shold we design a network Maximise Access Maximise accessibility to maximize patronage Accessibility measres the opportnities (say access to people, jobs) that are available from a certain location Forces s to think abot the latent demand for travel. Where do the most people live and work, and where do they want to travel? A focs on accessibility reqires that we consider both existing and ftre demands, as well as demands that PT is not crrently meeting.
16 How shold we operate a network Create Interchanges Interchanges facilitate connections between services Increase accessibility while enabling more efficient operations Shold be placed otside the city centre to redce city centre vehicle volmes and to alleviate infrastrctre constraints Can reslt in fewer bses in the city centre E.g. Panmre Bs/Rail Interchange, Ackland Located where two freqent bs corridors cross a rapid rail line. Reslts in fewer bses in the city centre
17 One potential soltion An integrated, connective PT network. Cold redce city centre bs volmes by ~30% Bs capacity constraints are primarly cased by the large nmber of ndertilized bs services that access the city centre, rather than connecting at a peripheral location Therefore: Shold create peripheral location connection points Opportnity: Bs services cold connect at centres otside the CBD so as to rote passengers arond the city centre
18 One potential soltion An integrated, connective PT network. Simplify and expand and the freqent network Redce the nmber of rotes and consolidate departre to grow patronage Connect local services to the high freqency network at local centres To alleviate infrastrctre constraints and improve reliability To improve capacity tilisation on corridors entering the CBD Target the freqent network Focs on 7am to 7pm, 7 days a week with service freqency maintained in late evenings for specific locations To help contain the costs of operating the network Consider interchange opportnities Integrate the bs network with other modes (rail, ferry and ftre light rail services) to improve accessibility

22 The Ftre? Deeper thoght and analysis is reqired on factors that inflence the desirability, convenience and the real, direct and indirect costs of each transport mode. Transport choices today mst be ftre proofed. We shold ask: How will technology change pblic transport? How will yonger generations se pblic transport? How will environmental and economic concerns affect pblic transport? How will transport demands evolve over time? Or transport soltions need to be adaptable and resilient.
