2 2 Florida s Food Recovery Resource Guide Food is an integral part of our daily lives. Unfortunately, studies consistently find that a significant portion of our nation s children and elderly, as well as households where one or more adults work, are food insecure. The Florida Department of Agriculture and Consumer Services (FDACS) is continually working to combat hunger by forming partnerships with Florida farmers, retailers, nonprofit anizations and food relief agencies to find new ways to provide a dependable food supply to those in need. The Florida Legislature s support and commitment to the Food Recovery Program Act has assisted in the success of this program. This legislative mandate helps prospective donors connect with bona fide charitable anizations to provide food to low-income families. The Food Recovery Program Act reduces food waste in our state by moving slightly blemished or imperfect food into the hands of people that need it the most. This guide lists anizations that have indicated to FDACS their interest to participate in the Food Recovery Program and the types of foods they have the capability to recover. FDACS does not approve or endorse specific anizations. However, whether you want to donate food or refer a family in need, this resource is a reference guide to point you in the right direction Through our joint efforts, we can help provide a secure food supply and reduce hunger in Florida. Your participation and commitment is appreciated by all involved and all in need.
3 What is the Florida Food Recovery Program? Florida s Food Recovery Program is a coordinated effort involving FDACS, Florida farmers, wholesalers, retailers, community action agencies and other food relief agencies. Food recovery helps to supplement federal food assistance programs by making better use of a food source that already exists. The program is committed to reducing food insecurity in Florida. THE DEPARTMENT IS WORKING TO: Get surplus or unmarketable food to those in need; Motivate stakeholders to take action; and Coordinate the transportation of food by establishing a strong infrastructure to fulfill the program s mission. THE FOUR MOST COMMON METHODS OF FOOD RECOVERY ARE: 1. Field Gleaning The collection of crops from farmers fields that have been harvested or that are on fields where it is not economically profitable to harvest. 2. Perishable Food Rescue or Salvage The collection of perishable produce from wholesale and retail sources. 3. Food Rescue The collection of prepared foods from the food service and retail industries. 4. Nonperishable Food Collection The collection of processed foods with long shelf lives. When food or produce are rejected at the retail or wholesale level, the Food Recovery Program is an excellent alternative to throwing food away. 3
4 4 Why is the program needed? In 2016, the United States Department of Agriculture (USDA) reported that 41.2 million people lived in food insecure households, with 6.5 million of them children. In Florida, about 16.5 percent of households were food insecure in The data showed that in 2016, 15.6 million U.S. households were food insecure. Food-insecure households (those with low and very low food security) reported that at some time during the year they were uncertain of having, or were unable to acquire, adequate food to meet their basic needs. Chronic hunger and malnutrition take a heavy toll on children s lives, including days missed from school, inattention in class, stunted growth and frequent illness. In 2010, 31 percent, or 133 billion pounds, of the available food supply from retail and consumers went uneaten. The Food Recovery Program works to reduce food waste while also reducing food insecurity. How can you help? There are various ways to help reduce food insecurity in your community. FOOD SERVICE PROFESSIONALS Organize a food drive and donate food to a local food bank or pantry. Donate excess prepared food from restaurants, school cafeterias or catered events. Assist anizations in training their volunteers in safe food handling practices. NONPROFIT ORGANIZATIONS Work independently or with existing anizations to assist food recovery efforts. Support or develop a community or regional coalition against hunger. Develop a community financial fund to fight hunger.
5 Plan tours of food recovery facilities or arrange for knowledgeable speakers to increase community awareness of hunger and poverty problems, and what people are doing to address them. YOUTH SERVICE GROUPS AND VOLUNTEER ORGANIZATIONS Partner with existing anizations to assist food recovery efforts. Organize essay, oratorical or art contests for school children to focus on hunger and its consequences. Sponsor a community garden that gives a portion of the harvest to food banks, soup kitchens and other food recovery programs. Supply gardening tools and harvesting equipment for local gardening and gleaning efforts. INDIVIDUAL CITIZENS Volunteer at the food recovery program closest to you. Attend food safety training sessions so you are better prepared to volunteer in a soup kitchen or shelter. Educate anizations you belong to or businesses you work with about food recovery programs. Join or form a community walk/run to benefit a food recovery program. 5
6 BUSINESSES AND CORPORATIONS Encourage, recognize and reward employees and other individuals for volunteer service in the community. Increase employee awareness of local hunger and provide training to make employees more useful volunteers. Sponsor radio and television air time for community anizations that address hunger. Donate excess prepared and processed food from the employee cafeteria or from special events to local food recovery programs. Donate transportation, maintenance work or computer service. Prepare legal information on donor considerations such as Good Samaritan laws and food safety and quality. WHAT LAWS HELP PROTECT DONORS? The Emerson Good Samaritan Food Donation Act, Public Law , provides uniform national protection to those that act in good faith to donate, recover and distribute excess food. Likewise, Florida has enacted legislation that specifically addresses the liability for canned or perishable food distributed free of charge. Pursuant to s (2) & (3), Florida Statutes: (2) A good faith donor or gleaner of any canned or perishable food, apparently fit for human consumption, to a bona fide charitable or nonprofit anization for free distribution shall not be subject to criminal penalty or civil damages arising from the condition of the food, unless an injury is caused by the gross negligence, recklessness, or intentional misconduct of the donor or gleaner. (3) A bona fide charitable or nonprofit anization, or any representative or volunteer acting on behalf of such anization or an uncompensated person acting in a philanthropic manner providing services similar to those of such an anization, which accepts, collects, transports, or distributes any canned or perishable food, apparently fit for human consumption, from a good faith donor or gleaner for free distribution shall not be subject to criminal penalty or civil damages arising from the condition of the food, unless an injury is caused by the gross negligence, recklessness, or intentional misconduct of an agent of the charitable or nonprofit anization. 6
7 HOW ARE DONATED FOODS DISTRIBUTED TO THOSE IN NEED? Food banks provide food to other anizations like food pantries, soup kitchens, hunger relief centers or other food or feeding centers. Food banks do not typically distribute food directly to individuals. Food pantries distribute food to low-income and unemployed households to take home. Soup kitchens provide meals to the needy and the homeless on a regular basis. In addition to perishable and non-perishable commercial foods donated by retailers, manufacturers, food service establishments and other anizations, many of the agencies listed in this booklet distribute USDA foods made available through the Emergency Food Assistance Program (TEFAP). Under TEFAP, USDA foods are distributed to anizations (i.e., soup kitchens) in the state that use them in congregate feeding facilities for the needy, including the homeless, and to anizations (i.e., food pantries) that provide them to eligible households for home consumption. To be eligible to receive food through TEFAP, households must meet established income requirements or participate in other government programs, such as the Supplemental Nutrition Assistance Program, Temporary Assistance for Needy Families, Supplemental Security Income or Medicaid. There are many worthwhile anizations, not included in this booklet, that provide food assistance directly to the needy. To find the location of a food pantry or soup kitchen in your area, you may contact the local food bank(s) listed by county in this guide. 7
